Receive and file.
DISCUSSIOK
JWA- The Phase 2 Access Plan was not mailed out the week of April lOth, nor
i'e¥iewed by the Airport Commission on *April .19th. According to County staff,
the plan was still incomplete as of April 20, 1989; they were unable to identify
new mail out and hearing dates. Staff will keep the Council informed on this
matter as information becomes available.
The City's consultant, John Van Houten, is refining his review of the County's
noise study. Staff will provide a copy of his review to Council as soon as it
i s ready.
ASC - There is no new information to report on at this time. Staff will attend
th--~ next meeting on May 20, 1989, and report back in our Oune. 5th status report.
CRAS - At the Board of Directors meeting held on April 24th 1989, the following

° officers were elected for the ensuing year (see attached roster).
Received an update on the slide presentation - it has been video taped and
will be distributed to all local cable companies for broadcast to local
residents (including Tustin).
Recapped the April 8th ASC meeting {which was discussed in our April 17th
status report).
Received an update from City of Irvine staff regarding Assembly Bills 1471
and 1830, both of which propose to form joint county organizations to
select a site for a new airport in Southern California. Both bills are
written such that a majority of members (counties) can select a site over

the objections of the minority-members. Both btlls have been Introduced
and wtll be sent to the Transportation and then Ways and 'Means Committees.
The CRAS Board voted to request the member cltles (Irvlne and Tustln) to
adopt a resolution requesting the League of California Cittes to oppose
both bllls. Tustln wtll likely be asked to draft said resolution.

Received an Update on the SANDAG study on potential airport sites within
San Diego County. The study (which did not include Camp Pendelton) has
been narrowed drawn to three (2) sites; Otay Mesa (which would be a joint
U..S. - Mexico operation), and two sites at the Mira Mar Naval Air Station.
The next Board meeting is scheduled for May 22, 1989 at 6:00 p.m.
HOTF - Staff attended a general Task Force meeting on April 26,. 1989; we will
report on that meeting in our next status report.
