HomeMy WebLinkAboutNB 5 I-5 FWY WIDENING 06-05-89NEW BUSINESS NO. 5 TO: WILLIAM HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJEC~ANT& AN& (I-5) FREEWAY WIDENING AND I-5/ RTE 55 INTERCHANGE RECONSTRUCTION RECOMMENDAT ION: That the Tustin City Council at their meeting of June 5, 1989, approve the attached letter and direct staff to mail it to ali affected Tustin property owners adjacent to the Santa Aha Freewa} widening and interchange reconstruction projects. BACKGROUND: At a previous meeting, the City Council directed staff to prepare z letter to be sent to all affected property owners adjacent to the Santa Aha Freeway widening pro~ect and the 'I-5/RTE 55 interchange reconstruction project. The attached letter outlines the areas of concern which the City will review when any s~te or building improvement plans are processed wit~ the city for any work required .on residual parcels. These areas o concern include but are not limited to the following: ~-' 1. Building Setbacks 2. Onsite Traffic Circulation and access to public streets 3. Loss of onsite parking spaces 4. Loss of onsite open space It is intended to mail this letter to each property owner withi Tustin, that will be directly affected by the caltran's acquisitio of a part' or the entire taking of their property for the freewa5 widening and interchange reconstruction' Bob Ledend~cker Director of Public Works/City Engineer BL/cc ~4ay 31, 1989 Property Owner/Resident Department of Public Works/Engineering Re: Santa Ana Freeway (I-5) Widening and I-5/RTE 55 Interchange Reconstruction. As you are most likely aware, Caltrans is currently underway with the reconstruction of the I-5/RTE 55 Interchange and is currently in progress of acquiring rights of way for said interchange work and the proposed widening of the Santa Ana (I-5) Freeway within the city limits of Tustin. Caltrans is the lead agency on these acquisitions and will be dealing directly with each of the affected property owners. The Tustin City Council has expressed their concern that each property owner be made totally aware of any impacts that may result to their property(s) as a result of Caltran's acquisitions. It appears that many of these acquisitions will be a partial taking of an individuals property, which may result in the need for the property owner to be responsible for certain improvements on the remaining property. Any required improvements on these remaining property(s) willd requiNe a plan review and the issuance of a construction/building permit 'issued by the city. Items of concern that will be review by the city staff will include, but not be limited to the following: 1. Building setbacks 2. Onsite traffic circulation and access to public streets 3. Loss of onsite parking spaces as they relate to remaining dwelling units 4. Loss of onsite open space with respect to remaining structures and improvements. In the event you have any questions regarding these above mentioned city requirements, please direct your questions to the Community Development at (714) 544-8890, x-270 and any general question regarding these Caltrans projects and schedules can be directed to either Bob Jones or Bob Ledendecker in the Engineering Division at (714) 544-8890, x-280.
