To adopt the revised policy and procedures regarding citizen
participation in'park and facility design.
BACKGROUND:
The Parks and Recreation Commission requested clarification
regarding its role in park development. The City Council, in
response to this request, scheduled a joint Parks and Recreation
Commission/City Council workshop. At that workshop the Commission
presented a proposed amendment to the policy which was agreeable
to the Commission, staff, and the City Council. The amendment was
discussed and agreed upon at the meeting and is now being presented
to the City Council for formal adoption.
Philosophy: The City's philosophy is that citizen participation
is an extremely important value. Toward that goal, the staff
includes citizen input at the initial design phase on any park,
facility or major construction project. On major projects such as
new parks or facilities, a Citizen's Task Force is formed to
collaborate with staff and the consultant to produce the best
possible design. It is the City's point of view that customer -
designed projects are the best projects.
Process: The basic process is delineated in the attached flow
chart; however, a summary includes:
1. A group of citizens who are in the immediate vicinity of
the park or who are the prime users of the facility form
a Task Force;
2. The initial meeting of the Task Force will be a joint
meeting of the Citizen's Task Force and the Park and
Recreation Commission (sitting in a "workshop” mode);

3. The Task Force then becomes the working group with whom
the staff and consultant team collaborates on design,
much like the Senior Center;
4. Two or three Commissioners may sit on the Citizen's Task
Force as individual members;
5. After the Task Force has reached consensus on a design,
it would then be reviewed by the Parks and Recreation
Commission, and sent on to the Council for final approval
through the procedures outlined in the flow -chart.
SUMMARY: The major amendment to the process is that the initial
meeting with the Task Force would also include the Parks and
Recreation Commission, and that two or three members of the
Commission could sit on the Citizen's Task Force. This is a
solution which meets everyone's needs and still ensures that the
design process is brought to the citizen. Having Citizen's Task
Forces collaborate with staff and the consultant has resulted in
excellent facilities, and in Tustin, citizen involvement is
meaningful. This solution allows our "customer -driven" model to
continue, while meeting the concerns of the Parks and Recreation
Commission.
