DISCUSSION
JWA - Staff expects to receive a progress report on the review Of the CountyIs
l~Tse Report from the City's Consultant, John Van. Houten, by April 14, 1989.
Due to the timing of this report, copies could not be included with this report,
but will be provided as a supplement prior to the April 17th meeting.
The County did not mail out the Phase 2 Access Plan on April 3rd as expected.
According to County 'staff, its release is scheduled for the week of April 10th.
As of the writing of this report, 'County staff did not'know whether the Plan was
still scheduled to be presented to the Airport Commission on April 19th as
*originally proposed or if the matter would be rescheduled. Staff will keep the
Council Informed on this matter as information becomes available.
ASC - The Joint Policy Memorandum the Council adopted at their Apr.il 3rd meeting
~ been transmitted to ASC accompanied by a letter noting the City's opPosition
to any proposal for joint or full commercial use of MCAS E1 Toro.
Due to the number of errors in a table of summarized characteristics of the
potential airport sites, the caucus groups did not evaluate any sites at the'
April 8th meeting. Instead, the groups reviewed the table for additional' errors
as well as reviewed the actual evaluating criteria. Evaluation of sites is now
expected to occur at the next meeting, which is scheduled for Saturday, May 20,
1989.
CRAS - There is no new information to report. Staff will attend the next Board
meeting scheduled for Monday, April 24, 1989.
HOTF - Staff attended the Reservoir Route subcommittee meeting held on March 29,
~. According to Colonel Wagner, implementation of the Reservior Route would
transfer approximately 90 flights per month from the Irvine Route (which would

a noise study to determine whether any true beneflt would be real 1zed by
