AB 939 - COUNTYWIDE WASTE MANAGEMENT TASK FORCE
Per the attached memorandum from the League of California Cities, it is
recommended that the City Council approve designation of the Orange County
Waste Management Commission as the countywide task force required by AB 939.

In response to Division inquiries, county staff has indicated that the Board o

Supervisors is supportive of naming the Waste Management Commission as the
countywide task force required by the legislation. Designation of the Waste
Management Commission would accomplish several objectives: 1) ensure
continued strong representation by cities in countywide solid waste matters; 2)
prevent proliferation and fragmentation of committees dealing with waste
management issues; 3) facilitate consistency among the plans and elements
developed by cities and the County in response to AB 939; 4) aid in efforts to
integrate countywide waste management planning in Orange County.
The Steering Committee voted at its meeting on January 18, 1990 to recommend
that cities support the proposal to name the Commission as our countywide task
force. Given the legislation's requirement to convene a meeting of the task force on
or prior to March 1, 1990, I would encourage your city council to take timely action
on this matter, as the designation does necessitate approval of a majority of the
cities containing a majority of the population. Please contact me or the Division if
you have any questions or concerns. I would appreciate notification to the Division
of any action your city takes on the designation.
