FROM:
SUBJECT:
WILLIAM HUSTON, CITY MANAGER
PUBLIC WORKS DEPARTMENT/WATER DIVISION
POSITION oF TREATMENT PLANT OPERATOR
RECOMMENDATION:
That the Tustin City Council at their regular scheduled meeting of April 17, 1989
authorize the addition of Water Treatment Plant Operator to the classification
/compensation plan in the Water Division at a monthly salary range of $2,031.15 -
$2,468.88.
BAGK(~ROUND:
California State Health Regulations require that the City have a certified Water
Treatment Plant Operator on its staff prior to placing the nitrate remov'al plant in to
operation. The certificate level has been established in the California Administrative
Code and in the State Health's Water permit to the City, as a grade II operator, as
certified by the California State Health Department.
DISCUSSION:
At present the Water Division does not have an employee With the proper certificate to
qualify as a Treatment Plant Operator.
· The fiscal year budget provided for an additional maintenance worker position effective
'January 1, 1989. This position has not been filled pending resolution of the Treatment
Plant Operator. The intent is to exchange this vacant position for the new proposed
position of Treatment Plant Operator.
A review of industry wide job classifications for employee 'certified at the grade II level
indicate a salary range of approximately 10% higher than the-maintenance worker.
The personnel budget for the Public Works Department Water Service 'Division 'can
support the new position for the remainder of the current fiscal year..
