This Resolution is a revised form of that submitted to the Council by Reverend Johnston and Mr. Norman Hahn. After a meeting with Reverend Johnston and Mr. Hahn it was agreed that this revised Form of Resolution would be a reasonable invocation policy. JAMES G. ROURKE City Attorney JGR:rr:R:3/9/90:A169.tw(3) _ 1 2 3 4 5 6 7' 81 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 90-41 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN REGARDING INVOCATIONS AT THE OPENING OF CITY COUNCIL MEETINGS The City Council of The City of Tustin does hereby resolve as follows: WHEREAS, the City Council of the City of Tustin gives its full and unabridged support to the provisions of the Constitution of the United States of America that there shall be no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech. WHEREAS, the City of Tustin respects the historical practice of opening City Council meetings with an invocation and inviting representatives of all faiths to participate with all Tustin area clergy invited to present an opening invocation on a rotating basis, and WHEREAS, the use of an invocation to solemnize the proceedings of City Council meetings is not intended to endorse any particular religious belief or establish any religion and this practice is consistent with the principles of religious freedom and is deeply embedded in the history and tradition of this country from colonial times to the present. NOW, THEREFORE, the City Council of the City of Tustin does hereby resolve the foregoing principles are hereby approved and adopted as the invocation policy of the City of Tustin.
