RESOLUTION NO. 90-33 AMENDING THE CLASSIFICATION PLAN
RECOMMENDATIONS:
1. Adopt Resolution No. 90-33 amending the Classification Plan
of the City of Tustin to include the management position of
Resident Project Engineer.
2. Approve compensation of Resident Project Engineer at $65.77
per hour and authorize an annual increase to equal the
Consumer Price Index.
BACKGROUND:
The City currently employs Samuel Johnson as a consultant Resident
Engineer on the East Tustin Assessment District projects under a
professional services agreement. As consultant demands diminish
within the Tustin Ranch, the City desires to utilize Mr. Johnson's
service on an upcoming project entitled "Jamboree Road Improvements
between Edinger Avenue and Barranca Parkway." This project is a
joint effort between both the City of Tustin and the City of Irvine
and is estimated to be under construction for approximately 18
months, at an estimated cost of $16 million.
The Jamboree project will be partially funded by Federal Aid Urban
(FAU) funds through CalTrans administration of the project.
CalTrans has indicated that the City may not utilize a consultant
in this position and that the City's Resident Engineer must be on
the City payroll. Staff has researched the alternatives and
believes that the most cost effective way to retain Mr. Johnson's
valuable services, and meet CalTrans and FAU requirements, is to
place Mr. Johnson on the payroll as a temporary part-time employee
for the duration of the Jamboree Road project, at the current
hourly rate that he is paid under the existing professional
services agreement.
A Resolution amending the City's Classification Plan is attached,
as well as a job description for Resident Project Engineer. In
brief, a Resident Project Engineer supervises the design and
construction of major capital improvement projects; has
considerable experience in the administration, design, and

construction of these major capital improvement projects;
possesses a Bachelor of Science degree in Civil Engineering; has
a minimum of 10 years experience; and is registered as a
professional Civil Engineer in the state of California.
