SUBJECT~ JAMBOREE ROAD (MYFORD ROAD) BETWEEN MI CHELLE DRIVE AND THE
AT&SF RAILROAD (FILE #2197)

RECOMMENDATION:
That the Tustin City Council at their meeting of May 15, ~989, authorize
a supplemental 1988-89 budget appropriation in the amount of $171,000.00
as final payment on the Jamboree Road (formerly Myford) street
improvements between Michelle Drive and the AT&SF railroad.

BACKGROUND:
In February 1984, the Cities of Irvine and Tustin entered into a
cooperative agreement to construct a portion of Jamboree Road (formerly
Myford Road) between Michelle Drive and the AT&SF railroad. The cost
share on this project was based upon a 25% share for each local agency
and a 50% share for the County AHFP program.
In. 1986-87, a payment in the amount of $659,792.22 was made to the City
of Irvine under the assumption that it was 100% of Tustin's final share
of the project's cost. At that time, $790,300.00 was budgeted for this
project, resulting in an'unused balance of approximately $130,500.00.
Afte~ that initial invoice, it was assumed that no additional monies
were owed the City of Irvine.
In February 1988, an invoice was received from the City of Irvine. As a
result of this invoice, staff reviewed the final project
report/accounting and has determined that Tustin does owe the City-of
Irvine monies in the amount of $170,730.23 for project costs related to
design, inspection, contract administration and construction retention.
The initial payment of $659,792.22 covered only construction progress
payments. The unused balance of $130,500.00 was returned to the City's
gasoline tax fund.
DISCUSSION:
Since the total project cost has been substantiated with the receipt of
the final project report from the City of Irvine, staff is recommending
that a supplemental 1988-89 budget appropriation in the amount of
$171,000.00 in general fund monies be approved so that final payment for
this project can be made to the City of Irvine.
