AMENDMENT TO DESIGN REVIEW 88-62
RECOMMENDATION
It is recommended that the Redevelopment Agency approve Amendment
to Design Rbview 88-62 to modify the raised landscaped planter,
exterior building materials and roof equipment screen by adoption
of Resolution No. 89-23, as submitted or revised.
BACKGROUND
On December 4, 1989, the Redevelopment Agency continued the subject
project to enable staff and the applicant to further discuss the
proposed modifications, particularly the roof equipment screen.
Staff and the applicant have reached mutual consent on the latest
design for the mechanical equipment screen as presented in this
package. The proposed equipment screen is approximately 9 feet in
overall height as measured fro the roof surface and situated
approximately 19 feet inward from the edge of the building. The
screen is constructed of horizontally mounted metal panels and
painted to match the rounded metal element on the building parapet.
The screen picks up the circular elements of the northeast corner
of the building matching the circular design of the first floor
footprint.
The attached resolution would approve: 1) the square metal
mechanical roof equipment screen rather than the previously
approved rounded metal roof equipment screen; 2) approve a single
level raised planter at the northeast corner of the building rather
than the stepped planter previously approved; and 3) approve a
brick veneer for the main building material rather than glazed
ceramic tiles previously approved.
Conditions of approval have been included to require the applicant
to revise all existing building plans and obtain revised building
permits for the modified work.

CONCLUSION
The proposed modification as proposed would enhance the original
design of the building. It is recommended that the Redevelopment
Agency approve the subject modifications by adoption of Resolution
No. 89-23, as submitted or revised.

A RESOLUTION OF THE REDEVELOPMENT AGENCY OF
THE CITY OF TUSTIN, CALIFORNIA, AMENDING
CONDITIONAL USE PERMIT 89-03 AND DESIGN REVIEW
88-62, A REQUEST TO MODIFY AN APPROVED
MECHANICAL EQUIPMENT SCREEN, LANDSCAPE PLANTER
AND BUILDING MATERIALS FOR A 48,000 SQUARE
FOOT OFFICE BUILDING LOCATED AT 15101 RED HILL
AVENUE.
The Redevelopment Agency of the City of Tustin does
hereby resolve as follows:
I. The Redevelopment Agency finds and determines as
follows:
A. That proper applications (Amendment to CUP 89-
03 and Amendment to DR 88-62) have been filed
on behalf of W & S Commercial to request
modification to an approved mechanical
equipment screen, landscaped planter and
building materials for a 48,000 square foot
building located at 15101 Red Hill Avenue.
B. That pursuant to the adopted South/Central
Redevelopment Plan, the Redevelopment Agency
shall approve all site plans and architectural
designs of any project proposed within the
Redevelopment Agency Project Area.
C. That a public hearing before the Planning
Commission was duly called, noticed and held
on said application on November 13, 1989 at
which time the Commission adopted Resolution
No. 2704, approving such modifications,
subject to final confirmation by the
Redevelopment Agency.
D. That establishment, maintenance, and operation
of the use applied for would not, under the
circumstances of the proposed modifications
from the previously approved plans, be
detrimental to the health, safety, morals,
comfort, or general- welfare of the persons
residing or working in the neighborhood of
such proposed use in that:
1. The proposed roof equipment screen,
planter and building material revisions
have been found to be in substantial
conformance with the conceptually
approved plans.

2. The proposed modifications would not
alter the intensity or use of the
project.
E. A Negative Declaration was previously prepared
and certified as adequate for the project in
conformance with the California Environmental
Quality Act.
II. The Redevelopment Agency hereby approves an
Amendment to Conditional Use Permit 89-03 and
Design Review 88-62 to authorize modification to
the roof equipment screen, landscape planter and
building materials for a 48,000 square foot office
building located at 15101 Red Hill Avenue, subject
to the following conditions:
1. Condition No. 1.1 of Exhibit A of Planning
Commission Resolution No. 2567 approving
Conditional Use Permit 89-03 and Design Review
88-62 shall be modified to allow alterations
to the previously approved site development
plans to replace the rounded mechanical
equipment screen with a square equipment
screen, replace a split level raised planter
with a single level raised planter, and
replace the ceramic building tiles with brick
veneer as identified on Attachment I attached
hereto and incorporated herein by reference.
2. All original conditions of approval contained
within Exhibit A of Planning Commission
Resolution No. 2567 shall remain in effect,
except as modified herein.
3. The property owner shall sign and return an
Agreement to Conditions Imposed form as
established by the Community Development
Department prior to issuance of any permits.

4. The applicant shall submit to plan check
details any modification to calculations and
specifications for modification to original
building permits, including any revisions to
plans for approval by the Community
Development Department. In checking said
plan, applicant shall pay applicable plan
check fees.
5. The brick veneer grouting shall be a dark
color to be compatible with the window frames.
A final color sample shall be submitted,
subject to approval of the Community
Development Department.
PASSED AND ADOPTED at a regular meeting of the Tustin
Planning Commission, held on the 15th day of January,
1990.
