J RECOMMENDATION: That the Tustin City Council at their meeting of May 15, 1989, terminate the bid advertisement proceedings for the construction of Assessment District 86-2 Improvements on Jamboree Road between Tustin Ranch Road and Chapman Avenue (Relocated), and authorize the reimbursement of the bid package fee to each plan holder that purchased a set of plans and specifications. BACKGROUND: On May 6, 1989, a status report was provided to the City Council on the subject project. A copy of this report is attached for information. As outlined in this report, a conflict has arisen with three major water lines in the northern segment of this project which may take four to six months to resolve. DISCUSSION: ~ Due to the uncertainty of the pipelines issue and the potential realign-' ment of the roadway, it is recommended that the bid advertisement process be terminated by the City Council. It may be necessary to separate these final street improvements into two contracts so that the hard surface improvements can be put into place prior to the next rainy season to minimize erosion. Staff will be returning with a plan for phasing, if needed, within the next three to four weeks. L. Yeager) consisting of grading and drainage along Jamboree Road between Tustin Ranch Road and 400 feet northerly of Santiago Canyon Road (Relocated) Phase II - Street improvements along. Jamboree Road and Chapman Avenue (Relocated) currently under bid advertisement. under the Phase I contract and between Station 341+00 and 356+00 (in the vicinity of Canyon View Road in the City of Orange.) staff has directed the contractor, E. L. Yeager, to suspend all work until such time the City's design consultant can complet~,a plan to protect.and/or relocate three major water lines located within the influence of, or crossing, the Jamboree Roadway. These major water pipelines are defined as the Allen-McCulloch Pipeline (A.M.P.), the Irvine Lake Pipeline (I.L.P.) and the Baker Pipeline . The remedial work could include protecting .the pipelines in place; realignment of Jamboree Road in the vicinity of the pipelines; relocation of one, two, or all of the pipelines; or a combination of any of these remedial actions. It is anticipated that any solution may take up to 4-6 months to finalize. Due to this delay, we will be requesting the contractor (E. L. Yeager) to demobilize his operation and then remobilize once the pipeline concerns have been resolved. The demobilization and remobilization cost will be negotiated as a contact change order. Under Phase II, the City is in the process of bid advertisement for the construction of the street improvements. The bid opening date of May 4th has been extended indefinitely by the issuance of Addendum No. 2 on May 1, 1989. Due to the uncertainty of the pipeline issue and the potential realignment of the roadway, staff will be recommending that the bid advertisement for the Jamboree Road street improvements be terminated by the City Council at their meeting of May 15, 1989. William Huston May 2, 1989 Page 2 Concurrently, with the resolution of the pipelines issue, staff will be re-evaluating the Jamboree Road street improvements project with respect to downscoping the project limits into a phase 2 and phase 3 process so that the roadway between Tustin Ranch Road and Street "B" in Tract 13627 .can be built as a separate phase. This would allow the development of East Tustin (Phase IV) area to proceed on its current schedule. This item will be scheduled on the May 15th City Council agenda.
