TO: WILLIAM HUSTON., CITy MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: SB 821 BICYCLE/PEDESTRIAN FACILITIES, PROJECT APPLICATION  FOR FISCAL YEAR 1989-90 RE COM~NDAT I ON: That the Tustin City Council at their meeting of April 17, 1989 adopt a resolution approving the application for Bicycle and/or Pedestrian Funds under SB 821. BACKGROUND'. An allocation of $13,575 will be available to the City in FY 1989-90 under the SB 821 Program for bicycle or pedestrian facilities. New sidewalk projects are proposed, to use all available funds for FY 89-90 as follows: Holt Avenue (east side/north of Irvine) Vandenberg Lane (south side, between Yorba and Enderle) $ 1,785 11,790 Total Sidewalk Projects $13,575 The proposed construction on the east side of Holt Avenue will provide continuous concrete sidewalk across the Orange County Flood Control channel. The proposed construction on the south side of Vandenberg Lane will provide continuous concrete sidewalk between Yorba Street and Prospect Avenue, and will necessitate the removal of existing landscape and nine trees. This sidewalk was requested by several residents in the past years. The ~B 821 sidewalk and wheelchair ramp project for this Fiscal Year 1988-89 will be ready to go to bid in May 1989. The sidewalk- project for the subject application will be ready for bid in November 1989 after we receive approval of this application from Orange County Transportation Commission. WHEREAS, SB 821 provides that 2% of eaCh County's total local Transportation Fund be annually set aside and used to fund the development of bicycle and pedestrian facilities; and WHEREAS, the City of Tustin desires to provide sidewalk facilities for pedestrian use throughout the entire community; and WHEREAS, the City of Tustin desires to construct the sidewalk facilities within their City utilizing the funds available under SB 821; NOW, THEREFORE, the City Council of the City of Tustin does resolve as follows: 1. To construct pedestrian facilities within this City to the established standards. 2. To authorize Bob Ledendecker as the City's authorized signature and designated contact person. 3. To apply for all funds available to the City of Tustin .~ allocated for bikeways and pedestrian facilities under SB 821.
