APPEAL OF PLANNING COMMISSION DETERMINATION ON EXPIRATIO~ OF USE PERMIT 87-6, EXXON ALCOHOLIC BEVERAGE SALES LICENSE AT 14082 RED HILL AVENUE Expired Use Permit 87-6 was originally approved for an off-site beer and wine sales license for an Exxon Mini Market and. gasoline sales outlet at 14082 Red Hill Avenue (at Nisson Road). Applicant has requested continuance of this matter to the June 5, 1989 City Council meeting. Recommendation: Continue this matter to the June 5, 1989 City Council meeting as recommended by the Community Development Department. 2. APPEAL OF PL]%NNING COMMISSION DENIAL OF VARIANCE NO. 89-1 Request for approval to construct two double faced billboards at a maximum height of 65 feet, replacing three existing, single faced billboards as a result of the I-5 Freeway widening at 1501 Nisson Road. RESOLUTION NO. 89-64 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING AN AGREEMENT FOR COURT LIAISON CLERK WITH THE CALIFORNIA HIGHWAY PATROL, SANTA ANA OFFICE Approve Resolution No. 89-64 authorizing the City of Tustin to enter into an agreement with the California Highway Patrol to allow court liaison duties to be performed by the Tustin Police Department for the California Highway Patrol as recommended by the Police Department. 10. CLETS/NCIC INTERFACE SOFTWARE AND HARDWARE SYSTEM Authorize the expenditure of $35,000 for the purchase of the California Law Enforcement Teletype System (CLETS) and National Crime Information Center (NCIC) interface software and hardware system from Public Safety Systems, Inc., 4401 Nicole Drive, Lanham, Maryland 20706 as recommended by the Police Department. · 11. PROPOSED CONTRACT WITH COUNTY OF OI~%NGE FOR PUBLIC FACILITIES AND IMPROVEMENTS - 14TH YEAR HOUSINGANDCOMMUNITY DEVELOPMENT PROGRAM Approve the subject contract as recommended by the Community Development Department. 12. REPLACENE~ OF PHOTO COPIER FOR FIELD SERVICES Authorize the transfer of $3,500 from line-item operation account number 010-400-4050-6240 to-line-item operation account number 010-400-4010-9820 for the purchase of a ~eplacement photo copier for the Field Services office as recommended by the Public Works Department/Engineering Division. · 14. ASSESSMENT DISTRICT NO. 86-2, CONTRACTS FOR OAS LINE EXTENSIONS Approve the Southern California Gas Company contract nos. 291156/T-54036 and 291157/T-54037 in the amounts of $6,166.27 and $12,276.99, respectively, and authorize the Mayor to execute said contracts as recommended by the Public Works Department/Engineering Division. 15. RESOLUTION NO. 89-65 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING WORKS OF IMPROVEMENT AND AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR ASSESSMENT DISTRICT NO. 85-1 IMPROVEMENTS ON TUSTIN RANCH ROAD FROM BRYAN AVENUE TO IRVINE BOULEVARD AND'MYFORD ROAD FROM EL CAMINO REAL TO IRVINE BOULEVARD Adopt Resolution No. 89-65 accepting said work along Tustin Ranch Road and Myford Road and authorize the recordation of the Notice of Completion as recommended by the Public Works Department/Engineering Division. 16. JAMBOREE ROAD (MYFORD ROAD) B~TWEEN MICHELLE DRIVE AND THE AT&SF RAILROAD Authorize a supplemental 1988-89 budget appropriation in the amount of $171,000.00 as final bayment d~ the Jamboree Road (formerly Myford) street improvements between Michelle Drive and the AT&SF Railroad as recommended by the Public Works Department/Engineering Division. VIII. ORDINANCES FOR INTRODUCTION 1. AUDIT COMMITTEE - ORDINANCE NO. 1023 A question has arisen whether Frank Greinke is a valid member of the Tustin Audit Committee. Recommendation: If the City Council wants a g~andfathering provision to apply to Frank Greinke and Walter Sullens, introduce Ordinance No. 1023 as follows: ORDINANCE NO. 1023 -AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING THE TUSTIN CITY CODE REGARDING THE AUDIT COMMITTEE M.O. - Ordinance No. 1006 have first reading by title only. STATUS REPOI~. - JOHN WAYNE AIRPORT NOISE .-.~NITORING PROGPJ~M (JWA), COALITION FOR A RESPONSIBLE AIRPORT SOLUTION (CRAS), AIRPORT SITE COALITION (ASC) AND HELICOPTER OVERFLIGHT PROGRAM TASK FORCE (HOPTF) -Update on the John Wayne Airport Noise Monitoring Program (JWA), Coalition for a Responsible Airport Solution (CRAS), Airport Site Coalition (ASC) and Helicopter Overflight Program Task Force (HOPTF). Recommendation: Receive and file subject report as recommended by the Community Development Department. 2. ST. JEANNE DE LESTONITAC SCHOOL DRIVEWAY EVALUATION AND TRAFFIC SIGNAL STUDY At a recent City Council meeting, staff was requested to evaluate driveway conditions at Saint Jeanne's School. The school driveway evaluation was to include the need for a signal, the influence of traffic from Stoneglass Street and the sight distance available to drivers leaving the school with respect to the 55 FreewaY overpass. Recommendation: Pleasure of the City Council. XI. NEW BUSINESS 1. TRANSPORTATION CORRIDOR AGENCY LEGISLATIOH Mayor Pro Tem Edgar has requested the City Council support Senate Bills 1435, 1436 and 1437. These Bills are required in order to proceed with a plan to finance constructio~ of the Eastern and Foothill Transportation Corridors. Recommendation: Support Senate' Bills 1435, 143~ and 1437 as recommended by the City,Manager. 2. INITIATIVE MEASURE - LIMITATION OF CITY COUNCIL TERMS At the May 1, 1989 City Council meeting, a resident stated intention to institute proceedings for an initiative measure to limit the terms of members of the City Council and requested the City Attorney be directed to 'provide legal advice on same. Recommendation: Decline to direct that the City Attorney provide legal advice and/or assistance to resident (Ms. Bryant) concerning any initiative measure as recommended by the City Attorney. XII. REPORTS 1. PLANNING COMMISSION ACTION AGENDA - NAY 8, 1989 Ail actions of the Planning Commission become final unless appealed by the City Council or member of the public. 'Recommendation: Ratify the Planning Commission Action Agenda of May 8, 1989. CITY COUNCIL AGENDA PAGE 5 MAY 15, 1989 STATUS OF STREET NAMING COMMITTEE The Street =ming Committee, on Apr',_ 12, 1989, approved a comprehensive Street Naming Concept recommended by the Irvine Company. ~ecommendation: Receive and file subject report as recommended by the Community Development Department. COMMUNITY SERVICES PROJECT UPDATE Mrs. Linda Grau, Community Services Specialist, Church of Jesus Christ of Latter-Day Saints, has contacted staff regarding a Community Services project for 150 youths. Recommendation: Receive and file subject report as recommended by the Community Services Department. · 4. ORANGE COUNTY TRANSPORTATION COMMISSION SUPER STREET PROGRAM As a part of the on-going Super Street Program, the Orange County Transportation Commission (OCTC) has identified specific streets as strong candidates for the next super street improvement project. Recommendation: Support Edinger Avenue/Irvine Center Drive/Moulton' Parkway/Golden Lantern as the candidate street for the next Super Street Program within the County as recommended by the Public Works Department/Engineering Division. NEWPORT AVENUE U-TURN MOVEMENTS At the May 1, 1989 city council meeting, a concern was raised regarding the U-turn .movements on Newport Avenue adjacent to the Sizzler Restaurant, from northbound Newport Avenue %o southbound Newport Avenue. Recommendation: Receive and file subject report as recommended by the Public Works Department/Engineering Division. INVESTMENT SCHEDULE AS OF APRIL 30, 1989 City of Tustin investment schedule with maturities 12 months or less.
