SUBJECT: VACANT PARCEL - EASTERLY SIDE OF PROSPECT AVENUE AND
NORTHERLY OF MAIN STREET
RECOMMENDATION:
Pleasure of the City Council.
BACKGROUND:
The City Council requested staff prepare a report on any potential use
by the City for the vacant parcel located on the easterly side of
Prospect Avenue and northerly of Main Street. This parcel is delineated
in yellow on the attached drawing.
The subject parcel has a frontage of 95 feet along Prospect Avenue, an
existing parcel depth of 125 feet, and is 0.27 acre in size. The
ultimate improvement plans for Prospect Avenue would require the taking
of an additional 10 -foot strip of land across the frontage of the parcel
resulting in a net parcel depth of 115 feet and a parcel size of 0.24
acre. This parcel is contiguous to the existing water facility parcel
as shown in blue on the attached drawing. The existing water facility
parcel is 150 feet by 311 feet consisting of 1.07 acres. The existing
water facility site currently contains an office/loading dock building,
a 180,000 gallon reservoir, two active wells, shop/storage building,
vacant single family residence, equipment/employee parking, and a
nitrate removal plant. The current site is marginal in size for the
current operation and could present a problem as the water service
operational duties expand.
DISCUSSION:
The subject parcel appears to have two potential city related uses as
follows:
1. Public parking facility.
2. Expanded water facility site.
The public parking facility could provide for eighteen (18) parking
spaces consisting of sixteen (16) spaces 9' x 20' and two (2) handicap
spaces 13' x 201. The lot would have a center access aisle twenty-seven
(27) feet in width and a fourteen (14) foot wide landscaped area
adjacent to the northerly and southerly property lines of the parcel.
There is no apparent need for public parking at this location at this
time.
If the parcel were to be utilized as expansion to the water facility
site, it could accommodate the following, or a combination thereof:

1. The parcel could be utilized for a new well site that could be
drilled to an aquifer depth (1000-1200 feet), deeper than the
the two existing wells (500-600ifeet). The long term reliability
of existing Well No. 2 is questionable, as t was constructed in
1962 and required extensive rehabilitation in 1974.
2. The existing shop/storage area is approximately 2200 sq. feet in
size with the easterly third of the structure being constructed
of unreinforced brick. The subject parcel could support a shop/
storage type building up to 11,000 sq. ft. with adequate space
remaining for additional employee/equipment parking. Currently,
the adjacent streets are utilized for employee parking.
3. The parcel would also provide less restricted access to Well No.
3. Current access has been somewhat restricted with the location
of the nitrate removal plant.
4. The relocation of the existing shop/storage facility to the
subject parcel would provide a potential reservoir site on the
existing water service facility property for a 1.75 to 2.75
million gallon facility.
Another scenario for consideration is the relocation of Fire Station No.
37 from the Corporation Yard site. This relocation would provide
additional space at the Service Road site to all expansion and/or
relocation of the Water ServiceShop/Storage and equipment to that site.
This would then allow the existing Main Street site to be utilized for a
storage reservoir. The County of Orange is currently evaluating the
relocation of Station 37 and should be completed with their evaluation
in the next few months.
