APPROVAL OF MINUTES - JANUARY 2, 1990, ADJOURNED REGULAR MEETING Recommendation: Approval of Minutes. 4. TIME EXTENSION, DESIGN REVIEW 87-33 (L.A. LAND) Report regarding construction of a 25,281 square foot retail center located on a 1.9 acre parcel at the northeast corner of E1 Camino Real and Newport Avenue. Recommendation: Approve the request for a 12 -month extension of Design Review 87-33 by adoption of the following Resolution No. RDA 90-3 as recommended by the Community Development Department: RESOLUTION NO. RDA 90-3 - A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, AUTHORIZING A SECOND TIME EXTENSION OF THE APPROVAL FOR DESIGN REVIEW 87-33 FOR CONSTRUCTION OF A 25,281 SQUARE FOOT RETAIL SHOPPING CENTER AT 1011 EL CAMINO REAL 5. AMENDMENT TO DESIGN REVIEW 88-62 (W & S COMMERCIAL) On December 4, 1989, the Redevelopment Agency continued the subject project to enable staff and the applicant to further discuss the proposed modifications, particularly the roof equipment screen. Recommendation: Approve Amendment to Design Review 88-62 to modify the raised landscaped planter, exterior building materials and roof equipment screen by adoption of the following Resolution No. RDA 89-23, as submitted or revised, as recommended by the Community Development Department: RESOLUTION NO. RDA 89-23 - A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING CONDITIONAL USE PERMIT 89-03 AND DESIGN REVIEW 88-62, A REQUEST TO MODIFY AN APPROVED MECHANICAL EQUIPMENT SCREEN, LANDSCAPE PLANTER AND BUILDING MATERIALS FOR A 48,000 SQUARE FOOT OFFICE BUILDING LOCATED AT 15101 RED HILL AVENUE 6. REDEVELOPMENT OF THE NORTHEASTERLY CORNER OF IRVINE BOULEVARD AND NEWPORT AVENUE (CHEVRON, USA) Recent discussions with Chevron, USA, City Councilmembers, and staff regarding the request for waiver of street dedication related to the Chevon, USA development has surfaced a potential for financial participation by the Agency for the redevelopment of the Chevron service station site at the northwesterly corner of Irvine Boulevard and Newport Avenue. REDEVELOPMENT AGENCY AGENDA PAGE 1 JANUARY 15, 1990 Recommendat- Authorize staff to r ,eed with a feasibility evaluation Agency's participation i he rehabilitation of the Chevron service station at the northwesterly corner of Irvine Boulevard and Newport Avenue, including drafting a memorandum of understanding defining basic terms for said participation as recommended by the Public Works Department/Engineering Division. 7. DESIGN REVIEW 89-68 (CMS DEVELOPMENT) The applicant proposes to construct a 45,376 square foot retail center, consisting of 31,616 square feet of general showroom, 10,244 square feet of general retail and a 3,516 square foot Carl's Jr. Restaurant located at Newport Avenue/I-5 Freeway. Recommendation by Community Development Department: 1. Certify the Negative Declaration as adequate for the project by adoption of the following Resolution No. RDA 90-1, as submitted or revised: RESOLUTION NO. RDA 90-1 - A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, CERTIFYING THE NEGATIVE DECLARATION AS ADEQUATE FOR DESIGN REVIEW 89-68, INCLUDING REQUIRED FINDINGS PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT 2. Approve Design Review 89-68 by the adoption of the following Resolution No. RDA 90-2, as submitted or revised: RESOLUTION NO. 90-2 - A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING A DEVELOPMENT PLAN (DESIGN REVIEW 89-68) FOR A RETAIL CENTER ON A SITE IN A PLANNED COMMUNITY COMMERCIAL (PC -C) ZONING DISTRICT FOR THE PROPERTY LOCATED ON THE SOUTHWEST CORNER OF NEWPORT AVENUE AND THE I-5 FREEWAY, 14041 NEWPORT AVENUE 8.
