RECOHPIENDATTON
Receive and ftle; authorize the Mayor to execute the attached Joint Policy
Memorandum supporting ASC efforts to reach a consensus on a second commercial
airport site convenient to Orange County, subject to the condition that the City
of Tustln Is opposed to full or joint commercial use of the U.S. Marine Corp Air
Station, E1 Toro.
DISCUSSION
JWA- The City's consultant, Mr. John Van Houten, is' working on his analysis of
the County's noise report. Staff hopes to receive the results of his analysis
within the next two (2) weeks to present to the Council at their April 17th
Meeti n9.
The release of the Phase 2 Access Plan has been delayed due to FAA revlew. The
County expects to mat1 the Plan out on April 3rd instead of March 20th. The
Plan is scheduled to go before the Airport Commission on April 19, 1989 and the
Board of Supervisors on May 3, 1989.
Mr. Van Houten has provided verbal comments on the FAA report on air traffic
controls for JWA. As proposed, the Airport Radar Service Area (ARSA) would give
complete control of the airspace around JWA to the FAA controllers, resulting in
greatly enhanced air safety. As proposed, the ARSA would not al:er the ILS or
LDA approach routes or eliminate visual approches to JWA. Based upon Mr. Van
Houten's comments and staff's own review and discussions with the FAA, staff
believes that the proposed ARSA Would be beneficial to JWA operations and would
not have a negative impact on the City. Appropriately, staff wtll prepare a
letter to the FAA for the mayor's signature supporting the proposed ARSA as
drafted, and encouraging them to utilize the LDA approach route as much as
possible.
ASC - At the next meeting to be held on April 8, 1989, the caucus groups will be
as-~l~ed to evaluate 27 potential airport sltes~ and reduce the list down to
approximately four (4) sites for .ftnal analysis. Staff wlll monitor this
process and report back on the final four (4) sites at the Council's next
meettng on Aprl 1 17th.

At a recent meeting that the Mayor and Ctty Manager attended wtth
representatives of the City of Irvlne, the City was requested to ~dopt a Jotnt
Poltcy Memorandum supporting the efforts of the Atrport Stte Coalition to ftnd a
second commercial atrport stte that would be sltuated such that tt would be
convenient to Orange County. residents. At that time, the Mayor and Clty Manager
expressed the Ctty's concerns regarding joint/full commerlcal use of MCAS E1
Toro, and indicated that the Ctty would have to Include-a statement to thts
effect tn any memorandum tt mtght adopt. Appropriately, staff has prepared a
Jolnt Poltcy Memorandum Including a new paragraph (underlined) stating the
Ctty's opposition to jotnt or full commercial use of f4CAS E1 Toro (attached).
CRAS - At the annual meettng held on March 22, 1989, the general members elected
~ (9) members to the Board of Directors out of 10 candidates. Unfortunately,
although Councilman Kelly was nominated, he was not elected. As the Ctty can
st111 send representatives to the monthly Board meetings, staff wtll contlnue to
attend all CRAS meetings.
HOTF ,- Staff attended the subcommittee meeting on the Reservoir Route on March
~198g. A discussion of that meeting will be tncluded in our next status
report.

JOINT POLICY MEMORANDUM
The Orange County city listed below, agrees in principle, to the following'
1. Increasing demand for air transportation in Orange County requires the
reasonably prompt selection and development of a second commrcial airport
situated such that it is convenient to Orange County residents.
The Airport Site Coalition is conducting a study of alternative sites that
may be suitable for the development of a second commercial airport. We
pledge to support ASC efforts to reach a consensus as to the most feasible
site for a second airport.
3. The Airport Site Coalition, which represents a broad cross-section of County
residents and businesses, was designated by the Orange County Board of
Supervisors to conduct a site selection study and the Board should
vigorously support or sponsor development of a second commercial airport.
The City of Tusttn agrees in principle with items 1, 2, & 3 above; however,
