HomeMy WebLinkAboutNB 3 ST LGHTNG REQUEST 3-19-90DATE: TO: FROM: MARCH 13, 1990 WILLIAM HUSTON, CITY MANAGER NEW BUSINESS N0. 3 3-19-90 Inter - Com PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: REQUEST FOR STREET LIGHTING - SYCAMORE AVENUE EASTERLY OF CANTERBURY AVENUE RECOMMENDATION: That the Tustin City Council authorize the installation of five street lights along Sycamore Avenue between Canterbury Avenue and the abandoned railroad right-of-way at an estimated cost of $17,800.00. BACKGROUND: In January 1990, staff received a request from the Tustin Meadows Community Association requesting the installation of street lighting along Sycamore Avenue between Canterbury Avenue and the abandoned railroad right-of-way lying adjacent to and easterly of the Tustin -- Meadows development. This segment of Sycamore Avenue was constructed in 1968 as a part of the development of the 160 acre residential project identified as Tustin Meadows. At that time it was intended to extend the street easterly to be connected with a second segment of Sycamore Avenue which was constructed with the Peppertree development in 1974. The City was unable to make the full road connection across the railroad right-of-way to join the two segments of Sycamore Avenue due to the closeness of the Walnut Avenue railroad crossing approximately 1350 feet northerly. Both the Atchison Topeka and Santa Fe Railway Company and the Public Utilities Commission denied the implementation of an at -grade crossing at the Sycamore Avenue location. Both agencies did, however, grant an emergency vehicle crossing and a pedestrian crossing at this location. The City did construct these two crossings in the mid -1970's. The segment of Sycamore Avenue constructed with the Peppertree Homes in 1974 did have street lights installed at that time. The segment of Sycamore Avenue constructed with the Tustin Meadows development in 1968 did not have street lights installed at that time. Over the last few years, it has been noted that street lights had been omitted in other locations within the development. The most recent locations within Tustin Meadows where street lights have been installed by the City per resident requests are Hollyhock Avenue and Glen Arbor Avenue. DISCUSSION: The segment of Sycamore Avenue where street lights are being requested is approximately 670 feet in length and staff recommends that five 9500 SYCAMORE AVENUE STREET LIGHTING MARCH 13, 1990 PAGE 2 lumen high pressure sodium vapor street lights be installed as follows: 1. Three lights on the northerly side 2. Two lights on the southerly side which will provide an overall spacing of approximately 140 feet between lights. The estimated cost for these street lights is $17,800.00. Currently, there is $18,000.00 budgeted in the 1989-90 Capital Improvement Budget for general street light installation. The installation of these street lights should not require any supplemental budget appropriation. In addition to the street light installations, the City Council may want to consider a longer term solution to the problem of congregating juveniles, drag races, etc. with the permanent opening of the roadway as a connecting street between the two communities. This has been a problem area for many years with juveniles congregating there after dark, holding drag races, etc. There is also a problem with the gate at the end of Sycamore at this same location.
