FROM: AIRPORT STATUS REPORT - JOHN WAYNE AIRPORT (JWA),
SUBJECT: COALITION FOR A RESPONSIBLE AIRPORT SOLUTION (CRAS),
AIRPORT SITE COALITION (ASC) AND HELICOPTER OVERFLIGHTS
TASK FORCE (HOTF)
RECOMMENDATION
Receive and file.
JWA - At their meeting of December 4th, the Council expressed
interest in appointing a citizen representative to attend meetings
that pertain to JWA. The following is a list of potential meetings
that are presently attended by staff or could be attended by a
citizen representative.
1. Airport Commission - This commission reviews all airport
matters that involve Orange County (JWA, Meadowlark,
Fullerton, etc.). It meets on the first and third
Wednesday of each month at 7:00 p.m. in the Board of
Supervisors Hearing Room. Staff does not attend their
meetings on a regular basis; only on an as needed basis
(e.g. the Phase 2 Access Plan). The benefit of regular
attendance by a citizen representative is difficult to
assess, as agendized issues impacting Tustin seem to be
sporadic.
2. Airport Land Use Commission - This commission meets on
the third Thursday of the month at 7:00 p.m. in the
County Planning Commission's Hearing Room. Subject
matter is closely related to general land use planning,
specifically the Airport Environs Land Use Plan (AELUP) .
Staff does not regularly attend these meetings; however,
we do review agendas and pertinent agenda materials.
Attendance has been dictated by relevance of issues. As
with the County Airport Commission, the benefit of
regular attendance by a citizen representative is
dif f icult to assess; although it may be of greater direct
benefit than the Airport Commission as its subject matter
is more specific.
3. JWA Noise Abatement Forum - The purpose of this group is
to provide an informal forum where interested parties may
meet and discuss noise issues related to JWA operations.
Attendees consist of airport personnel, airline and pilot
representatives, H.O.A.'s and any interested party.

Meetings are held quarterly, the 1990 schedule has been
established as follows:

May 30th
August 29th
November 20th
All meetings begin at 2:00 p.m. and are held at the
Airport Crash/Fire Reserve Station on Paularino in Costa
Mesa. Staff attends all of these meetings. The City
had previously appointed Mr. Jim Hayes, as pilot, to
attend these meetings; however, staff has been
unsuccessful in contacting Mr. Hayes over the past year,
nor have we seen him at Forum meetings (staff has mailed
meeting agendas to him) . This has proven to be a useful
organization for the City to voice concerns over
approach noise and to monitor events relating to overall
operations at JWA. Attendance by a citizen
representative would be useful.
The greatest obstacle to appointing a citizen
representative is that a fairly significant dedication
of time will be required to attend three and sometimes
four evening meetings per month. Also, the subject
matter can be extremely technical. Should the Council
be interested in seeing if there is an interest on the
part of citizens of Tustin to serve the City, staff
would be prepared to prepare a press release soliciting
interest.
John Van Houten Is report on his review of the County's Noise Study
will be provided to the Council at their meeting of January 15th.
The Airport Radar Service Area (ARSA) for JWA is scheduled to go
into effect on January 11, 1990. This air traffic control system
is designed to provide greater separation between commercial and
general (private) aviation. It will not change current approach
patterns to JWA.
Also scheduled to become operational on January 11, 1990 is the
new ILS equipment (the Council may recall that the ILS equipment
was destroyed in late September by errant jet blast).
CRAS - There is no new information to report at this time.
