INTERCHG 04-17-89TO: WILLIAM HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: AWARD OF BID - TUSTIN RANCH ROAD INTERCHANGE AT RECOMMENDATION: That the Tustin City Council at their meeting of April 17, 1989 award the bid in the amount of $10,041,836.40 to the iow bidder, steve P. Rados, Inc. of Santa Ana, for the construction of the Tustin Ranch Road Interchange Improvements at the Santa Aha (I-5) Freeway and authorize the Mayor to execute the contracts for said work, subject to the Federal Highway Works Administration approval. BACKGROUND: As a part of the development 'of East Tustin and other developments through the easterly area of the -City, it was determined that the construction of an overpass and interchange was necessary at Tustin Ranch Road and the Santa Aha Freeway. This project, has been cleared environmentally with the Federal Highway Works Administration issuing a "Finding of No Significant Impact" dated October 21, 1988 based on the original Environmental Assessment document. Bids were advertised on this project commencing on February 13, 1989 and were publicly opened on March 23, 1989 at 2:00 P.M. This project is locally funded through two City of Tustin Assessement Districts, No. 85-1 and No 86-2, in the amounts shown below: Assessment District No. 85-1 ......... $ 7,938,314 Assessment District No. 86-2 ......... 4,445,000 Total $12,383,314- DISCUSSION: Sealed bids were received and opened on March 23, 1989 at 2:00 P.M. as follows: Steve P. Rados, Inc., of Santa Ana, CA ...... $10,041,836.40 C.C. Meyers, Inc. of Rancho Cordova, CA ...... 10,607,129.40 Kasler Corporation of San Bernardino, CA ..... 11,177,777.00 Maya Construction Co. of Tucson, AZ .......... 12,102,953.55 The low bid was 18.4% below the Engineer's estimate of $12,300,000. TUSTIN RANCH ROAD INTERCHANGE APRIL 10, 1989 PAGE 2. Caltrans and the Federal Highway Works Administra~.ion (FHWA) are still reviewing the Disadvantaged Business Enterprise (DBE) participation requirements of the low bidder and approval of same by FHWA is anticipated by April 14, 1989.
