STREET WIDENING /%ND TRAFFIC SIGNAL IMPROVEMENTS ~T NORTHWEST CORNER OF RED HIL~ AND W~LNUT ~VENUES RESOLUTION NO. 89-$3 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR STREET WIDENING AND TRAFFIC SIGNAL IMPROVEMENTS AT NORTHEAST CORNER OF RED HILLAND WALNUT AVENUES, AHFP PROJECT NO. 1218AND, DIRECTING THE CITY CLERK TO ADVERTISE FOR BIDS Adopt Resolution No. 89-53 approving the plans and specifications for the subject project and directing the City Clerk to advertise for bids; and COUNTY OF OI~%NGE /%RTERIAL HIGHWAY FINANCING PROGRAM PROJECT ADMINISTRATION ~GREEMENT Approve AHFP Project Administration Agreement No. 1218 and authorize execution of same subject to City Attorney's approval as recommended by the Public Works Department/Engineering Division. 5. RESOLUTION NO. 89-54 - A RESOLUTIO~ OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR CONSTRUCTION OF STORM DRAIN IMPROVEMENTS ON SIXTH AND PACIFIC STREETS, AND AUTHORIZING ADVERTISEMENT FOR BIDS Adopt 'Resolution No. 89-54 approving the plans and .specifications for Subject project and directing the City Clerk to advertise for bids as recommended by the Public Works Department/Engineering Division. 6. RESOLUTION NO. 89-$5 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR' MISCELLANEOUS TRAFFIC SIGNAL'IMPROVEMENTS AT VARIOUS LOCATIONS AND INSTALLATION OF FLASHING BEACONS AT YORBA STREET/AMAGANSET WAY AND PROSPECT AVENUE, AND DIRECTING THE CITY CLERK TO ADVERTISE FOR BIDS Adopt Resolution No. 89-55 approving plans and specifications for the miscellaneous traffic signal improvements at various locations and installation of flashing beacons at Yorba Street/Amaganset Way and at Prospect Avenue/Beneta Way, and direct the City Clerk'to advertise for bids as recommended by the Public Works Department/Engineering Division. 7. RESOLUTION NO. 89-56 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING WORKS OF IMPROVEMENT AND AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR INSTALLATION OF STREET LIGHT CONDUIT ON GLENARBOR AVENUE AND HOLLYHOCK AVENUE Adopt Resolution No. 89-56 accepting said work and authorizing the recordation of the Notice of Completion as recommended by the Public Works Department/Engineering Division. DECLARATION OF SURPLUS EQUIPMENT Declare the parts' and equipment as listed in the Public Works Department/Field Services Division memorandum dated April 19, 1989, as surplus and unusable as recommended by the Public Works Department/Field Services Division. RESOLUTION NO. 89-52 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE APPLICATION FOR GRANT FUNDS UNDER THE ROBERTI-Z'BERG-HARRIS URBAN OPEN SPACE AND RECREATION PROGRAM Adopt Resolution 'No. 89-52 authorizing application for grant funds under the Roberti-Z'berg-Harris Urban Open Space and Recreation Program as recommended by the Community Services Department. STaTUS REPORT - JOHN WaYNRaIRPORT NOISE MONITORING PROGP~M COALITION FOR a RESPONSIBLRaIRPORT SOLUTION (CRAS), aIRPORT SITE COALITION (aSC) aND HELICOPTER OVERFLIGHT PROGRAM TaSK FORCE (HOPTF) · Update on the John Wayne Airport Noise Monitoring Program (JWA), Coalition for a Responsible Airport Solution (CRAS), Airport Site Coalition (ASC) and Helicopter Overflight Program Task Force (HOPTF) . Recommendation: Receive and file subject report as recommended by the Community Development Department. Z. BRYAN aVENUE AND FaRMINGTON ROAD TRAFFIC SIGNAL WARRANT STUDY At a previous Council meeting, staff was requested to perform an engineering study of Bryan Avenue and Farmington Road with respect to a warrant analysis for the possible installation of a traffic signal. Recommendation: A traffic signal installation at the intersection of Bryan Avenue and Farming%on Road not be approved due to the Department of Transportation State Traffic Manual Warrants not being satisfied as recommended .by the Public Works Department/Engineering Division. 3. TWENTY-YEAR MASTER PLAN OF TRANSPORTATION IMPROVEMENTS At their regular meeting of April 17, 1989,' the City Council endorsed the Twenty-Year Master Plan of Transportation Improvements. Councilman Prescott has requested reagendizing the Plan for further consideration. Recommendation: Pleasure of the City Council. CITY COUNCIL AGENDA PAGE 3 MAY ~1, 1'989 XNTERVXEW/SE~CT~ON OF NEW ~UDXT COMMXwWEE MEMBERS The City has advertised in the Tustin News requesting applications for the Audit Committee. Recommendation: Adjourn the May 1, 1989 Council meeting to Monday, May 15, 1989, at 5:30 p.m. for the purpose of interviewing candidates for the two vacant positions on the City of Tustin's Audit Committee as recommended by the Finance Department. 2. HUMAN RELATIONS COMMISSION' VAc/~NCy . The Orange County Human Relations Commission currently has a vacancy in the 1st District. Mr. Howard Rosenberg, a Tustin resident, has expressed interest in this position and would appreciate the endorsement of the City Council. Recommendation: Pleasure of the City Council. AWAI~D OF CONTRACT FOR WATER MAIN IMPP~VEMENTS ON REBECCA LANE, GWEN AVENUE, LUCINDA WAY AND DEBORAH DRIVE Sealed bids for this project were opened on April 25, 1989 at 10:00 a.m. The low bid from RLT cOnstruction is 12.9% below the engineer's estimate of $113,449.00. Recommendation: Award the contract for subject project to RLT Construction of Anaheim, California, in the amount of $98,775.00 as recommended by the Public Works Department/Engineering Division. 4. AWARD OF CONTRACT FOR WATER MAIN RELOCATION ON MCFADDEN AVENUE ACROSS RTE. 55 FREEWAY OVERPASS Sealed bids for this project were opened on April 25, 1989, at 10:00 a.m. The low bid from Valverde Construction is approximately 14% below the engineer's estimate of $58,000.00. Recommendation: Award the contract for subject project to Valverde Construction of Santa Fe Springs, California, in the amount of $49,970.00 as recommended by the Public Works Department/Engineering Division. 5. POLES/ST/~ND~tDS FOR BANNER DISPLAYS Report referencing potential pole/standard installations for First Street and utilization of steel poles in lieu of the marbelite type of poles used on 'Main Street. Recommendation: Pleasure of the City Council. ATTENDANCE OF CRAS BOP~tD MEETINGS At the April 17, 1989 Council meeting, Councilman Kelly informed the Council he would be unable to attend the C.RAS Board of Directors meetings. Recommendation: Pleasure of the City Council. L. Baker, Donald .L~Juene, Leslie Pontious and Edmund Shaheen. Recommendation: Pleasure of the City Council. .. XII · REPORTS 1. PLANNING COMMISSION ACTION AGENDA - /%PRIL 24, 1989 All actions of the Planning Co~mission become final unless appealed by the City Council or member of the public. Recommendation: Ratify the Planning Commission Action Agenda of April 24, 1989. 2. 15TH YEAR HOUSING ~ COMMUNITY DEVELOPMENT BLOCK GRANT (HCDA) APPROPRIATIONS On December 19, 1988, the City Council approved certain staff recommended 15th Year Housing and Community Development Block Grant (HCDA) projects and authorized transmittal of the City's 15th Year applications to the Housing and Community Development Division of the Orange County Environmental Management Agency. Recommendation: Receive and file subject report as recommended by the Community Development Department. 3. PURCHASE OF SUPPLIES FROM P/~%MOUNT STATIONERS At the April 17, 1989 Council meeting, a question was raised by Councilman Prescott regarding extensive purchases from Paramount Stationers rather than local stationers. Recommendation: Receive and file subject report as recommended by the Finance Department. ~ 4. SURPLUS SCRAP METAL On October 19, 1988, the City Council authorized the Public Works Department to declare scrap metals surplus and not required for public use and dispose of metals in accordance with Ordinance No. 871. Recommendation: Receive and file notice of sale of surplus metals as recommended by the Public Works Department/Field Services Division. 5. APPEALS OF PLANNING COMMISSION ACTIONS Councilman Prescott requested a report outlini.ng the policy for appeals of Planning Commission action. Recommendation: Receive and .file subject report.
