HUNTIN(;r(1N IIEACII The legislation repeals County Solid Waste Management Plans (COSWMP), and IRVINE instead, requires preparation of a Countywide Integrated Waste Management Plan, IAGLINA IIF:ACII which incorporates many of the existing features and procedures of the traditional LAGUNA NIGUFL COSWMP. IA HARIIA One of the changes warranting the attention of and timely action by Orange County IA PALMA cities is the requirement of each county to convene on or before March 1, 1990, IDS AIAMITOS MISSION VIEJO (and every five years thereafter), a countywide task force to assist in the development of the Countywide Integrated Waste Management Plan, individual city NEWPORT HEACII and county Source Reduction Recycling Elements and the Countywide Siting ORANGE Element. The task force is charged with several tasks to ensure a coordinated and PIACENT•IA cost-effective regional integrated waste management program. (See AB 939, Part SAN CLEMENTE SAN JUAN CAPISTRANO II, Chapter 2) SANTA ANA The membership of the task force is to be determined by the Board of Supervisors IIFand STANTONAL IIF;A a majority of the cities having a majority of the population, and may include •I'usTIN representatives of the solid waste industry, environmental organizations, general VIIIA PARK public, special districts, and affected governmental agencies. wFsrMTNsTER In response to Division inquiries, county staff has indicated that the Board o YOIIIIA LINDA Supervisors is supportive of naming the Waste Management Commission as the countywide task force required by the legislation. Designation of the Waste Management Commission would accomplish several objectives: 1) ensure continued strong representation by cities in countywide solid waste matters; 2) prevent proliferation and fragmentation of committees dealing with waste management issues; 3) facilitate consistency among the plans and elements developed by cities and the County in response to AB 939; 4) aid in efforts to integrate countywide waste management planning in Orange County. The Steering Committee voted at its meeting on January 18, 1990 to recommend that cities support the proposal to name the Commission as our countywide task force. Given the legislation's requirement to convene a meeting of the task force on or prior to March 1, 1990, I would encourage your city council to take timely action on this matter, as the designation does necessitate approval of a majority of the cities containing a majority of the population. Please contact me or the Division if you have any questions or concerns. I would appreciate notification to the Division of any action your city takes on the designation.
