SUBJECT: REQUEST FOR PARKING - ALLEY SOUTHERLY OF LINDA LANE
AND EASTERLY OF YORBA STREET
RECOMMENDATION:
That the Tustin City Council deny the request for parking on the
easterly side of the alley southerly of Linda Lane and easterly of Yorba
Street.
BACKGROUND:
At the January 2, 1990 City Council meeting, Mr. Ralph Westrum, 13651
Rosalind Drive, requested that vehicle parking be allowed on the
easterly side of the alley inclusive of the turn -around area at the
southerly end of the alley. This alley is located southerly of Linda
Lane and easterly of Yorba Street. Mr. Westrum's request included the
lowing information:
1. There are six residences on the westerly side of the alley having
garages taking access from the alley.
2. There are only three residences on the easterly side of the alley
having garages taking access from the alley.
3. Due to the above-mentioned access, more potential parking spaces
would be available on the easterly side.
4. The twenty -foot alley width with parking on'one side would allow
12-14 feet of travelway, assuming vehicles would be parked from
one to two feet of the easterly alley right-of-way line.
Current City Code Section 5332F provides for the following:
No person shall stop, stand or park a vehicle for any purpose
other than loading or unloading of persons, materials in any
public or dedicated alley and any private alley as stipulated
by special ordinance.
DISCUSSION:
The City Council at their meeting of January 2, 1990 again referred this
tter back to staff to review Mr. Westrum's request to allow parking on
easterly side of the alley. Staff's review of this request is
recapped as follows:
1. The above-mentioned City Code Section 5332F prohibits parking as
stated. Any allowance of parking within the alley would require
modification/revision to that section of the code.

2. The Orange County Fire Department was previously contacted and they
had indicated that alleys shall have a clear minimum width of twenty
(20) feet, an all-weather surface, and a clear vertical clearance of
13'-6" per Section 10209 of the Uniform Fire Code. Any allowed park-
ing within the alley would not meet the minimum standards of the
Uniform Fire Code.
3. Any parking within the alley turn -around area should be prohibited
to provide maximum maneuverability for all turning vehicles.
4. Any vehicles parking directly across from garages/driveways could
conflict with access to and from those garages/driveways. However,
this could be resolved by mutual agreement between the neighbors.
Attached for the City Council's reference is an aerial photo of the
a---1.ey with the garages highlighted in yellow.
A ropy of this report has been sent to each owner of record whose
property abuts the alley.
