This agenda contains a brief general description of each item to be considered. Any person having a question concerning an item may call the City Clerk's office for clarification. Except as otherwise provided by law, no action shall be taken on any item not appearing in the following agenda. Copies of staff reports pertaining to this agenda are available for public use in the books located at the Police Department, Tustin Library and, on the evening of the meeting, at the rear of the Council Chambers. Listening devices for the hearing impaired are available upon request from the City Clerk. APPROVAL OF MEMORANDUM OF UNDERSTANDING WITH TUSTIN POLICE OFFICERS ASSOCIATION Direct the City Manager to execute the Memorandum of Understanding with the Tustin Police Officers Association as recommended by the Administrative Services Department. 7. REVISION TO PARR DESIGN PROCESS Adopt the revised policy and procedures regarding citizen participation in park and facility design as recommended by the Community Services Department. S. RESOLUTION NO. 90-36 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, DETERMINING AND ADOPTING AN APPROPRIATIONS LIMIT FOR THE FISCAL YEAR 1989-90, IN ACCORDANCE WITH ARTICLE XIIIB OF THE CONSTITUTION OF THE STATE OF CALIFORNIA, AND SECTION 7910 OF THE GOVERNMENT CODE Adopt Resolution No. 90-36 setting the appropriations limit for fiscal 1989-90 at $17,432,388.00 as recommended by the Finance Department. 9. AWARD OF CONTRACT - JAMBOREE ROAD EXTENSION PROJECT (BARRANCA PARKWAY TO EDINGER AVENUE) THRU MARINE CORPS AIR STATION Award the contract for construction of Jamboree Road (Barranca Parkway to Edinger) thru MCAS to E.L. Yeager Construction Company, Inc. in the amount of $10,636.440.00 and authorize the Mayor and City Clerk to execute the contract documents on behalf of the City as recommended by the Public Works Department/ Engineering Division. 10. COUNTY OF ORANGE FLOOD CONTROL FACILITY F07501 Approve the plans and specifications for the County of Orange Flood Control Project entitled La Colina - Red Hill Storm Channel (F07501) as recommended by the Public Works Department/Engineering Division. 11. AWARD OF CONTRACT CITY ENTRY MONUMENT SIGNS (PROJECT NO. 300046) Award the contract for subject project to Markel Cement Contracting in the amount of $15,575.00 as recommended by the Community Development Department. 12. FILLING THE PLANNING COMMISSION VACANCY Instruct staff to advertise for the current vacancy on the Planning Commission as recommended by the Community Development Department. 13. STATUS REPORT - JOHN WAYNE AIRPORT NOISE MONITORING PROGRAM (JWA) , COALITION FOR A RESPONSIBLE AIRPORT SOLUTION (CRAS) , AIRPORT SITE COALITION (ASC) AND HELICOPTER OVERFLIGHT PROGRAM TASK FORCE (HOPTF) Update on the John Wayne Airport Noise Monitoring Program (JWA), Coalition for a Responsible Airport Solution (CRAS) , Airport Site Coalition (ASC) and Helicopter Overflight Program Task Force (HOPTF) . Recommendation: Receive and file subject report as recommended by the Community Development Department. 2. APPOINTMENT OF CITIZEN REPRESENTATIVE TO JOHN WAYNE AIRPORT NOISE ABATEMENT FORUM AND MISCELLANEOUS MEETINGS At the regular meeting on February 5, 1990, the Council continued this matter to allow additional time for interested parties to respond to the City's press release, which was published in Tustin Today on February 9, 1990. Recommendation: Pleasure of the City Council. 3. FREEWAYS/DIAMOND LANES/MASS TRANSIT TAX INITIATIVE RESOLUTION Councilman Prescott has requested this item be agendized. Recommendation: XI. NEW BUSINESS Pleasure of the City Council. 1. COMPROMISE RESOLUTION FOR SPECIAL ELECTION Councilmen Kelly and Prescott requested this matter be agendized. Recommendation: Pleasure of the City Council. 2. LETTERS FROM COUNCILMEN PRESCOTT AND KELLY REQUESTING CITY'S AGREEMENT TO PAY THEIR ATTORNEY'S FEES City Attorney's response to a request by Councilmen Kelly and Prescott that the City agree to pay their attorney's fees in defending the lawsuit of Wynn v. City of Tustin. Recommendation: Pleasure of the City Council. 3. REQUEST TO UNDERGROUND UTILITIES Staff has received a request from Mr. Jeff Thompson, 405 W. Sixth Street, for the City to commit to the undergrounding of utilities at the intersection of "B" Street and Sixth Street. PLANNING COMMISSION ACTION AGENDA - FEBRUARY 26, 1990 All actions of the Planning Commission become final unless appealed by the City Council or member of the public. Recommendation: Ratify the Planning Commission Action Agenda of February 26, 1990. 2. INVESTMENT SCHEDULE AS OF FEBRUARY 28, 1990 Investment Schedule with maturities, 12 months or less.
