At the November 20, 1989 City Council meeting, the Council
requested that staff prepare the appropriate ordinances to change
the City Council meeting times to the second and fourth Mondays of
the month and the Planning Commission meetings to the first and
third Mondays of the month.
Since that time, staff has learned that Community Cable would not
be able to provide live television coverage of the meetings to a
portion of the Tustin residents due to other scheduling commitments
(see Attachment A).
CONCLUSION
Staff is requesting additional direction from the Council in light
of this new information as to whether it is still a desire to
change the City Council and Planning Commission schedules. Should
the Council wish to proceed with the change, appropriate ordinances
would be prepared for the February 5, 1990 City Council meeting.

SUBJECT: Changing of City Council Meetings to the 2nd and 4th Mondays
At the Tustin City Council meeting of November 20, 1989, it was discussed to
change the meeting dates of the City Council meetings from the 1st and 3rd
Mondays of each month to the 2nd and 4th Mondays of each month due to a
conflict with the Tustin Unified School District Board Meetings.
I have contacted both cable companies and found that Continental could continue
live broadcasts on the 2nd and 4th Mondays but there would be a conflict for
live broadcasts with Community as City of Newport Beach Council meetings are
aired live at this time. Also, if the. meetings were changed to some other day
of the week, there would be a scheduling conflict with Community Cable if the
day chosen was Tuesday; Continental indicated Friday night would not be
possible as they air the high school sporting events but any other night of the
week posed no problem.
If the Council desires to continue live broadcasting to all segments of the
community the following might be considered:
1. Continue with the current schedule and request the School Board
reschedule their meeting.
2. Change the City Council meeting to a Wednesday or Thursday night.
If it is not imperative that live broadcasting to all segments of the community
continue, Council could change the meeting schedule to the 2nd and 4th Mondays
and Community Cable could tape broadcast the meeting another day of the week.
Attached are the information letters received from each of the cable companies.

As we discussed, if the City Council moves their meeting 'to the second and
fourth Mondays, Community Cablevision will have a scheduling conflict.
Currently, we have the Newport Beach City Council meetings live on these days.
If council does choose to change, we could still . air them on.a tape delay
basis.
For your information, the following dates are reserved for local commitments
and could not be used to air the Tustin Council meetings.
Newport Beach City Council - 2nd and 4th Mondays
Irvine City Council - 2nd and 4th Tuesdays
Irvine Unified School District - 1st and 3rd Tuesdays

RE: Changing of City Council meeting dates
Dear Ms. Buckley,
I would like to respond, to the proposed shift in the City Council
meeting and the effect it could possibly have on our ability to
provide television coverage.
At this time, I do not foresee any immediate hindrance in our
commitment to continue live coverage -of -the City Council meetings
even with the shift to the second and fourth Mondays of every
month. However, I have a concern with our ability to provide the
live broadcast to the residents of East Tustin. The reason for
this is that the Irvine City Council also has their meetings on the
second and fourth Mondays. Even though my company does not service
the East Tustin area, if the Council meetings are not continued in
the live format then these residents may think that Continental
Cablevision has disconnected this program from their service. I
realize that this is only a perception; however, the perceptions of
customers are the most difficult to overcome in a customer service
industry.
