SUBJECT: SENATE BILL 140 - RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC
WORKS/CITY ENGINEER TO EXECUTE FUNDING APPLICATIONS
RECOMMENDATION:
That the City Council, by'resolution, authorize the director of public
works/city engineer to execute applications for funding under the SB 140
Program for highway improvement projects.
BACKGROUND:
The Senate Bill 140 Transportation Demonstration Program is a
$300,000,000 program to assist local agencies to identify and construct
highway improvement projects that are critically needed by the local
agency. The maximum state project share is 50% of eligible construction
costs with the actual state participation computed on a pro rata share
of all eligible projects statewide.
A tentative listing of projects to be included in the program is:

Red Hill Avenue - Rehabilitate/Reconstruct
Valencia Ave. to Barranca Road

Red Hill Avenue - Rehabilitate/Overlay

Sycamore Ave. to southerly terminus
5) Newport Avenue - Rehabilitate/Overlay
First Street to E1 Camino Real
6)
Nisson Road - Rehabilitate/Overlay
Red Hill Ave. to Newport Ave.
7)
Main Street - Reconstruct
Route 55 to Interstate 5
8)

It is proposed to adjust this SB 140 Program in accordance with adopted
city budgets. Caltrans will complete a listing of projects in December
1989. Contracts under the 1990-91 SB 140 Program must be awarded prior
to June 30, 1991 and state share funds must be spent by June 30, 1993.

It is anticipated that this will be an ongoing program.

RESOLUTION NO. 89-71
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, AUTHORIZING
THE DIRECTOR OF PUBLIC WORKS/CITY ENGINEER
TO EXECUTE APPLICATIONS FOR FUNDING UNDER
S.B. 140 FOR HIGHWAY IMPROUEMENT PROJECTS
WHEREAS, Senate Bill 140 ("the legislation"), among other
things, establishes a program known as the State-Local
Transportation Demonstration Program; and
WHEREAS, the legislation provides that it' is the intent of
the Legislature to appropriate up to $300 million for eligible
transportation projects in the 1990-91 fiscal year; and
WHEREAS, the term "eligible projects" is defined to mean a
local road, state highway, or an exclusive public mass transit
guideway, improvement project that meets certain conditions
described in the legislation; and
WHEREAS, the legislation provides for applications for
funding eligible projects be submitted to -the Department of
Transportation of the State of California in accordance with
time limitations set forth therein; and
WHEREAS, it is the in~ent and desire of the City Council
that the City of Tustin apply for funding for highway
improvement projects pursuant to the guidelines set forth in the
legislation and by the Department of Transportation.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the
City of Tustin that the Director of Public Works/City Engineer
be; and he is hereby,, authorized to execute applications
necessary to apply for funding for highway improvement projects
pursuant to the legislation.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Tustin this day of ,
1989.
