Poe Planning Director James L. Supmnger V. APPROVAL Moved by Marsters, seconded by Mack that minutes of OF MINUTES November 18th meeting be approved. Carried. VI. PUBLIC None. HEARINGS VII. OLD 1. APPROVAL OF FINAL MAP OF TRACT NO. 6447 (Tustin BUSINESS Meadows ) Moved by Mack, seconded by Klingelhofer that Final Map of Tract No. 6447 be approved and the Mayor and City Clerk be authorized to execute the necessary documents. Carried. 2. ORDINANCE NO. 423 AN ORDINANCE OF THE CITY OF TUSTIN, CALIFORNIA, REZONING PROPERTY ON APPLICATION NO. ZC 68-186 OF G.L.A. Moved by Klingelhofer, seconded by Mack that Ordinance No. 423 have second reading by title only. Carried unanimously. Moved by Mack, seconded by Klingethofer that Ordinance ~No. 423, rezon.ing property on Application No. ZC 68-186 of G.L.A.r be passed and adopted. Carried by roll call. ORDINANCE NO. 425 First reading AN ORDINANCE OF THE CITY OF TUSTIN, CALIFORNIA, REZONING PROPERTY ON APPLICATION NO. ZC 68-187. Rezoning a parcel of land with an area of approximately 2.5 acres from the U (Unclassified) District to the R-3-1750 (Multiple Family Residential, 1 unit per 1750 square feet of lot area) District. Subject parcel is a portion of a 13.5 acre parcel fronting 625 feet on the Northwest side of Red Hill Avenue, and 910 feet on the Southwest side of Walnut Avenue. Moved by Miller, seconded by Mack that Ordinance No. 425, rezoning property On Application No. ZC 68-187, have first reading by title only. Carried unanimously. 4. RESOLUTION NO. 960 A RESOLUTION DECLARING THAT PROCEEDINGS HAVE BEEN INITIATED BY THE CITY COUNCIL OF THE CITY OF TUSTIN TO ANNEX TO SAID CITY CERTAIN UNINHABITED TERRITORY DESCRIBED HEREIN, AND DESIGNATED AS "RED HILL AVENUE - MITCHELL AVENUE NORTH ANNEXATION" TO THE CITY OF TUSTIN, AND GIVING NOTICE OF THE PROPOSED ANNEXATION. Property consists of 15.67 acres located on Northwest corner of Red Hill and Mitchell Avenues. Moved by Mack, seconded by Marsters that action on Resolution No. 960, initiating proceedings on the Red Hill Avenue-Mitchell Avenue North Annexation, be deferred to the Council meeting of January 20, 1969. Carried. 5. RESOLUTION NO. 971 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, URGING THAT THE TUSTIN HIGH SCHOOL LANDSCAPING BE MAINTAINED AND EXTENDED. Moved by Klingelhoferr seconded by Mack that Resolution No. 971, as modified, be read by title only. Carried unanimously. Moved by Mack, seconded by Miller that Resolution No. 971, urging that the Tustin High School land- scaping be maintained and extended, be passed and ~dopted. Carried unanimously. VIII. NEW 1. CIVIC CENTER SITE ACQUISITION - SECOND PARCEL OF BUSINESS PROPERTY LOCATED AT NORTHWEST CORNER OF MAIN AND CENTENNIAL WAY ("H" STREET). Moved by Mack, seconded by Miller that the Mayor and City Clerk be authorized and directed to execute escrow instructions approving legal description and conditions, and that deposit of $50,000 in Escrow No. 877246-HRB be authorized under provisions of the escrow instructions. Carried. Council Minutes 12/2/68 Pg. 3 In answer to questioning, Mr. Gill stated that it is the plan to purchase this second parcel at this time and parcels 3, 4 and 5 in the three following years, although it is hoped that this plan can be accelerated. The agreement specifies two years sellers rights to the groves, and they have requested an additional year which will maintain the grove for another year. The size of this second parcel is 425' x 110' from the centerline of the street. 2. Mayor Coco introduced Dennis Cole, TV personality and co-star of Felony Squad, and his agent Mr. Jay Allen. The Mayor then presented Mr. Cole with a plaque from the Police Department thanking him for his faithful service to Tustin over the past several years and extending appreciation for his participation in the Tustin Centennial year as Honorary Police Chief. 3. APPROVAL OF DEMANDS Moved by Klingelhofer, seconded by Marsters that demands in the amount of $37,484.53 be approved and paid. Carried~ IX. OTHER 1. CROSSING GUARD - McFadden and Myrtle BUSINESS Reports were received from Engineering and from the Police Department stating that after a study, it is the staff's opinion that factors do not warrant a crossing guard at this time. Mayor Coco directed that letters relating the finding of the staff studies along with the staff reports, be sent to residents who had requested a crossing guard. Mr. Gill stated that radar was being used at peak traffic hours and that more time will be spent on all major arteries to curtail traffic speed. 2. Mr. Gill reported that the City of Placentia has asked to copy the City's entry signs as they believe them to be the most beautiful in the State. 3. Mr. Laurence Webster commented on his hours spent on patrol with the Tustin Police Department and on their exemplary behavior and professionalism. Mr. Webster stated he would highly recommend any action the Council could take to further any education in this field. The following correspondence and reports received: 1. Urban Planning in Orange County - U.C.I. ~ayor Coco commented on the very favorable comments received by Tustin in this summary. 7. General Assembly Resolutions - League of California Cities. 8. Resolution opposing cutback in use of Highway Trust Funds - City of Costa Mesa. 9. Resolution calling for return to respect for law and order - City of Brea. 10. Resolution urging closing of Mexican-U.S. border to unaccompanied minors - City 6f Upland and City of National City. 11. Letter of appreciation relative to Youth in Government Day - Tustin High School A.S.B. 12. "Tustin City" Area Study - James Supinger. 13. Safety Conditions - Norman Halus. 14. Statewide Conferences Local Agency Formation Commission and Modernizing State and Local Governments - Harry Gill. X. ADJOURNMENT Moved by Mack, seconded by Marsters that the meeting be adjourned.
