RESOLUTION NO. 888 HEARINGS A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, ADOPTING THE CITY BUDGET AND APPROPRIATING REVENUE OF THE CITY FOR THE 1967-68 FISCAL YEAR. Dr._~!i~g~.l__htf__e~ stated that the proposed budget d6ntains no great major changes in services in the City or significant chan es in staffing, and that the tax rate remains at ~1.00 per $100 assessed valuation. Dr. Klingelhofer then opened the hear- ing for comments from the public. Mr. George Broomell of 440 Pacific St. 'spoke on the g'rowth of Tustin, comparing 1957 with 1967 relative to dispersments, population, number of employees and costs to taxpayers. Mr. Broomell felt that the City could cut the tax rate 10~ or 20¢ on the unsecufed taxes and make many friends for the City. Mr. Broomell also spoke against carrying a large reserve balance, the building of a large civic center palace, built through general funds rather than by bond, and expen- sive annexation attempts. He felt the City could cut the tax dollar thereby creating friends and in that manner getting a bigger city. There being no further comments, the hearing was declared closed. In answer to questioning by the Council, Mr. Broomell said he had compared 1957 and 1967 because of the even 10 year span, and because he had the 1957 figures, and for no other reason. He felt the cutting of the unsecured taxes would make an impression that would do more than anything else for the City, and that with study Z0 odd thousand dollars could be cut from the budget. Tighter budgets are needed in all levels of government. Mr. Gill stated that 10¢ on a dollar would amount to abou~ $23,000. This budget is programing about $100,000 which should be kept in surplus and held in reserve. The remainder of this reserve is in sewer money, for sewer trunk lines only, and in gas tax funds which can be used for Select System of City Streets only. Council Minutes Cont'd. Public Hearings June 19, 1967 Page 2 In answer to further questioning, Mr. Gill said that the tax rate as secured and unsecured taxes cannot be split and ~hat the unsecured received this year is on last years rate. The secured income is on this years rate. Mayor Pro Tom Klingelhofer stated that it is not the custom of the City to disregard the future plann- ing or need for capital expenditures; sometimes it is necessary to accumulate large funds. Regarding accumu- lation of large sums beyond the point of future safety, he would agree with Mr. Broomell. After going through study sessions, t~is is not the expectation of the various departments and this has been pared considerably. As to areas such as law enforcement and safety or These departmental expenses are essential and Dr. Klingelhofef stated it disturbed him to see some of these departments cut down. ~stated that in his opinion the expedience of cutting the budget is not always in the best interest of the public. Mr. Ring congratulated and thanked M~. Broomell for having the courage and taking the time to come before the council and show that at least one citizen out of 12,000 feels very strongly about his conv~ctions dedicated to having a tax cut. If the people want a tax cut,~he hoped they would show up en masse. One citizen out of 12,000 certainly shows public apathy where the Council has the direction.only from a very sound and tapable administration staff and Mr. Gill has done an excellent job. Mr. Ring again thanked Mr. Broomell, but said there were two iniquities regarding a tax cut: the fact that only one man has come before the Council, and that the majority of residents seem to want the type of services provided at the present time. ~oved by Ring seconded by Miller that Resolution No. 8~8 be read bX title only. ORDINANCE NO. 3S8 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AUTHORIZING A CONTRACT BETWEEN THE CITY COUNCIL OF THE CITY OF TUSTIN AND THE BOARD OF ADMINISTRATION OF THE CALIFORNIA STATE EMPLOYEES' RETIREMENT SYSTEM. Mr. Rin~ noted that we have an excellent type of community in which each of the residents is enjoy- ing some form of retirement. When it is normally employee-employer contributed, the employer goes without any sort of heralding by his employee while · ,- Council Minutes Continued June 19, 1967 Page 4 he is contributing thousands of dollars into employee retirement. This City has never had an employees retirement program and it is not an inexpensive matter. He felt the citizens should know we are not entering into something that is inexpensive but is of relative importance to each person who works for the City. It is an employer- employee contribution. This is not entered into lightly but after a nine month study by the City and a vote of the employees. Moved by Ring~ seconded byMiller that Ordinance No. 358 have second readingby title only. Moved by Miller~ seconded by Ring that Ordinance No. 360 have first reading by title only. Carried unanimously. 8. APPOINTMENT OF PARKS & RECREATION COMMISSIONER Term to expire January 1, 1969. Mayor pro tem Klingelhofer introduced the following applicants: Mr. Ritzi, Mr. Larnard, Mr. Koch, Mr. Green and Mr. Dukleth. Applicants Mr. Novick and Mr. Edgar were not present. Dr. Kiingelhofer thanked those who had reapplied and those applying for the first time, and said he hoped those not appointed for this vacancy would keep their applications on file. Mr. Ring commended the fine work done by the Parks --- and Recreation Commission and stated that the Council does try to appoint commissioners from different geographic segments of the community. There is no representative from the south end of the City, but knows that each applicant would look at that area as one that needs some looking into. Mr. Gill explained that all applicants are city resi- dents, but that the Ordinance does not require that they be registered voters. " Council Minutes Cont'd. Old Business June 19, 1967 Page 5 Dr. Klingelhofer and Mr. Ring felt that the Ordinance should be amended and all appointed commissioners should be required to be registered. voters. The Council sty. ted that each applicant is well 'qualified and it is an extremely difficult job to appoint just one from this group. It was felt that persistancy of application could be one of the deciding factors. Mr. Miller spoke on behalf of Mr. Koch as being one of the few citizens of the city who had come forward in the past to serve on various committees. Moved by Rin~, seconded 'by Miller that Mr. A. B. Koch be appointed to the Park and Recreation Commission. Carried. Moved by Ring, seconded by Miller that Resolution No. 891 be read by title only. Carried' unanimously. In answer to questioning by Mr. Ring, Mr. Rourke stated that this Ordinance does not entirely do what we want but it does cover the specific problem of regulation of topless and some other fields--but is~ a limited bill. Dr. Klingelhofer stated that this is an opportunity for people opposing topless to write their senator supporting SB 1427. Mr. Ring added that people should also write to the governor and that it'is time that the State gave the cities back some control. '"~ 4. CITY ADMINISTRATOR BUSINESS Mr. Gill reported that the secured property tax is up 15.5% from last year. The new figure for secured taxes is $23,269,950. Unsecured figures have not yet come in. 2. CITY COUNCIL BUSINESS Moved by Ring, seconded by Miller that the City Administrator write to all the banks in the area to find the current Certificate of Deposit rates effective July 1, 1967. Carried. M!=" R~n_g requested also that all other conditions that go with Certificates of Deposit be sent to these banks. 2. PUBLIC Mr. Koch asked why the freeway landscaping in this vicinity is mostly garbage, weeds and junk--when in other areas it is landscaped and taken care of. Mr. Gill explained that it is the policy of the State tO landscape freewgys in developed areas in the shortest possible time, but freeways constructed years back or in undeveloped areas are on a long- term program. This area is scheduled for about 1970. Mr. Gill also explained that there has been an agreement signed with the State for landscaping under the freeway at Newport Avenue and this will be done in the near future including sidewalks put in by the City.
