APPROVAL OF Moved by Mack, seconded by Marsters that minutes of MINUTES the August 19th meeting be approved as mailed. Carried. VI. PUBLIC 1. FOURTH STREET AND NEWPORT FREEWAY ANNEXATION HEARINGS Property consists of 9.42 acres located west of Yorba Street, both north and south of Fourth Street. Hearing opened at 7:34 P.M. Letter received from Mr. P. D. Lippert of Atlantic Richfield, requesting continuance of this hearing to October 21, 1968. There were no further comments or objections. Mr. Supinger explained that the revised prezoning on this property would be heard by the Planning Commission on September 23rd, and continuance of this annexation hearing would allow time for zoning hearings and ordinance. Moved by Klingelhofer, seconded by Marsters that the hearing on Fourth Street Newport Freeway Annexation be continued to October 21st at which time the Council will comply with the annexation procedures of the hearing. Carried. 2. SANTA CLARA AVENUE FAIRMONT WAY ANNEXATION 0.48 acre parcel southwest of Santa Clara Avenue and Fairmont Way Hearing opened at 7:35 P.M. There being no protests or comments, the hearing was closed at 7:36 P.M. REQUEST FOR EXTENSION OF APPROVAL TIME FOR TENTATIVE TRACT NO. 6447 Tustin Meadows, southeasterly of Walnut and Red Hill Avenues Moved by Mack, seconded by Marsters that an extension of time to A~gust 14, 1969 be granted for filing the Final map on Tentative Tract No. 6447, subject to the same conditiohs of approval as contained in Planning Commission Resolution No. 909. Carried. 2. ORDINANCE NO. 415 AN ORDINANCE. OF THE CITY OF TUSTIN, CALIFORNIA, REZONING PROPERTY OF FREDRICKS ON APPLICATION NO. ZC 68-179 Property fronts 295 feet on north side of McFadden, approximately 180 feet west of centerline of Pasadena. Ordinance rezones property to the R-3 zone. Moved by Mack, seconded by Marsters that second readin~ of Ordinance No. 415 be deferred to the O~tober 7th meeting pending receipt of necessary right-of-way or guarantee of improvements. Carried. 3. ORDINANCE NO. 417 First reading AN ORDINANCE OF THE CITY OF TUSTIN, CALIFORNIA, REZONING PROPERTY ON APPLICATION NO. ZC 68-173 OF SIEGEL. Rezoning property fronting 275 feet on north side of First Street at intersection of First and 'IH" Streets from R-4 and "U" to R-3 1600. Moved by Marsters, seconded by Ktingelhofer that Ordinance No. 417, rezoning property on application ZC 68-173 Of Siegel, have first reading by title only__. Carried unanimously. 4. ORDINANCE NO. 418 - First reading AN ORDINANCE OF THE CITY OF TUSTIN, CALIFORNIA, REZONING. PROPERTY ON APPLICATION NO. ZC 68-180 OF THE TUSTIN PLANNING COMMISSION. Rezoning property fronting 40 feet on the north side of First Street and 80 feet on the south side of Fourth Street, and extending 838 feet between First and Fourth from "U" to C-1 and R-4.Districts. Carried unanimously. 5. RESOLUTION NO. 959 __ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, CHANGING DESIGNATIONS OF FOURTH STREET TO IRVINE BOULEVARD, AND "D" STREET TO EL CAMINO REAL. Moved by Mack, seconded by Klingelhofer that · Resolution No. 959 be read by title only. Carried unanimously. Moved bZ Marsters, seconded by Mack that Resolution No. 959, changing designations of Fourth Street to Irvine Boulevard and "D" Street to E1 Camino Realr ~e..passed and adopte~. Carried unanimously. ' Councilman Mack requested that a copy of this Resolution with some type of letter should go to the County of Orange for the portion of Fourth Street that remains in County territory and a letter to the City of Santa Ana indicating what we have done and asking them for consideration of this change. Councilman Klingethofer asked that the homes and businesses on these streets be notified by the city, __ explaining to them what has transpired and what they can anticipate from the standpoint'of postal serv!ce, etc. Mayor Coco ordered that above requests be carried out. VIII. NEW 1. ORDINANCE NO. 419 BUSINESS AN ORDINANCE OF THE.CITY OF TUSTIN, CALIFORNIA, AMENDING THE TUSTIN CITY CODE RELATIVE TO THE LICENSE AND PERMIT BOARD. Moved by Klingelhofer, seconded byeMack that Ordinance No. 419, amending the Tustin City Code relative to the ~ and Permit Board, have first reading by title on__!~. Carried unanimously. 2. MYRTLE AVENUE STORM DRAIN AGREEMENT Moved by Kliqqelhofer, seconded by Mack that the a~reement between the Countj Flood Control District and the Citl be approved, and the Mayor and City Clerk authorized zo execut~ said agreement. Carried. 3. CENTENNIAL PARADE ROUTE Moved by Marsters, seconded by Mack that the parade route for the Tustf'n Cen~e~'nial Parade be approved as presented subject to final arrangements meeting with the approval of the Police Chief, Fire Chief, and Director of Public Works, and that all participants who are in the staging area before the parade begins, keep to the right of the street; that each division be plainly marked with a poster on a stake denoting the "division"; and a smaller poster on a stake be driven into the ground denoting the place of each "unit". Carried. Council Minutes 9/3/68 Pg. 4 4. DENIAL OF CLAIM OF PROTECTIVE ASSOCIATION OF GOVERNMENT EMPLOYEES Moved by Mack, seconded by. Klingelhofer that the ~laim of ~rotective~ AssociatiOn of Governmen~ Employees be denied. Carried. 5. AUTHORIZATION FOR THE MAYOR AND CITY CLERK TO EXECUTE AGREEMENT WITH THE ORANGE COUNTY FLOOD CONTROL DISTRICT FOR CONSTRUCTION OF THE VENTA STORM CHANNEL. Moved by Mack, seconded by Klingelhofer that the Mayor and City'Clerk be authorized to execute the agreement with the Orange County Flood Control District for constrUc~on of the Venta Storm Channel. Carried. 6. ACCEPTANCE OF FINAL IMPROVEMENTS AND EXONERATION OF BONDS IN TRACT NO. 6110 Moved by Marstersr seconded by Mack that the final improvements in Tract No. 6110 be accepted, and the City Clerk directed to exonerate the bonds. Carried. 7. APPROVAL OF DEMANDS Moved by Klingelhofer, seconded by Marsters that ~emands be paid in the amount of $39,187.54. Carried. OTHER 1. Sign Ordinance Revisions Report - Chamber of CoMmerce Councilman Mack asked that a copy of the Huntington Beach sign ordinance relative to complexes be obtained for Council information. 5. City Holiday Schedule (Revised) 6.Article on City-School Togetherness from Los Angeles Times 7. Resolution of County Board of Supervisors opposing Watson Amendment. 8. Resolution No. 7110 of Directors of Metropolitan Water District of Southern California opposing Watson Amendment. 9. Certified Minute Order of Costa Mesa City Council opposing Watson Amendment. 10. Centennial Committee Workshop Joint.workshop meeting of the COuncil and Centennial Committee set for Wednesday, September 4th, at 7:30 P.M. in the office of the Police Chief. 12. Street Renaming Timing Report on timing for street signs, etc., to be sent to business houses and Chamber of Commerce as requested by Mr. Fred Waitman, Chamber Manager. X.
