ENV I RONMENTAL STATUS: THE PROJECT IS CATEGORICALLY EXEMPT FROM THE PROVISIONS OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT.' RECOMMENDATION ii i It is recommended that the Redevelopment Agency approve Design Review 89-07 by adopting Resolution No.-RDA 89-11, subject to the conditions contained in Exhibit 'A' attached thereto, as submitted or revised. BACKGROUND The Community Development Department has completed a review of the site plan and architectural design of the proposed project. The design review process emphasized the following issues: o Architectural compatibility with surrounding facilities' o Design of on-site parking and circulation; and o Conformance with Zoning Code and development standard requirements. As required by the South Central Redevelopment Plan, the final site plan and architectural design is 'subject to the review and approval of the Redevelopment Agency. With the exception of the specific items noted in the draft resolution of approval, staff considers the submittal to be complete and recommends that the Agency approve the project as presented. - Redevelopment Agency Report Design Review 89-07 April 3, 1989 Pa ge two DISCUSSION _ The applicant is proposing to install tenant improvements in an existing industrial building located at 1301 Santa Fe Drive to operate a plastic bag manufacturing facility (a permitted use in the underlying Industrial zoning distict). In conjunction with the interior improvements, the applicant is requesting approval to install six (6), 24 foot tall silos surrounded by a 27 foot tall solid enclosure, adjacent to the existing building. Surrounding developments include: the Champion Food facility and a recently approved industrial building to the north and various industrial facilities to the south, east and west. Submitted development plans propose installing the six (6) silos in the northeast corner of the subject property, adjacent to an existing railroad spur that runs along the northern property line of the site. Also proposed to be installed next to the silos is a chilled water system used for cooling in the manufacturing process. The proposed enclosure would encompass both ~the six silos and chilled water system (an area of 4,256 sq.ft.). The proposed silos would be used to store High Density Polyethylene Resin in the form of small, round pellets (1/8+" in diameter). This material would be shipped by rail and 'transferred directly from the rail cars into the silos via a vacuum system. A vacuum system would also be used to transfer the pellets from the silos into the building for manufacture into plastic bags.. The location of the silos would displace nine (9) parking spaces, which the applicant is able to relocate to another location on the site by making minor alterations to the existing parking and landscaping layout; thereby providing all of the 70 required parking spaces for the proposed use. Additional features of the project include: ° The 27 foot tall, solid enclosure surrounding the silos and chilled water system is to be finished and painted to match the existing building. ° The loading dock facility is completely screened from the street by an existing, screen wall. ° A 10 foot tall cupola on the roof of the building which extends the roof to accommodate manufacturing equipment, is to be finished and painted to match the existing building. The applicant has been allowed to submit plans for building plan check, with a letter accepting all responsibility and risk should the Agency require any changes in the proposed project. The plan check for this project is in its initial stages. RDA 89-11 A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, AUTHORIZING INSTALLATION OF SIX STORAGE SILOS AND A CHILLED WATER SYSTEM, AND CONSTRUCTION OF A 27 FOOT TALL ENCLOSURE AROUND THE SILOS. AND C. OOLING SYSTEM, AT AN EXISTING INDUSTRIAL BUILDING LOCATED AT 1301 SANTA FE DRIVE (DESIGN 'REVIEW 89-07) The Community Redevelopment Agency of the City of Tusttn resolves as follows: I. The Community Redevelopment Agency finds and determines as follows' Pursuant to the adopted South/Central Redevelopment Plan, the Redevelopment Agency shall approve all site plans and architectural designs of any project proposedI within the Redevelopment Agency Project Area. B. A proper application, (Design Review 89-07) has been filed on behalf of Durabag Company, Inc., requesting authorization to construct six, 24 foot tall storage silos, a chill.ed water system and a 27 foot tall enclosure for same at an existing industrial building located at 1301 Santa Fe Drive. C. The Agency has reviewed the proposed project and determines that the project will be compatible With the surrounding area. D. This project is Categorically Exempt pursuant to Section 15301e.2 (Class 1) of the California Environmental Quality Act. E. Final development plans shall require approval of the Community Development Department Fire Department and Public Works Department prior to issuance of Building Permits. F. The project is in conformance with the South/Central Redevelopment Plan. II. The Community Redevelopment Agency of the City of Tustin, California, hereby approves the site plan and elevations for six, 24 foot tall ' storage silos, a chilled water system and a 27 foot tall enclosure for same at an existing industrial building located at 1301 Santa Fe Drive subject to the conditions contained in the attached Exhibit A. GENERAL (1) 1.1 The proposed 'project shall be tn substantial conformance with the submitted plans for the project date stamped February 24 and March 8, 1989 on ftle wlth the Community Development Department, as herein modified, or 'as modtfled by the Dtrector of Community Development In accordance with thls Exhlbtt. (1) 1.2 Unless othe~tse specified, the conditions contained In this Exhibit shall be complied with prior to the lssuance of any butldlng permlts for the project, subject to review and approval by the Community Development Department. (1) 1.3 Design review approval shall become null and void unless building permits are issued within eighteen (18) months of the date of this Exhibit. (1) 1.4 Any damaged public improvements adjacent to this development shall be repaired and/or replaced as determined by the Engineering Division and shall include, but not be limited to, curb and gutter, street paving, and drive apron. SITE AND BUILDING CONDITIONS (3)' 2.1 A minimum of 70 parking spaces shall be provided and mal~tatned, based upon the following floor area breakdowns: a. Office b. Manufacturing c. Warehouse 2,433 square feet 17,834 square feet 28,796 square feet Any future alterations to these floor areas shall require prior review and approval by the Community Development Department. (3) 2.2 A maximum of 14 compact parking spaces is permitted. Delete the two (2) stalls at the north end of the parking row adjacent to the west elevation of the building, and add the necessary width.to four {4) of the 17 compact spaces shown at this location on the plans, thereby meeting the minimum standard stall width of nine (9) feet. (3) 2.3 The si'x (6) silos shall not exceed the height of the existing building. SOURCE I CODES (Z) STANDARD CONDITION (~,_) UNIFORM BUILDING CODE/S DESIGN REVIEW EXCEPTION (4) RESPONSIBLE AGENCY REQUIREMENT (S) LANDSCAPING GUIDELINES (6) PC/CC POLICY EXhtbit A Resolution No. RDA 89-11 Page- two (3) 2.4 Screening around the silos and chilled water system shall consist of a solid wall that encloses all sides of said facilities, is equal in height to the' existing building and shall be finished and painted to match the existing building (all man-doors/gates shall also be painted to match). Note on plans that this area ts not habitable floor area. (3) 2.5 The false wall at the cupola shall be extended a total of 40 feet from the cupola itself and shall wrap around to fully enclose said cupola. The cupola and false wall shall not exceed 10 feet in height above the existing roof and shall be finished and painted to match the existing building. (3) 2.6 The canopy over the loading dock shall be painted to match the building. (3) 2.7 All equipment associated with the proposed use shall be insulated so that all *** operations associated with this use shall not exceed a maximum noise level~ 70 dB(A) (measured at property line) at any time; as specified by Section 4614(a) of the Tustin City Code. (5) 2.8 Landscaping plans shall be provided, as necessary, for those areas proposed to - be altered to accommodate additional parking. FIRE DEPARTMENT ii (4) 3.1 Show fire department access within 150 feet of all portions of exterior of building. BUILDING DIVISION (2) 4.1 List all chemicals .and their quantities to be used on the subject property. PUBLIC WORKS/ENGINEERING DEPARTMENT (4) 5.1 A minimum five (5) foot wide sidewalk (clear of all above ground utilities) is required on the Woodlawn and Santa Fe Drive frontages. Improvement plans for such shall be prepared on a separate sheet and be submitted to the Public Works Department for review and approval. FEES m i (1) 6.1 Prior to issuance of any building permits, payment shall be made of all (2) required fees, as applicable only where habitable floor area is being added ~'-" which may include- A. C. .Grading, Building, Electrical, and Mechanical permit fees to the Community Development Department. D. School facilities fees to the Tustin Unified School District. E® Circulation .and Transportation improvement fees for the Pacific Center East Specific Plan area in the amount of $2.60 per sq. ft. of office space, $1.80 per sq. ft. of R & D space and $1.00 per sq. ft. of Industrial space.
