SUBJECT: COALITION FOR A RESPONSIBLE AIRPORT SOLUTION (CRAB),
AIRPORT SITE COALITION (ASC) AND HELICOPTER OVERFLIGHTS
TASK FORCE (HOTF )

DISCUSSION
JWA - As of January 24, 1990 the status of Air Cargo operations at
JWA is still in the "on-going discussion" phase. The County is
still waiting for the cargo carriers to provide information about
types of aircraft, aircraft noise profiles, and hours of
operations. Attached to this report is a copy of a letter from
Mayor Edgar to the Board of Supervisors expressing the City's
concerns over these issues. Staff will continue to monitor this
and will keep the Council informed on its status.
Staff is presently researching Councilmen Kelly's and Prescott's
proposal to install permanent noise monitoring equipment and a
public display of a noise monitoring facility showing locations of
monitor stations (with lights) computer printouts, etc. Staff is
scheduling a visit to Burbank Airport to inspect their system. As
part of our research, some of the issues we will examine include
the following:
° Suppliers of systems
° What equipment is available
Cost of equipment/system
° Cost to prepare specifications for a system in Tustin
Procurement - Bids
° Operational requirements and costs
° Alternatives
Staff will be attending the 5th Annual Airport Noise Symposium on
February 6th and 7th, at which time we hope to collect additional
information about equipment, noise monitoring and speak to
manufacturer's representatives.
On January 18th, staff attended a meeting of the County Airport
Land Use Commission which was considering action on a proposed 21

story, 288 foot tall office building located near the corner of
Anton Street and Avenue of the Arts in the City of Costa Mesa
(known as the "Town Center", near South Coast Plaza). Staff was
interested in the potential impact of the proposed building on the
LDA navigation system at JWA. Staff testified that the City of
Tustin was interested in protecting the LDA from the same fate of
the VOR. The Commission noted that the FAA had determined that the
proposed building would not impact Visual Flight Rules, Instrument
Flight Rules or Navigation Aids and approved the building.
Subsequent discussion focused on the fact that although the FAA
does include a cumulative impact analysis in their review of a
building, such review did not protect the VOR. Consequently, the
Commission asked that the issue of an independent cumulative impact
study be agendized for additional discussion. Staff believes this
is an important step towards protecting the LDA and will continue
to monitor this issue and update the council as it develops.
CRAS - The CRAS Board of Directors met on January 22nd. Attached
to this report is a memo from Kathy Weil summarizing that meeting
(Attachment I).
ASC - There is no new information to report at this time.
HOTF - There is no new information to report at this time.

RE: Regular Board Meeting of CRAS -1/22/90
Our first meeting in the new year was a very brief one. The date of the upcoming Annual Meeting of
CRAS was#discussed. It will probably take place around the 3rd or 4th week in March. Paine &
Associates, our PR firm will notify the membership through a new CRAS newsletter that will be
published shortly and then quarterly thereafter. Through my printing contacts I was able to cut the
printing bill for the newsletter in half for them.
Sam Rake, our legislative aide from City of Irvine, reported that the final report from the Airport Site
Coalition had run into some trouble in getting out to the public. The Board of Directors had a problem
with the "Action" section of the report and has asked that it be re -written. Hopefully the report will be
made public soon.
CRAS is using the services of a traffic engineer to highlight the flaws in the data, used by the Coalition,
for the circulation section of their report. CRAS feels that in case, for some unknown reason, El Toro
is considered again, in the future, that at least the data will be correct, making it an even less desirable
site.
Doyle Seldon is leading the effort to prepare CRAS's response to ICAA's Report on the Feasibility of
El Toro (Ken Delino's report). This is no small task so the entire Board will be involved in digesting and
publishing this report.
ICAA has not met since Ken's report was released in December. Also there is no comment from the
SCAG Airport Group. The committee will probably hear the item in late February, early March. I'll
keep you informed.
