TUSTIN PLANNING COMMISSION
REGULAR MEETING
FEBRUARY 26, 1990
CALL TO ORDER: 7:00 p.m., City Council Chambers
PLEDGE OF ALLEGIANCE/INVOCATION
ROLL CALL: PRESENT: Le Jeune, Baker, Shaheen, Kasparian
Commissioner Le Jeune moved, Shaheen seconded, upon the advise of
legal counsel per Government Code Section 54954.2 (b.)(2), as a
necessary order of business, to add the appointment of a Vice -
Chairman to the agenda. Motion carried 4-0.
Commissioner Kasparian moved, Baker seconded to nominate
Commissioner Shaheen as Vice Chairman to the Planning Commission.
Motion carried 4-0.

Mr. Bob Kelly, 12971 Brittany Woods Dr., asked the Commission for
help to provide handicap parking sign installation in the Tustin
Heights Shopping Center.
Mr. Don Brewer, representing Refunds the owner of that center,
noted that the signs had been installed on February 26th.
The Director suggested, since plans had not yet been finaled for
the parking lot improvements, that the owner should call the
Building Department and schedule a building inspection to verify
that the signs are legal.

Item 2.31 line one, delete "within" and change to "on".

8. City Council Action of February 20, 1990 Meeting

Received and filed.
COMMISSION CONCERNS
Commisisoner Rasparian asked about low cost housing; a dilapidated
sign at 17th and Tree Haven; in reference to a letter received from
Mr. and Mrs. Righter, he questioned the height of the Tustin
Heights sign; and asked the status of code enforcement regarding
the homes on E1 Camino Real east of Red Hill that are in poor
repair.
The Director responded that staff would provide Commissioner
Rasparian with the newly adopted Housing Element which should
answer most of his questions regarding low cost housing and that
staff would be available at his convenience to discuss any
inquiries he might have; staff would inspect the sign at 17th and
Tree Haven; staff indicated that the sign is 75 feet tall; and that
some of the string of houses he mentioned on El Camino Real will

be impacted by the freeway widening and that per Council direction
staff does not initiate code enforcement action unless there is a
specific complaint made.
Commissioner Baker noted that he was happy that the wood lot on E1
Camino Real was being cleared.
Commissioner Shaheen asked about recreation vehicle parking in a
driveway in the Peppertree subdivision.
The Director indicated that it would be up to the Homeownerls
Association CC&RIs to enforce parking on private property and that
staff could look into the situation.
Commisisoner Le Jeune noted that he would like to be advised of any
public meetings held by the City; that he thought that a house on
Pacific and 2nd was operating a junk yard out of the house; and a
321 trailer parked on 2nd Street along the side of a house.
The Director noted that the code enforcement officer would inspect
these areas.
Commissioner Baker noted that there was a trailer on 6th Street
that someone was living in and asked what the code enforcement
problems were.
The Director noted that Council hasn't given budgeted resources to
handle an active code enforcement staff.
ADJOURNMENT
At 8:30 p.m. Commissioner Shaheen moved, Baker seconded to adjourn
to the next regular scheduled meeting of the Tustin Planning
Commission on March 12, 1990 at 7:00 p.m. in the City Council
Chambers, 300 Centennial Way, Tustin. Motion carried 4-0.
