SUBJECT: AWARD OF CONTRACT FOR WATER MAIN RELOCATION ON FIRST STREET
AND SR 55 FREEWAY (File #2892)
RECOMMENDATION:
It is recommended that the City Council at their meeting of March 19,
1990 award the contract for subject project to Golem Construction
Company of Compton, CA, in the amount of $99,840.50.
BACKGROUND:
On December 4, 1989, the City Council approved plans and specifications
and authorized the advertisement for bid for the subject project.
This project encompasses the relocation of the existing water mains on
First Street, Tustin Avenue, and Pasadena Avenue to accommodate Caltrans
I-5/SR 55 Interchange, Stage 2, Project. The City of Tustin has prior
rights easements for the mains to be relocated. Caltrans will reimburse
all project costs to the City.
DISCUSSION:
Sealed bids for this work were opened on March 13, 1990 at 10:00 A.M.
and were received as follows:

Mac Group, Inc. ..................... $131,850.00
Valverde Construction, Inc. ......... $133,543.40
Changing Times Enterprises,Inc. ..... $147,785.15
Herman Weissker, Inc. ............... $153,295.00
Atlas -Allied, Inc. .................. $179,919.00
The low bid is $32,515.00 or about 24.6% below the engineer's estimate
of $132,355.00. Per Utility Agreement No. 12004, the State of
California will reimburse the City for all construction costs as well as
any engineering costs incurred in all preparation of plans and estimates
for this project.
