HomeMy WebLinkAboutNB 3 LEFT-TURN PHASING 01-02-90DATE: TO: FROM: DECEMBER 20, 1989 WILLIAM HUSTON, CITY MANAGER NEW BUSINESS N0. 3 1-2-90 Inter - Com PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: RED HILL AT MITCHELL - EXCLUSIVE LEFT -TURN PHASING RECOMMENDATION: It is recommended that: (1) the subject traffic signal be modified to include left -turn phasing for Red Hill Avenue; and (2) the project be budgeted as a capital improvement item for FY 1990-91. BACKGROUND: Pursuant to a November 7, 1989 letter petition from Mildred Porter, the City Council requested a staff analysis as to the need/feasibility of exclusive left -turn phasing on Red Hill at Mitchell. DISCUSSION: ._To evaluate the subject intersection for Red Hill left -turn phasing, pecial turning movement counts were conducted as well as other reviews of accidents, vehicular delay, and intersection sight distance. Our analysis indicates that the most significant of the above elements involves the volume of existing traffic. The California State Traffic Manual states that: (1) if more than 50 left turns occur in one direction for one hour; and (2) the product of turning and conflicting through movements is greater than 100,000 in one hour, then exclusive protected left -turn phases should be considered. Our most recent counts show (1) a left -turn volume of 231 cars during the evening peak hours and (2) the product of left turns and opposing through movements is about 315,000. Therefore, since both of the criteria for exclusive left -turn phases are satisfied, the modification to the signal is warranted. This may not seem like many signatures. I have not had the time to sit at the intersection, or at the bank on the corner, where I feel certain I could have had more people agree with this request, but these people feel as strongly as I do that left -turn signals are a real necessity at this intersection. The intersection is dangerous without the needed left turn signals. Mornings it is almost impossible to get through -on less than 3 signal changes because of the crossing guard guiding one or two children across the street at a time. Other times of the day it is impossible to make a left turn because of traffic. Sycamore and Walnut streets have these left turn signals and they carry no more traffic than Mitchell. In fact, Sycamore carries less traffic.
