HUSTON, CITY MANAGER FROM: HUMAN RESOURCES DEPARTMENT SUBJECT: ADOPTION OF NEW AND REVISED CLASS SPECIFICATIONS SUMMARY: This agenda item recommends adopting revised and/or new class specifications that detail the essential functions of jobs consistent with the requirements of the Americans with Disabilities Act. RECOMMENDATION: Adopt new and/or revised class specifications for the classifications of Police Officer, Police Sergeant, Police Lieutenant, and Police Services Officer 1/11/111. FISCAL IMPACT: NONE BACKGROUND AND DISCUSSION: Pursuant to the City's Personnel Rules and Regulations, the City is required to maintain both Classification and Compensation Plans covering all classes of positions in the City service. Additionally, the City continues to work toward modernizing its Human Resources function and revising and updating its class specifications to ensure compliance with the requirements of the Americans with Disabilities Act (ADA) by identifying the essential functions and physical requirements of jobs within the City. Consistent with current practice, staff requests approval from the City Council for those class specifications that have changed significantly, all new class specifications and/or at any time there is a need to revise our Classification Plan due to changes in positions. Staff will periodically make revisions to these revised specifications as job duties and requirements change that are not substantive. These specifications were forwarded to the applicable labor associations; no comments were received. Approval of this agenda item simply adopts the new and revised class specifications indicated above. I DEFINITION: Under general supervision, performs law enforcement and crime prevention work in the protection of life and property; enforces state and local laws and traffic regulations; participates in and provides support and assistance to special departmental crime prevention and enforcement programs; performs a variety of technical law enforcement tasks; renders first-aid to the injured in emergency situations; performs related duties as required. CLASS CHARACTERISTICS: The Police Officer classification performs general law enforcement duties without immediate supervision. Incumbents may be assigned to a variety of functional areas such as patrol, investigations, traffic, motors, field training, DARE, gangs, administration and/or professional standards and training. ESSENTIAL FUNCTIONS: (includes but are not limited to the following) These functions may not be present in all positions in multiple position classes. When a position is to be filled, the requisite essential functions will be noted in the announcement of position availability. Patrols, either in a vehicle or on foot, an assigned area during an assigned shift and looks for indicators of possible criminal activity or threats to life and property; answers calls for police services; enforces City, county, and state laws; makes field contacts and completes forms; may conduct both preliminary and follow-up investigations of disturbances, prowlers, burglaries, thefts, robberies, vehicle accidents, suspected homicides, and other criminal incidents. Responds to calls related to traffic incidents and any other emergencies; observes, monitors, and controls routine and unusual traffic conditions; assists and advises motorists and enforces traffic safety laws. Makes arrests as necessary; serves warrants and subpoenas; conducts searches and seizures involving people, vehicles and structures; interviews victims, complainants, and witnesses; interrogates suspects; gathers and preserves evidence; receives, searches, and books prisoners; fingerprints and transports prisoners; testifies and presents evidence in court. · Contacts and cooperates with other law enforcement agencies in matters relating to the investigation of crimes and the apprehension of offenders. May conduct traffic control and security at parades and/or sporting events; takes information and writes reports; transports evidence; enforces parking regulations; may transport prisoners. WORKING CONDITIONS: Position requires prolonged sitting, walking, reaching, twisting, and turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The incumbent must also be able to lift, carry, drag, pull and push objects and persons weighing at least 160 pounds; stand for extended periods of time such as in guarding a crime scene; run for extended periods of time such as in foot pursuit of suspects; distinguish colors and observe and recognize people, vehicles and environmental conditions during the day and night; recall details concerning incidents, people and occurrences to write thorough, accurate and complete reports; hear radio transmissions in noisy environments such as in a busy intersection; maintain composure and good judgment while under stress. QUALIFICATION GUIDELINES: (The following are minimal qualifications necessary for entry into the classification) Education and/or Experience: Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance. Example combinations include: Equivalent to graduation from high school and successful completion of a POST certified Basic Academy. College courses are highly desirable. KNOWLEDGE/ABILITIES/SKILLS: (The following are a representative sample of the KAS's necessary to perform essential duties of the position) Knowledge of: Working knowledge of modern practices and techniques of law enforcement, patrol, investigation, public relations, and report writing; Vehicle and Penal Codes; laws of arrest; search and seizure; rules of evidence; legal rights of citizens; court procedures. DEFINITION: Under general supervision, supervises and participates in the activities of an assigned unit of police operations involved in patrol, traffic, administration, special assignments and investigations; performs related duties as required. CLASS CHARACTERISTICS: This is the first line supervisory class in the sworn police class series. Incumbents function as supervisors in the field during an assigned shift and administer certain staff programs which are subject to change depending on needs of the department. ESSENTIAL FUNCTIONS: (includes but are not limited to the following) These functions may not be present in all positions in multiple position classes. When a position is to be filled, the requisite essential functions will be noted in the announcement of position availability. Supervises and participates in patrol, traffic, investigations, and other police support operations; deploys officers and other assigned personnel; prepares reports regarding unit activities. Conducts briefing sessions; ensures compliance with and disseminates information regarding department policy and procedures; conducts training sessions; provides liaison between shifts, organizational units, and other law enforcement, court, government or private agencies; may participate in public relations programs. · Makes arrests and testifies in Court; investigates crimes; secures crime scenes; collects and preserves evidence; questions and interviews suspects, victims and witnesses. Example combinations include: Equivalent to three years experience as a Peace Officer in a California law enforcement agency which included investigation assignments and some supervisory responsibility; and 60 semester or 90 quarter college units leading to a degree in Police Science, Criminal Justice Administration, Public Administration, or a related field. An Associates degree is preferred. Therefore, specifications may not include all duties performed by individuals[ within a classification. In addition, specifications are intended to outline the minimum qualifications necessary forI entry into the class and do not necessarily convey the qualifications of incumbents within the position. I DEFINITION: Under general (Police Services Officer I) to limited supervision (Police Services Officer II/111), performs a variety of civilian law enforcement support duties and crime prevention and investigation tasks in support of Police Department services and activities. Supports and assists the public within the police department and/or outside the facility utilizing a radio equipped patrol vehicle and/or a crime scene mobile lab response vehicle. Provides front desk and telephone assistance to the public; issues citations for violations of laws or ordinances; takes field and/or accident reports; investigates crime and/or accident scenes and researches cases; conducts and facilitates educational, community, volunteer, and/or crime prevention programs for various community groups including the preparation of informational materials and conducting tours; participates in public relations functions, special events and other community service activities; acts as a liaison with the court and/or other departments; performs related duties as required. CLASS CHARACTERISTICS: The Police Services Officer works independently with limited direction in assigned areas of responsibility. Assignments vary and may include performing the functions of Desk Officer, Case Investigator, Court Liaison Officer, Crime Scene Investigator, Field Report Officer, Crime Prevention Officer and/or School Program Liaison Officer. Police Services Officer I - This is the entry and training level class in the Police Services Officer series. Duties are performed under close supervision and in a learning capacity. Assignments may be combined and typically include, but are not limited to, the following: Desk Officer, Field Report Officer, Accident Investigation, and Parking Enforcement. Police Services Officer II - This is the journey level class in the Police Services Officer series. Positions in the class are normally filled by advancement from the lower level class of Police Services Officer I, or when filled from the outside, require highly skilled and technical work experience in at least two assignment areas of a police department (as in I above and as follows). Assignments at this level may be combined and typically include, but are not limited to, the following: Court Liaison, Miscellaneous Case Investigations, Major Fraud/Check Investigations, Domestic Violence Investigations; Coordination of educational programs, community events, volunteer programs and/or crime prevention programs. Police Services Officer III - This is the advanced journey level class in the Police Services Officer series. Positions in the class are normally filled by advancement from the lower level class of Police Services Officer II, or when filled from the outside, require highly skilled and technical work experience in at least three (3) areas of a police department (as in II above and as follows). Assignments may be combined and typically include, but are not limited, to the following: Crime scene investigations, latent print comparison, crime scene photograpy/videography and chemical agent testing. NOTE: Appointment to a higher classification in the series is not automatic. An employee must meet the minimum qualifications for the higher level classification including having performed the full range of skilled and technical duties of the minimum required police assignment areas for the higher level classification. Additionally, adequate work and adequate funding must be identified and available for movement to a higher level classification. Serves as front desk officer; answers the telephone and directs calls or takes messages as appropriate. Responds to appropriate disturbance calls, public inquiries and complaints over the telephone and in person; takes routine police reports from the public. Identifies, locates and interviews complainants and witnesses to obtain case information and additional leads, typically for cases involving fraud, domestic violence, embezzlement, and miscellaneous crimes. Contacts private attorneys, the District Attorney's Office, banking officials, victims, witnesses, and suspects to obtain and document case information. Serves as a liaison between the Police Department, other City Departments, other public agencies and the public. Plans, organizes, schedules, develops and presents community relations, public education and/or crime prevention programs and techniques to schools, businesses, civic and community groups; plans and develops new programs and prepares related educational materials. Acts as a departmental representative at community events; arranges and conducts department tours. Writes crime prevention articles, media releases and other correspondence. Assists with and/or responds as primary investigator to traffic collisions, crime investigations and/or other minor incidents; determines equipment and personnel necessary to handle assignment. May perform crime scene investigation at both routine and major crime scenes to include photography, latent fingerprint collection, cast moldings, blood collection and perform other related evidence collection techniques. Searches, collects and photographs additional property and evidence necessary to prove guilt in criminal cases. May provide emergency first aid and implement safeguards to prevent further injury or accident. · Directs and reroutes vehicular and pedestrian traffic due to accidents, special events, and signal outages. Issues parking citations. · Impounds abandoned bicycles, property, evidence and drug related paraphemalia. Researches information for citizens, employees and for the completion of forms and reports. Processes applications/forms for permits, registrations, licenses and vehicle repossessions; processes drug registrants including fingerprinting and photographing. Prepares and administers photo line-ups for victims and witnesses. Answers basic phone and in-person inquiries regarding investigative procedures and crime reporting practices; refers complainants to appropriate agencies as needed. Tracks and reports the status of warrants and cases being handled by detectives. Processes court ordered bookings; searches female arrestees. Prepares reports, complaints, declarations and other documents that are required to issue warrants and file complaints. Researches, compiles and maintains police files, court records and computer records and reviews and monitors case status through adjudication. · Testifies at civil depositions and court proceedings. · Prepares activity records and performs various special assignments. Police Services Officer II - Meet the requirements for Police Services Officer I, and have completed a minimum of one year of experience in at least two (2) Tustin Police Service Officer I assignment areas; o._.r one year in one assignment area combined with a POST Forensic Technician Certificate and can demonstrate successful completion of the minimum training standard curriculum for each of the assignment areas of the Tustin Police Services Officer I Training Program. Police Services Officer III - Meet the requirements for Police Services Officer II, and have completed a minimum of one year of experience in at least three (3) Tustin Police Service Officer 1/11 assignment areas; o._r at demonstrated proficiency and at least one year of experience in two (2) Tustin Police Officer 1/11 assignment areas combined with a POST Forensic Technician Certificate and can demonstrate successful completion of the minimum training standard curriculum for each of the assignment areas of the Tustin Police Services Officer Training Program. All levels - Course work or training in accident, field and crime scene investigations, as sponsored by the Peace Officers Standards and Training Commission (POST)is highly desirable. SPECIAL REQUIREMENTS: Possession of or ability to obtain a Class C California driver's license and a satisfactory driving record. Individuals are assigned to rotating work shifts, including holidays and weekends. Required to obtain California Law Enforcement Teletype Systems Certification (CLETS) within 60 days from date of hire. Bi-lingual skills highly desirable. CERTIFICATIONS: Police Services Officer II1: POST Forensic Technician Certification required within 12 months of hire. WORKING CONDITIONS: Work is performed indoors and outdoors. Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities as well as perform grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard. Additionally, the position requires near vision in reading correspondence, statistical data on the computer. Acute hearing is required when providing telephone service and communicating in person. When performing job duties outdoors, incumbent is required to drive a vehicle; stand for extended periods in all kinds of weather conditions such as in guarding a crime scene, using hands/arms above shoulder level while operating a whistle; move or drag up to 165 lbs. without assistance; carry up to 50 lbs. short distances without assistance and climb ladders, walls, fences, hillsides or inclined surfaces to access crime scenes; distinguish color and observe and recognize people, vehicles and environmental conditions during day and night; recall details concerning crimes, people and occurrences to write thorough, accurate reports; hear radio transmissions in noisy environments such as in a busy intersection; maintain composure and good judgment while under stress such as when facing tense and/or unexpected emergency situations. On occasion, incumbent is required to perform inspections in tight crawl spaces and other confined areas.
