APPROVAL OF AN AMENDMENT TO CONSULTANT SERVICES FOR
COMPLETION OF THE PACIFIC CENTER EAST SPECIFIC PLAN AND
EIR
RECOMMENDATION
It is recommended that the Redevelopment Agency authorize the
Executive Director to execute an amendment to the Consultant
Services Agreement for preparation of the Pacific Center East
Specific Plan and EIR subject to approval of the City Attorney and
receipt from Santa Fe Land Improvement Company of $52,800.00.
BACKGROUND
The Redevelopment Agency in late 1987 authorized a Consultant
Service Agreement with the firm of Phillips Brandt Reddick (PBR)
to provide services for preparation of a Specific Plan and EIR for
the Pacific Center East Project.
The Pacific Center East Project site is a 126 acre site located in
the South Central Project area and generally bounded by Valencia
Avenue, SR -55 (Costa Mesa Freeway), the northern limits of the
Santa Ana -Sante Fe Channel and Railroad right-of-way and Red Hill
Avenue.
While the consultant has been diligently proceeding with
preparation of the plan over the last two years, there have been
a number of delays that were necessitated by the need to complete
a preliminary design concept for extension of Newport Avenue with
an underpass to extend beneath the railroad and flood channel and
reconfiguration of the SR -55 eastside ramps. The input from these
studies necessitated modifications to original alternatives and
land use concepts being evaluated for the project as well as
supplemental technical analysis. Additional plans, fiscal
analysis, meetings and project reviews and technical analysis were
not included in the initial scope of services for the project,
thereby necessitating a contract modification. Additional
technical analyses needed for the project have included preliminary
engineering services for the Specific Plan and EIR preparation to
include preparation of a aerial photo/topographic map of the site,
a preliminary hydrological study of the site, preliminary survey

of future storm drains, water sewer facility and utility agency
coordination. Many of these tasks were originally to be assumed
by the City's Public Works Department but existing workload and
capital projects/ in design and construction make their full
involvement impossible. The firm of RBF & Associates has been
identified as a subconsultant to complete these tasks. In
addition, a expanded scope of services for traffic studies for the
project from Austin Foust Associates was needed.
The original scope of work for the Specific Plan and EIR was to
have totalled approximately $167,380 including preparation of a
fiscal impact computer model and approximately $2,700 of non -wage
costs such as reproduction and travel. Since Santa Fe Land was the
largest landowner in the area, they were responsible for initially
depositing $121,000 toward the cost of the Specific Plan and EIR.
The Agency was initially responsible for. $46,380 of the project
with the intention of recouping these costs after adoption of the
Specific Plan from other property owners and/or developers in the
project area who require city development approvals as authorized
by State law.
The necessary contract modifications to complete the project would
increase the total project costs (including non -wage costs) to
$255,500 for a net increase of $88,120. Santa Fe land would be
responsible at this time for depositing approximately $52,800 of
this net increase with the Tustin South Central Project Area
responsible for approximately $35,320. These were anticipated
additional costs included in the 1989-90 Agency budget.

AMENDMENT TO THE AGREEMENT FOR CONTRACT SERVICES
THIS FIRST AMENDMENT TO THE AGREEMENT FOR CONTRACT SERVICES is made
and entered into by and between the TUSTIN REDEVELOPMENT AGENCY
("Agency") and PHILLIP BRANDT & REDDICK ("Contractor").
1.0
Recitals
The City of Tustin ("City") and Phillip Brandt & Reddick
("Consultant") entered into an Agreement for Contract Services
on August 13, 1987. Additional tasks are now necessary to
complete the project which necessitate that provisions of the
Agreement be amended.
2.0 Amendment to Agreement
The Agreement for Contract Services between the parties dated
August 13, 1987 is hereby amended as follows:
2.1 The parties to the Agreement shall be the Tustin
Community Redevelopment Agency and Phillip Brandt Reddick
Wherever "City" appears in the Agreement it shall be
replaced by Agency.
2.2 The Scope of Services identified in Exhibit 'A' of the
Contract Services Agreement shall be amended to include
those additional tasks identified in Table 1 and the
attached subcontracting proposals from Austin -Faust
Associates, Inc. and Robert Bein, William Frost and
Associates included as Attachments A, B, and C to Table
1 attached hereto and incorporated herein by reference.
Attachments A, B. and C shall also be included as part
of Exhibit A of the Contract Agreement replacing the May
19, 1987 proposal from Fuscoe Williams Lingren & Short
and the May 19, 1987 proposal from Austin Faust
Associates.
2.3 The representative of Contractor contained in Section 4.0
and provisions for contractor Notice contained in Section
9.1 of the original contractor identifying Phillip R.
Schwartze, Vice President shall be deleted and replaced
by Cheri Phelps, Vice President.
2.4 Exhibit B, Item 2 is amended to delete Fuscoe Williams
Lingren & Short and replace with Robert Bein, William
Frost and Associates for hydrology and other preliminary
engineering services.
2.5 Compensation noted in Section 2.1 and Exhibit C of the
Contract Agreement to complete tasks originally
identified in Exhibit A plus additional tasks identified
in Table 1, attached and incorporated herein by
reference, shall be $255,500.

2.6 The revised schedule to complete the project included as
Table 2, attached incorporated herein by reference is
mutually agreeable
2.7 Except as modified herein, all remaining terms and
conditions of the Contract Services Agreement shall
remain in full force and effect.

Austin -Foust Associates, Inc. (AFA) is pleased to update the scope of services for the Pacific
Center East Specific Plan traffic study. The work outlined here is based on discussions with
Caltrans and the City of Tustin.
The work tasks that we will perform are as follows:
1. Develop Trip Generation Estimates The current proposals for the Specific Plan arca
will be analyzed in relation to their trip generation characteristics.
2. Prenare'l'raMc Forecasting Procedure The Orange County Metro Business Area traffic
model will be used for the forecasting work. Both unconstrained and constrained
(peak hour) versions of the model will be prepared for use in this study.
3. Derive Updated Interchange Demands Data from the traffic model will be used to
develop estimates of future usage of the Edingcr/SR-55 ramps. The intent will be to
quantify the increases in demand that arc forecast here and to show how the
contributions relate to circulation improvements such as a Valencia overcrossing at
SR -55.
4. Analyze Preferred 'Traffic Improvement Plan This part of the analysis will involve a
discussion of preferred traffic plan for this arca. It will analyze the proposed
development in relation to the surrounding circulation systems and discuss potential
improvements. Peak hour freeway volume issues will be addressed in this part of the
analysis.
5. Analyze Special Circulation System Components A special analysis will be made of
the proposed Newport Avenue extension and of a potential Valencia Street overcrossing
of SR -55.
6. Cumulative Analysis (Optional task) The analysis described above will utilize buildout
conditions for the analysis data base. This optional task will involve a short-range
analysis based on cumulative projects in Tustin and the adjacent portion of Santa Ana.

7. Prepare Traffic Report This final task will involve preparing a suitable traffic report
for inclusion in the EIR.
Costs will be charged on a time and materials basis according to the attached fee schedule.

SCOPE OF WORK AND FEE ESTIMATE
PACIFIC CENTER EAST SPECIFIC PLAN/EIR

Introduction
The following is a Scope of Work and Fee estimate for preliminary engineering services to
be provided in support of the Pacific Center East Specific Plan/EIR. The project site
encompasses approximately 125 acres and is located at the southern limits of the City of
Tustin. The site is bounded by the S.R.-55 Freeway on the northwest, AT & SF Railroad
on the northeast, Red Hill Avenue on the southeast and Valencia Avenue on the southwest.
We understand that the project will include office, commercial, regional, and technology
center uses. As part of development plans Newport Avenue is proposed to be extended
beneath the AT & SF Railroad and the Santa Fe Flood Control Channel (F-10) north of
Edinger Avenue.
Scope of Work/Fee Estimate:
Client and Consultant, for mutual consideration herein after set forth agree as follows:
A. Consultant agrees to perform the following services:
Task No. 1 Aerial Topographic Mapping
Topographic maps of the project site and adjacent areas will be provided at a 1 inch = 40
foot scale with a 1 foot contour interval. The area to be flown, compiled and scribed on
reproducible mylar encompasses approximately 200 acres bounded by Sycamore Avenue on
north, Red Hill Avenue on the southeast, Valencia on the southwest and S.R.-55 on the
northwest. The map coverage is intended to provide a baseline for analysis of the proposed
project impacts on and off-site.
Task No. 2 Research, Investigation and Site Reconnaissance
Drainage Facilities
The existing hydrologic conditions at the project site, and areas tributary to it, will be
examined. Work under this task will include a general examination of the topographic
features, drainage patterns, storm drainage facilities, land uses, geology and soil conditions
of the area. This investigation will be used to perform a hydrologic analysis of the project
site and its tributary area to determine 25 -year and 100 -year runoff under existing land use
conditions. The hydrologic assessments will be conducted in accordance with the Orange
County Environmental Management Agency's Hydrology Manual guidelines (OCEMA,
1986). Existing drainage facilities within the project site and immediately downstream of
it will be located, and their capacities will be determined. Work under this scope will also
include review of the Federal Emergency Management Agency's (FEMA) Flood Insurance
Rate Maps (FIRM) to show the zones of flooding at the project site and it's near vicinity.
A hydrologic exhibit summarizing the results will be prepared and presented on the project
base maps.
Sewer and Water Facilities
The location, size, and availability of water and sewer services at the project site and it's
near vicinity will be researched. As part of this analysis the Orange County Sanitation
District, the City of Tustin, and the East Orange County Water District will be contacted
and their design criteria will be reviewed. Available capacities or known deficiencies with
each system, as noted by the utility owner, will be documented. The location and size of
existing facilities will be shown on the project base maps.
Task No. 3 Evaluation of Project Impacts
Storm Drainage Facilities
Drainage patterns associated with the development of the project site will be examined.
25 -year and 100 -year design flow rates for the two alternative site plans will be determined.
Any diversions of onsite or offsite drainage areas contemplated with development will be
quantified. This investigation, along with Task No. 2, will allow determination of drainage
impacts. Hydrologic exhibits summarizing the results of the analysis will be prepared on
the project base maps. Work under this task will be based on site plans indicating proposed
grading prepared by Client.
Sewer and Water Facilities
Work under this task will include preparation of an evaluation of water system flow
requirements and sewerage system flow rates for both alternative site plans proposed for
the new development. These analyses will be based on utility company and jurisdictional
agency standards. A comparison'of existing and proposed conditions will be presented.
Work under this task will be based on site plans indicating proposed grading prepared by
Client.
Task No. 4 Mitigation Measures/Master Planning
Storm Drainage Facilities
Drainage improvements and other measures necessary to mitigate possible increased runoff
rates will be assessed. Alternative drainage improvements will be discussed and a
preliminary recommended drainage system master plan will be provided. Preliminary plans
indicate that the project site would be draining to the Santa Fe Flood Control Channel (F-
10). It is anticipated that a pump station will be required for the Newport Avenue roadway
undercrossing of the flood control channel. The size and location of the pump station will
be estimated in this master plan of drainage. In addition, drainage improvements necessary
to protect the project site from offsite flooding will be discussed. Drainage system sizing
will be in accordance with the OCEMA and City of Tustin design guidelines. Preliminary
master plan exhibits will show the recommended systems.

Preliminary sewer and water master plans will be prepared for the developed project
condition. Exhibits will be prepared summarizing the preliminary facility sizes and their
general locations. Work under this task will be based on the criteria and standards of the
utility company and jurisdictional agency.
Task 'No. S Report Pr eparration
A report summarizing the results of Tasks 1 through 4 will be prepared. The technical
support data will be attached to this report as a technical appendix. The format of the
report will be suitable for use in the Specific Plan and the EIR.
Task No. 6 Utility Company Agency Coordination
The availability of major utility services such as gas, electric, telephone and cable television
for the project site will be coordinated with responsible utilities. Agency/Utility atlases and
master plans of utilities will be used for this purpose. These utilities include:
• Souther California Edison Company
• Pacific Bell
• Southern California Gas Company
• Continental Cable Television
In addition, the preliminary engineering tasks will require interaction with the California
Department of Transportation, AT & SF Railroad, City of Tustin, City of Santa Ana,
Orange County EMA, Public Utilities Commission, and others. A budget fee amount
based on providing 20 manhours of consultation has been provided.
Task No. 7 Meeting Attendance
Attend necessary meetings and public hearings for the processing and adoption of the
Specific Plan and EIR. Work under this item is based on providing 10 manhours of
consultation services as directed by Client.
Task No. 8 Pmlirnintrry Cast Estimate
Consultant will prepare a preliminary estimate of infrastructure construction costs associated
with development of the preferred site plan concept. Construction costs will be based on
unit prices established by evaluation of recent published construction bids for similar work
in this geographic area.
B. Client agrees to compensate Consultant for such services outlined herein as follows:
Consultant will complete the Work Tasks and invoice Client monthly on a percentage of
completion basis plus the direct costs of blueprinting and reproduction.

Any work relating to preparation of soils or geotechnical reports, acoustical studies,
environmental analysis or documentation, final engineering design or surveying, grading
concept plan preparation or earthwork quantity calculations, regional offsite infrastructure
systems designs such as freeway offramp concept planning and flood control channel design
are specifically excluded from this scope of work. If these services are required, they will
be undertaken for an additional fee under a separate scope of work. The fees shown herein
are valid until August 1, 1990 at which time Consultant reserves the right to increase
unbilled fees 10 percent.
