This agenda contains a brief general description of each item to be
considered. Any person having a question concerning an item may call the
City Clerk' s * of f ice for clarification. Except as otherwise provided by law,
no action shall be taken on any item not appearing in the following agenda.
Copies of staff reports pertaining to this agenda are available for public
use in the books located at the Police Department, Tustin Library and, on
the evening of the meeting, at the rear of the Council Chambers. Listening
devices for the hearing impaired are available upon request from the City
Clerk. Smoking is prohibited in the Council Chambers; however, if you
desire to smoke, an outside speaker has been provided.

1. VACATION AND ABANDONMENT OF CHAMPION WAY WESTERLY OF JAMBOREE ROAD
At their meeting of January 2, 1990, the City Council declared its
intent to vacate and abandon Champion Way westerly of Jamboree
Road and fixing a time and place for the Public Hearing.
Recommendation: Upon completion of the Public Hearing for the
subject vacation and abandonment of Champion Way and if the City
Council desires to proceed with said vacation and abandonment
proceedings, adopt the following Resolution No. 904 as
recommended by the Public Works Department/ Engineering Division:

Staff has identified additional City incurred costs on the subject
property.
Recommendation: Continue this matter to the February 20, 1990
City Council meeting as recommended by the Community Development
Department.

5. HOLD HARMLESS AGREEMENT FOR USE OF ANAHEIM STADIUM PARKING LOT
Execute the Hold Harmless Agreement with the City of Anaheim for
use of Anaheim Stadium parking lot in connection with driver
training for police motorcycles as recommended by the Police
Department.
6. REJECTION OF CLAIM NO. 89-49: CLAIMANT -GLORIA GALLEGOS; DATE OF

009/JAMBOREE ROAD, BARRANCA PARKWAY TO EDINGER AVENUE
Approve and authorize the Mayor and City Clerk to execute
subject Program Supplement Nos. 008 and 009 with the State of
California (Caltrans) for the Jamboree Road Extension Project
from Barranca Parkway to Edinger Avenue as recommended by the
Public Works Department/Engineering Division.
12. AUTHORIZATION TO ADVERTISE BID FOR REPLACEMENT OF PLAY EQUIPMENT
AT CENTENNIAL PARK
Approve specifications for replacement play equipment at
Centennial Park and direct the City Clerk to advertise for bids
as recommended by the Parks and Recreation Commission and the
Community Services Department.
13. RESOLUTION NO. 90-22 - A RESOLUTION OF THE CITY COUNCIL OF THE

Adopt Resolution No. 90-22 accepting works of improvement and

grading and drainage improvements along Jamboree Road between
Tustin Ranch Road and Santiago Canyon Road (relocated) as
recommended by the Public Works Department/ Engineering Division.
14. REQUEST FOR AUTHORIZATION FOR CAPITAL EXPENDITURE - CANINE
Authorize purchase of one replacement police dog and related
equipment from Adlerhorst Kennels, Riverside, California, at a
total cost of $9,434.00 as recommended by the Police Department.
15. POLICE CANINE FELLO
Retire Police Canine Fello from City Service and execute the
Sales Agreement selling Canine Fel to to Officer Tom Heritage as

Adopt Resolution No. 90-24 accepting works of improvement and
authorizing the recordation of the Notice of Completion for
public improvements along Irvine Boulevard, Tustin Ranch Road,
Portola Parkway and La Colina Drive; and assuming no claims or

tree removal at the following location: 14802 Foxcroft as

25. RESOLUTION NO. 90-21 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR
fir SIDEWALK AND CURB AND GUTTER REPAIR PROJECT, 1989-90 FISCAL YEAR,
AND AUTHORIZING ADVERTISEMENT FOR BIDS
Adopt Resolution No. 90-21 approving the plans and
specifications for subject project and directing the City Clerk
to advertise for bids as recommended by the Public Works
Department/Engineering Division.
26. JAMBOREE ROAD, BETWEEN BARRANCA PARKWAY AND EDINGER AVENUE, RIGHT -
OF -ENTRY MEMORANDUM OF UNDERSTANDING
Approve the amendment to the Jamboree Road Right -of -Entry
Memorandum of Understanding, and authorize the Mayor to execute
said document subject to the City Attorney's final
review/approval as recommended by the Public Works
Department/Engineering Division.

1. STATUS REPORT - JOHN WAYNE AIRPORT NOISE MONITORING PROGRAM (JWA) ,
COALITION FOR A RESPONSIBLE AIRPORT SOLUTION (CRAS) I AIRPORT SITE
COALITION (ASC) AND HELICOPTER OVERFLIGHT PROGRAM TASK FORCE
(HOPTF )
Update on the John Wayne Airport Noise Monitoring Program (JWA),
Coalition for a Responsible Airport Solution (CRAS), Airport Site
Coalition (ASC) and Helicopter Overflight Program Task Force
(HOPTF) .
Recommendation: Receive and file subject report as recommended
by the Community Development Department.
2. GREEN VALLEY BUILDING SETBACKS
At the December 4, 1989 City Council meeting, a resident requested
additional time to contact the property owners regarding a new
alternative of sidewalk removal on Green Valley Avenue.
Recommendation: Pleasure of the City Council.
3. MAIN STREET ORNAMENTAL STREET LIGHTING
In October of 1988, the City Council authorized staff to proceed
with the installation of ornamental street lighting along Main
Street between "C" Street and Pacific Street.
Recommendation: Approve Alternative No. 3 and authorize the
installation of fifteen conventional style marbelite street lights
along Main Street between "C" Street and SR -55 as recommended by
the Public Works Department/Engineering Division.
4. APPOINTMENT OF CITIZEN REPRESENTATIVE TO JWA NOISE ABATEMENT FORUM
AND MISCELLANEOUS MEETINGS
As of January 20, 1990, staff has received a total of two letters
of interest from residents of Tustin for this appointment.
Recommendation: Pleasure of the City Council.
5. REQUEST FOR PARKING - ALLEY SOUTHERLY OF LINDA LANE AND EASTERLY
OF YORBA STREET
At the January 2, 1990 City Council meeting, a resident of 13651
Rosalind Drive requested that vehicle parking be allowed on the
easterly side of the alley inclusive of the turn -around area at
the southerly end of the alley.

XI. NEW BUSINESS
1. PROPOSED GUIDELINES FOR CHURCHES LOCATED IN THE INDUSTRIAL
DISTRICTS
On January 2, 1990, the City Council requested staff submit the
Policy Guidelines for review at this meeting.
Recommendation: Receive and file subject report as recommended
by the Community Development Department.
20 REQUEST FOR FEE WAIVER - TUSTIN HISTORICAL SOCIETY MEETING
The Tustin Historical Society has contacted the Community Services
Department regarding the use of the Senior Center for meetings and
stated payment of fees would be a hardship on the membership.
Recommendation: Pleasure of the City Council.
3. NEWPORT AVENUE U-TURN MOVEMENTS BETWEEN EL CAMINO REAL AND THE
I-5 FREEWAY
At their January 15, 1990 meeting, the City Council requested
staff to review that portion of Newport Avenue between El Camino
Real and the I-5 Freeway with respect to the northbound Newport
U-turn movements to southbound Newport to gain access to the
freeway on-ramp.
Recommendation: Implement Alternative No. 2 and authorize the
installation of one additional "No U -Turn" sign in the Newport
Avenue raised median just north of the Sizzler Restaurant driveway
as recommended by the Public Works Department/Engineering
Division.
4. LEFT TURN PHASING ON WALNUT AT BROWNING
At the City Council meeting of January 2, 1990, staff was
requested to evaluate the need for an exclusive eastbound Walnut
Avenue left turn phase at the subject intersection.
Recommendation: Approve the modification of the Walnut/Browning
traffic signal and direct staff to include this project in the
1990-91 Capital Improvement Budget as recommended by the Public
Works Department/Engineering Division. The modification would
involve the installation of eastbound Walnut Avenue left turn
phasing.
5. AB2023 STATUS REPORT
Council requested a status report on subject legislation
prohibiting the sale of harmful matter.
Recommendation: Receive and file subject report as recommended
by the Administrative Services Department.

6. PROPOSED '"TLEMENT OR PARTIAL SETTLEM" OF SOME OF THE "RAILROAD
CASES"
Since the enactment of Proposition 13 in 1978, various railroads
have contended that their properties have been over valued for tax

1. PLANNING COMMISSION ACTION AGENDA - JANUARY 22, 1990
All actions of the Planning Commission become final unless
appealed by the City Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of
January 22, 1990.
2. KEY INTERSECTION ACCIDENT SURVEILLANCE
Memorandum from the City's Consultant Traffic Engineer outlining
the monitoring that is performed on various intersections and
other locations throughout the City on an on-going basis.
Recommendation: Receive and file as recommended by the Public
Works Department/Engineering Division.
3. "TUSTIN TODAY"
Staff has been informed that there is a new newspaper in town
named "Tustin Today" and the City of Tustin Community Services and
Recreation brochure is also named "Tustin Today".
Recommendation: Receive and file subject report as recommended
by the Administrative Services Department.
4. FREEWAY SOUNDWALL STATUS REPORT
At their January 15, 1990 meeting, the City Council requested a
status report on freeway soundwalls as they relate to developments
within the City of Tustin.

5. APRIL ELT 'ION - LOCATION OF POLLING ' \CES
The Council requested a status report indicating the* election
polling places be reagendized for the February 5, 1990 City
Council meeting.

6. RED HILL AVENUE AND WALNUT AVENUE STREET IMPROVEMENTS
Report on the improvement of the intersection at Red Hill and
Walnut Avenues with the widening of each street adjacent to the
Nisson property at the northeasterly corner of the intersection.
Recommendation: Receive and file subject report as recommended
by the Public Works Department/Engineering Division.
