APPOINTMENT OF CITIZEN REPRESENTATIVE TO JWA NOISE
ABATEMENT FORUM AND MISCELLANEOUS MEETINGS
RECOMMENDATION
Pleasure of the Council.
BACKGROUND
At their regular meeting on February 5, 1990, the Council continued
this matter to allow additional time for interested parties to
respond to the City's press release, which was published in Tustin
Today on February 9th. The Tustin News did not publish the press
release.
DISCUSSION
Since the Council meeting of February 5th and publication of the
press release on February 9th, one (1) additional resident has
expressed interest in this appointment, bringing the total number
of interested parties to three (3). The three respondents include:
Mr. Rod MacLeod, an engineer for Ford Aerospace, Mr. Casper
Kasparian, a City Planning Commissioner and engineer for Northrop
Corp. and Lt. Col. Robert Yaskovic, pilot and Operations Officer
for MCAS Tustin. Each candidate has submitted a brief resume
citing their interest and qualifications, which are attached to
this report.

At this time the Council may appoint either Mr. MacLeod,
Commissioner Kasparian, Lt. Col. Yaskovic, or any other party that
the Council may be aware of, as the City's representative to the
JWA Noise Abatement Forum and miscellaneous meetings.

Subject: JWA Noise Abatement Forum'Representative
I would be happy to serve as a representative for the City of
Tustin at the quarterly Forum meetings or other meetings
related to JWA noise concerns. I have attended and voiced
opinions at City of Tustin and Orange County council meetings
in the past. I am on the mailing list of JWA and receive
all quarterly and special reports concerning noise issues.
I live very near the M5 noise monitor station (under the ILS
approach path) and participated in the measurements program
conducted in 1988. I am a Professional Engineer and
understand the CNEL, SENEL, L -max, and other dB based noise
calculations. Listed below is some personal data that may be
helpful in establishing my suitability to be your City of
Tustin JWA Forum representative.
Tustin homeowner since 1968.
Homeowner at current location since 1973.
Masters of Science in Engineering (Instrumentation
Engineering) from the University of Michigan, 1963.
Professional Engineer, Controls Systems, State of
California license number CS001952.
Senior Engineering Specialist, Ford Aerospace
Corporation, Newport Beach; employed since 1963.

SUBJECT: Open Position on Tustin's Airport"Noise Abatement Committee
TO WHOM IT MAY CONCERN:
I am applying for the volunteer position on Tustin's Airport Noise
Abatement Committee. As I do not know what specific qualification are
required of this position, I cite my education and experience for your
evaluation.
A Master's Degree in Electrical Engineering
A Responsible Engineer for Northrop Corp. on several military
programs for all Safety, Reliability and Maintainability require-
ments.
Design and testing of arc lighting, power supplies and transformers,
and control circuits requiring the use of measuring instruments.
Review and prepare contractual proposals for my disciplines.
Currently, a Tustin Planning Commissioner
An intangible asset is my desire to serve.. I am currently retired and will
have the time to serve this position as well as being a Planning Commissioner.

1. In accordance with the request contained in conversation referenced above,
the following is offered:
- I am 46 years old, a Tustin resident/homeowner since November 1987. As
Operations Officer for Marine Corps Air Station Tustin, I manage the
operation of the air facility and 13 outlying.confined area Landing
Sites on behalf of the Commanding Officer. Areas within my purview
include Flight Planning, Weather Office, Air Traffic Control, Radar,
Crash Fire Rescue, status of navigation aids, condition of the runway
environment and lighting. Previously I was the Operations Officer for
Marine Corps Air Station at Jacksonville, N.C.
Active pilot/w 7000+ hours (2000 Helo/5000 Fixed Wing). Civilian Commer-
cial license, to include airline transport pilot. Currently fly T-39
Sabreliner out of E1 Toro.
- BA Business Management and BS Animal Husbandry, Texas A&M University.
- Trained as an Aviation Safety Officer at Naval Post -Graduate School in
Monterey, California.
- Decorated Vietnam veteran.
- Moderate extrovert.
- Work-a-holic.
- Associates accredit me with having common sense.
- Tactful but not to the point of being untruthful.
2. There would be no conflict of interest with my position at Tustin. I
manage the air services and advise the Commanding Officer; I do not set
policy. I deal with Orange County air traffic control personnel and continue
to remain objective despite their apparent attitude that Tustin should dis-
appear for the convenience of Orange County Airport.
3. I will retire from the Marine Corps next December and plan to persue a
second career as an airline pilot. I will remain a Tustin resident.
