RECOMMENDATION:
That the Tustin City Council approve the plans and specifications for the
County of Orange Flood Control Project entitled La Colina - Red Hill Storm
Channel (F07501).
BACKGROUND:
County of Orange staff has prepared construction plans and specifications for
the flood control improvements along the La Colina - Red Hill Channel. The
project is located primarily within County unincorporated territory between
Dean Street and Brittany Woods Drive and southerly of Irvine Boulevard. A
small portion of this project at the southerly end is located within the Tustin
City limits.
The proposed project will consist of the construction of a vertical wall
concrete lined channel to replace an existing undersized earthen channel. This
project will have no cost impact to the City and will be funded entirely by the
County of Orange.
DISCUSSION:
Previous downstream construction of this facility has created some concern to
the adjacent residents. It is my understanding that the County has made some
changes to that portion of the work to alleviate most of these concerns. Staff
has reviewed this current set of plans and requested certain changes to
minimize potential concerns of the adjacent residents within the City of Tustin
of which the County has responded. The plans and specifications are now ready
for the City Councils approval which is required prior to the county's bid
advertisement process. These improvements will provide protection for the 100
year storm event to the adjacent properties.
