BACKGROUND: At their January 15, 1990 meeting, the City Council requested a status report on freeway soundwalls as they relate to developments within the City of Tustin. Two freeways, the Santa Ana I-5 and the Costa Mesa SSR -55 traverse through the City of Tustin. The I-5 freeway enters the southeasterly part of the City at Jamboree Road and extends northwesterly Main Street, r�-re or less. The SR -55 freeway enters, or is adjacent to, the City at ner Avenue and extends northeasterly and northerly to Fairhaven �.enue. The Santa Ana I-5 widening project will include the construction of soundwalls adjacent to all residential properties along the construction project within the Tustin city limits. The Costa Mesa SR -55 widening project between Dyer Avenue and Irvine Boulevard is included within the I-5/SR-55 interchange modification project. All residential properties adjacent to this project will have soundwalls constructed as a part of the project. Soundwalls will not be constructed adjacent to commercial and/or industrial properties as a general rule. DISCUSSION: The residential properties located adjacent to and easterly of the Costa Mesa SR -55 freeway northerly of Irvine Boulevard are all within the Tustin city limits. This segment of freeway has no planned construction of soundwalls. it is anticipated that any future widening of this segment of the freeway would include the construction of soundwalls. The following is a recap of what currently exists with respect to walls and/or fences: * Between Irvine Boulevard and Seventeenth Street. The freeway is below grade within this area and the residences are buffered by either 6 foot blockwalls and/or wood fences. The freeway is at grade within this area and the residences southerly of Bonner Drive are buffered by a variable height (6-8 ft.) blocky wall constructed with the tract development. The residences northerly of Bonner Drive are buffered with a 61- 8" block wall constructed with the tract development. * Between Santa Clara Avenue and Fairhaven Avenue. The freeway is at grade within this segment and the residences are buffered by a 61- 8" block wall on top of a variable (3-4 feet) height earth berm constructed by the tract development. The areas along the westerly side of the SR -55 freeway between Irvine Boulevard and Fairhaven Avenue are either in the City of Santa Ana or County of Orange.
