BACKGROUND In late September 1989, the City Council approved plans for construction of three entry monument signs and authorized staff to solicit construction bids. After an unsuccessful bid opening in January 1990, the City Council at their regular meeting on January 15th authorized resolicitation of bids. Five bids as summarized below were received and opened on February 21, 1990. Upon City review of mock-up in field condition on installed entry sign, the City would select a preferred design and the selected contractor would be required to fabricate or install the preferred alternative. The bidders have, therefore, been asked to provide a bid on each alternative logo installation. Staff have reviewed the bid proposal, including alternative logo installations and recommends acceptance of the Markel Cement Contracting bid with an average low bid of $15,375 and a maximum bid for alternative 3 of $15,757.
