HUSTON, CITY MANAGER AIRPORT SITE COALITION Last September, Mr. Clarence Turner, Vice President of the Airport Site Coalition, had requested per the attached letter that the City contribute $50,000 towards the cost of the airport site study. The City Council has been kept apprised of the Coalition's activities~through the airport status report which appears on each City Council agenda. Mr. Turner will be attending the City Council meeting to make a presentation regarding the Coalition and answer any questions regarding its request that the City contribute funds for completion of the airport site study. CA 92626 (714) 751-4420 Reference: Contribution to the Airport Site Coalition Dear Mr. Huston: It has.been some time since I had lunch with you and the Mayor to discuss the work of the Airport Site Coalition. Since that time, I have been able to talk with three other council persons from the City of Tustin-about our mission. Mr. Prescott will not be available until some time in November, so I have been unable to complete the entire process. To refresh your memory, the Airport Site Coalition was awarded a contract by the FAA and SCAG to conduct a search for an additional airport to serve the citizens'of Orange County. The cost of this study is approximately $660,000.00. Of that amount the FAA originally had agreed to fund approximately $500,000.00 and the Coalition would have to fund the balance. Because of budgetary constraints the FAA funded only $378,000.00 leaving the Coalition responsible for raising nearly $300,000.00 to complete the study. To help make up the deficit the City of Newport Beach contributed $50,000.00 as did the City of Costa Mesa. The City of Irvine has contributed $12,328.00 with the understanding that we can go back for additional funding towards the end of the year or the beginning of the next year. Other cities have been approached or will be approached for help as well. We are requesting $50,000.00 from your City and ask that it be amortized out over a period of 10 months in $5,000.00 increments. Thus, you are in a position to monitor our progress to ensure that the study is going properly. I hope that you can review this with your council members, place the item on your agenda fbr public review and then approval. I will be glad to attend your meeting to answer any questions which may arise. The next major item coming up is approval of the Access Plan which the County is currently preparing. This plan will cover Phase II of the airport. Meaning, it goes into effect upon completion of the terminal which is 'anticipated to be about mid 1990 and will go through the balance of the Settlement Agreement which will be in the year 2005. - This Access Plan covers a multitude of items which I think your City should be interested in. Some of these items I believe are of mutual concern to your City and the City of Newport Beach. For example, I think we should strive to maintain the .12 flight per hour limitation. Further, these flights should be amortized out over the entire hour and not allowed to bunch up. I also believe that some limitations should be incorporated which will 'control the flight mix. A prorate share of the class A aircraft, the class 2A aircraft and the exempt aircraft should be considered. ~he idea is .to spread the noise over a longer period of time. There are additional items which we should consider such as asking for a phasing out of the more noisy aircraft. As I understand it, the City of San Francisco has such a plan and perhaps this may be something worthwhile for our situation. The bottom line is we should be cooperating wherever we possibly can to help solve our mutual problem. This should be done in the short term and the long term.
