V', DATE: OCTOBER 31, 1989 Inter - Com "TO: WILLIAM HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: EL MODENA-IRVINE CHANNEL (FACILITY F07) IMPROVEMENTS BETWEEN THE SANTA ANA (I-5) FREEWAY AND DOWNSTREAM OF MICHELLE DRIVE RECOMMENDATION: That the Tustin City Council at their meeting of November 61 1989 approve the following actions: 1. Execution of the professional services agreement with the firm of Robert Bein, William Frost and Associates in the amount of $35,320 to provide the engineering services for the design of the El Modena- Irvine,Channel improvements between•the I-5 Freeway and downstream of Michelle Drive. _2. Solicitation of proposals and execution of a professional services agreement for.the .geotechnical services associated with the El Modena -Irvine Channel design. BACKGROUND: As a part of the development of the Auto Center Retarding Basin into two developable building sites, it will be necessary to complete certain public improvements as follows: 1. Extension of Auto Center Drive easterly approximately 600+ feet. 2. Extension of the 81 -inch diameter storm drain easterly from its present terminus to, and connection with, the El Modena -Irvine Channel. 3. -The extension*,of"the E1—Modena-Irvine Channel mainline improve- ments southerly between the Santa Ana (I-5) freeway and Michelle Drive. Items number 1 and 2 are currently in progress and this action item pertains primarily to the extension of the mainline E1 Modena -Irvine Channel improvements described in number 3 above. During the budget workshops for Lthe fiscal year 1989-90, the City Council approved the restriction of funds in the amount of $1,300,000 in the Capital Improvement Fund for this E1 Modena -Irvine Channel Improve- ment Project.' DISCUSSION: At staff's request, the firm of Robert Bein, William Frost and Associates has submitted the attached proposal dated October 17, 1989 to provide engineering services for the design of the E1 Modena -Irvine EL MODENA-IRVINE CHANNEL IMPROVEMENTS OCTOBER 31, 1989 PAGE 2 u Channel improvements between the I-5 freeway through Michelle'e The consultant proposes to perform the tasks outlined in Work Items through 11 for a fee of $31,320 plus reimbursable costs in the estimated amount of $4,000.00. 1.. Staff did not solicit proposals from other consultants because the firm of Robert Bein, William Frost and Associates previously completed all of the channel design upstream of the freeway for.the City, as.well as all of the preliminary studies of the subject channel design project. The fee as submitted is a reasonable amount to complete the tasks as outlined'in the proposal. ­ As indicated within the proposal, the geo- technical servicesare not inlcuded and it is suggested that the Cit request proposals for these services. It is estimated that the geotechnical services for this segment of channel design will cost about $15,000 - $17,000. It is staff's desire to commence this channel design work at the -oarliest practical date so that a construction contract can be awarded 3 later than May 1990. This will allow five months of construction time prior to the 1990 wet season. As you are aware, this project location lies totally within the city limits of Irvine and is a Regional Flood Control Facility under the jurisdiction of the Orange Count Environmental Management Agency. The intent of this project is to eliminate the backwater effects within the F07 Channel northerly of the I-5 freeway and reduce the need for the Auto Center Retarding Basin. In order to proceed with this project design and construction, the following actions must be completed: �1. Authorization to hire the firm of Robert Bein, William Frost and Associates to provide the engineering services for the design of the El Modena -Irvine Channel as described above for the fee of $35,320.00. 2. Solicit proposals and award a contract for the required geotechnical engineering services associated with the channel design. Estimated cost is $15,0'00 to $17,000. 3.
