SUBJECT: REQUEST FOR TREE REMOVALS
RECOMMENDATION:
That the City Council, at their regular meeting of February 5, 1990, approve the Public
Works Department's recommendations on tree removal requests, which are more
specifically as follows:

BACKROUND
Attached, as an exhibit, is a list of tree removal requests which were received by the
Public Works Department through January 29, 1990. The requests are for the removal
of trees located in the public right of way.
Each location has been investigated by a member of the City's tree maintenance staff.
Staff has rendered a recommendation, prepared cost estimates, and in residential
areas, surveyed adjacent property owners to assess neighborhood opinion. This
information is contained in the specific request tabulated in the attached exhibit.
Trees approved for removal, by Council, shall be removed and replaced by City crews.
Replacements will be with a tree of acceptable species from the City's approved tree list.

That the City remove one large Carrotwood tree in tree well on
Westbound McFadden, West of Williams, at City expense.
Staff Evaluation:
A large Carrotwood tree that has outgrown the tree well. This
tree has pushed out the curb and gutter approximately 2 inches.
Neighbor Response:

Recommendation:
That the City approve request. That the tree be replaced with a
15 gallon Carrotwood, in a barrier box.
Estimated Cost:
The estimated cost to remove the tree , and replace with a
Carrotwood tree in a root barrier box is: $480.00

Request: That the City remove one Ficus Nitida tree in the parkway at
City expense.
Staff Evaluation: This is a large healthy Ficus Nitida tree that was planted. too
close to a water meter box.
Neighbor Response: Yes - 3 No- 1 No Reply - 1
Recommendation: That the request be approved. That the City replace tree with a
Magnolia with a root barrier box at a location away from
existing water meter box.
Estimated Cost: The estimated cost to remove Ficus tree and replace with a
Magnolia tree is: $380.00

Request: That the City trim one Ficus tree in parkway at City expense.
Staff Evaluation: This Ficus tree is larger than the neighboring trees. Mr.
Lenquest's complaint was that the tree drops leaves on his flat
roof, plugging the storm drains. This tree is located in the "Old
Town" area of Tustin.
Neighbor Response: None Taken
Recommendation: That the City approve request. That the City remove no more
than 301% of the crown, and thin out the tree only.
Estimated Cost: The estimated cost to trim the Ficus is: $224.00

Request: That the City remove two Liquid Amber trees in parkway at City
expense.
Staff Evaluation: Both of these trees have severely exposed service roots. Some as
high as two inches above turf level. Both trees are lifting the
sidewalk.

Recommendation: That the request be approved. That the trees be replaced with
two magnolia trees, with root barrier boxes.
Estimated Cost: The estimated cost to remove both trees, and replace with two
Magnolia trees with root barriers is: $610.00

Staff Evaluation: Two large Ficus trees that are out growing the parkway. Both
trees have exposed root systems.

Recommendation: That the City approve request. That the trees be replaced with
Magnolia trees with root barrier boxes.
Estimated Cost: The estimated cost to remove two Ficus trees, and replace with
Magnolias is: $760.00

Staff Evaluation:
A healthy Liquid Amber tree. A small crack in sidewalk, curb,
and gutter, but without any separation. This is a deciduous tree.

That the City deny request.
