Huston, City Manager Administrative Services Department CONS ENT -CALENDAR NO. 11 2-20=90 Inter - Com RESOLUTION NO. 90-33 AMENDING THE CLASSIFICATION PLAN RECOMMENDATIONS: 1. Adopt Resolution No. 90-33 amending the Classification Plan of the City of Tustin to include the management position of Resident Project Engineer. 2. Approve compensation of Resident Project Engineer at $65.77 per hour and authorize an annual increase to equal the Consumer Price Index. BACKGROUND: The City currently employs Samuel Johnson as a consultant Resident Engineer on the East Tustin Assessment District projects under a professional services agreement. As consultant demands diminish within the Tustin Ranch, the City desires to utilize Mr. Johnson's service on an upcoming project entitled "Jamboree Road Improvements between Edinger Avenue and Barranca Parkway." This project is a joint effort between both the City of Tustin and the City of Irvine and is estimated to be under construction for approximately 18 months, at an estimated cost of $16 million. The Jamboree project will be partially funded by Federal Aid Urban (FAU) funds through CalTrans administration of the project. CalTrans has indicated that the City may not utilize a consultant in this position and that the City's Resident Engineer must be on the City payroll. Staff has researched the alternatives and believes that the most cost effective way to retain Mr. Johnson's valuable services, and meet CalTrans and FAU requirements, is to place Mr. Johnson on the payroll as a temporary part-time employee for the duration of the Jamboree Road project, at the current hourly rate that he is paid under the existing professional services agreement. A Resolution amending the City's Classification Plan is attached, as well as a job description for Resident Project Engineer. In brief, a Resident Project Engineer supervises the design and construction of major capital improvement projects; has considerable experience in the administration, design, and Page 2 construction of these major capital improvement projects; possesses a Bachelor of Science degree in Civil Engineering; has a minimum of 10 years experience; and is registered as a professional Civil Engineer in the state of California. k,at- . White, Director Community and Administrative Services RAW:kd Attachment: Resolution No. 90-33 RAW:WAH90-33.wp 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 90-33 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN WHEREAS, the City adopted a Classification Plan in 1984, by adopting Resolution No. 84-63; and WHEREAS, it is desireable and appropriate to revise and update the Classification Plan when appropriate; NOW, THEREFORE, the City Council of the City of Tustin, California, does hereby resolve that the Classification Plan of the City of Tustin, dated August 20, 1984, is hereby amended to include the classification of Resident Project Engineer, as outlined in the attached job description. Passed and adopted at a regular meeting of the Tustin City Council held on the 20th day of February, 1990. FY _s VM ATTEST: CITY CLERK RAW:RES90-33.WP CITY OF TUSTIN RESIDENT PROJECT ENGINEER Position: Under direction of the Engineering Services Manager, is responsible for supervision of the design and construction of major capital improvements. Example of Duties: Supervises the work of engineers in designing, and through the construction phase of major capital improvements. Coordinates work with developers, engineers, contractors and other public agencies to assure efficient and effective work schedules. Conducts negotiations with developers, contractors and others as required on construction projects to represent the interests of the City. Prepares pay estimates and reports for major capital improvements. Attends and conducts meetings in conjunction with City capital improvement projects. Performs other professional level engineering work as required. MINIMUM QUALIFICATIONS: Education/Experience: Any combination of training and experience equivalent to a Bachelor of Science Degree in Civil Engineering and 10 years of experience in a professional level engineering position involving responsibility for the design and construction of major capital improvement projects. Included in the 10 years above, 3 years of supervising professional level engineers is highly desireable. Knowledge of: Negotiating contracts and work schedules in Public Works construction projects; Civil engineering principles and practices, particularly in the public works sector; budgeting and cost estimating procedures for public works projects; designing capital improvement projects such as streets, storm drains, sewers, bridges, traffic signals, street -lighting systems, underground utilities, curbs, gutters, sidewalks, and other public improvements. Skill in: Writing required reports associated with public works projects such as environmental impact reports, council reports, engineer's estimates, and others; supervising employees and consultants in their job duties through the design and construction of capital improvement projects; administering contracts with developers and contractors related to public works projects; conducting meetings and making public presentations as required. License: Registration as a professional Civil Engineer in the state of California and a valid California Class III driver license are required. RSPRJENG.wp
