HomeMy WebLinkAboutCC 18 PUR AERIAL LIFT TK 1-2-90nATE: December 26, 1989 TO: WILLIAM HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/FIELD SERVICES SUBJECT: PURCHASE OF AERIAL LIFT TRUCK CONSENT CALENDAR NO. 18 1-2-90 Inter - Com RECOMMENDATIONS: That the City Council, at their regular adjourned meeting of Janaury 2, 1990, approve the purchase of the aerial lift truck as modified, for $72,894.00, plus tax, and; Authorize staff to leave $2,000.00 in the City's equipment lease fund for future upgrading of the left arm. BACKROUND: On September 6, 1988, Council authorized staff' to solicit bids for an aerial lift truck. Bids were received on June 12, 1989, and Council authorized the purchase of the truck from the low bidder; Morrison Industries, Inc., on June 19, 1989, in the amount of $24,894.00. Eleven bids were solicited, and eight bids were received. Of the eight bids received, only three bids were in total conformance to the specifications. The critical element specified was the high articulation arm, which can be mounted on a variety of chassis. Three bidders were in total conformance to the specifications. On December 18, 1989 we were advised by Morrison Industries that the lift arm, which we specified had been found to have minor design flaws, and the manufacturer was not prepared to deliver the arm until the matter could be resolved to their satisfaction. (Letters attached.) We checked with the lift manufacturer, Asplundh Manufacturing, and have received a letter confirming Morrison's statement. (See letter attached.) As an alternative, they will supply another (the old model) lift for a reduced cost of $2,000.00, with the understanding that we can upgrade the lift unit to the high articulation type lift at a later date for the same cost of $2,000.00. Page 2 December 26, 1989 The Field Service Division feels that their proposal is acceptable if we have the option of up -grading at a later date. We feel that the arm proposed will meet the Tree Division maintenance needs. At present, we are without the use of one lift, as it was sold at auction as surplus equipment when it was determined that cost to repair exceeded the value of unit. We have had one brief telephone conversation with your Alan Gallagher ncerning the above and he suggested we get in contact with you directly regarding information we have just received from our supplier, Asplundh Manufacturing Division, concerning the aerial lift portion of this truck. ,plundh has advised that their engineering department has put an indefinite hold on the final production and release of the particular model of their lift included in our bid to your city and the resulting purchase order; the ASPLUNDH Model LRII50. Asplundh, being a very conservative manufacturer and the largest user of their own equipment, has found something in the design and fabrication of this particular model we quoted that they feel should be further tested before the final product is released to the industry. We have currently nine of these units on order with Asplundh for the Southern California area of which one is yours. Since the hold in production is indefinite in length Asplundh has asked that we contact each customer and request the substitution of the time - proven Model LR50 aerial lift in lieu of the LRII50 with all other specs on the total unit to remain the same. The net cost differential in this substitution is $ 2,000.00 at cost and this deduct would be offered to the city should you allow our substitution. This would make the adjusted net on your total truck $ 72,894.00 plus sales tax instead of the $ 74,894.00 plus tax now indicated. it formal quotation to your city on delivery was "within 180/210 days after receipt of order" which we logged June 23, 1989. under this quotation --7e expect to make final delivery between December 15, 1989 and January 15, X90. Pablo Rodriquez _ity of Tustin Page 2 -ne timing on your letter to us was excellent as we just received the aerial lift portion of your truck at our El Monte, CA shop last weekend. All other components are there and in production with the delivery dates mentioned above as our number one priority. We wanted to make sure that Asplundh got the LR50 to us before we addressed this problem with you and committed to the final delivery date(s). From Asplundh's CAD -CAM Engineering Computer we have enclosed a set of blueprints (No. 086-3507-44) of the profile of your new truck with the LR50 included. These are for your review and approval. Your patience and understanding is most appreciated, Mr. Rodriquez, as we have never been faced with a problem like this one from our suppliers in all the years we have been in business in California. We certainly agree with Asplundh that if the new LRII50 is not ready for distribution as planned and a new firm date is not available, then, supplying the proven LR50 would be the way to go. Over the years the Asplundh Model LR you currently have in your operations has been an excellent unit for your people and we know the new one would be the same. No. 18493 One (1) Aerial Lift Truck Dear Mr. Rodrigues: Further to my letter of yesterday concerning the above, and, to confirm our meeting of this morning. `'iould the city elect to have us substitute the new P_splundh Model LRII50 trial lift we originally bid to the city for the Model LR50 our letter Nroposes to include on your aerial lift truck, when it is available in 1990, we will do so at the net cost differential of $ 2,000.00 we outlined in our December 18th letter. Asplundh has not indicated when during 1990 this new lift will finally be released to the industry, but we want to make sure it will be available to your people should they determine at that time it is important to have this accomplished. Pablo Rodriguez Field Service Manager City of Tustin 300 Centennial Way Tustin, CA 92680 Dear Sir: This is to confirm a problem. relative to your order with Morrison Industries for one (1) Asplundh Model LRII-50 aerial device and body completely installed on a chassis. Production of this unit has been discontinued until engineering modifications are completed. Production of this model should resume in April of 1990. We offer the Asplundh Model LR -50 to satisfy your immediate needs until the LRII-50 is available. At such time the Lid -50 will be replaced with the LR.II-50 for the difference in price of $2,000.
