BUSINESS 1. ORDINANCE NO. 346
ITEMS
AN ORDINANCE OF THE CITY OF TUSTIN, CALIFORNIA,
AMENDING THE TUSTIN CITY CODE TO PROVIDE FOR A
LICENSE BOARD
Councilman Miller explained the purpose of this Ordinance
to those present in the audience.
Councilman Coco spoke on the present situation and
requested that those present with comments be invited
to speak.
Pastor Clyde Showalter of the Red Hill Lutheran Church
spoke on the need to protect morals as well as the
bodies of the community.
Councilman Miller stated that he had received many
phone calls in regard to certain types of entertainment
not being inducive to creating the type of community
people thought they,had moved into,
Mr. Gill stated that the signs on building on Fourth
Street had been removed, but had been placed on vehicles
parked in the street in County territory.
Chief Sissel spoke on the many calls received by the
Police Department objecting to uopless entertainment
in the City. Chief Slssel also stated that he had
contacted the Sheriff's office regarding the vehicle
signs, and that they were going to the County Counsel
for interpretation of the County Ordinance.
Councilman Coco spoke regarding the interpretation
of articles in the press and on the ruling of the
courts on the problem in Costs Mesa.
Mr. Rourke explained that if the City Council finds the
adoption of an Ordinance is necessary for public health,
safety, or welfare it may be adopted immediately as an
urgency measure.
Councilman Miller stated he believed this situation
to be detrimental to public welfare.
Moved by Miller, seconded by Klingelhofer, that Ordinance
No. 346 have second reading' by title only. Carried
unanimously.

Councilman Ring urged that all adults in trying to
protect the youth and teenagers of the country, write
to their State Legislators and Assemblymen asking their
support in closing these establishments state wide.
Moved by Ring, seconded by Klingelhofer, that Ordinance.
No. 346, creating a license & permit board be adopted
as an urgency measure. Carried by roll call.
Ayes: Mack, Klingelhofer, Coco, Miller, Ring. Noes:

2. ORDINANCE NO. 347
AN ORDINANCE OF THE CITY OF TUSTIN, CALIFORNIA,
AMENDING THE TUSTIN CITY CODE RELATIVE TO
ENTERTAINMENT ESTABLISHMENTS
Councilman Ring pointed out areas that strengthen this
Ordinance and the fact that it is a very stringent &
tight law.
Mr. Rourke stated that this Ordinance governs the
establishment itself and provides the type of entertain-
ment allowed. If prohibited entertainment is continued
then the entertainment could be terminated and if so-
anyone participating in the entertainment is in violation
of the law.
Moved by Klingelhofer, seconded by Miller, that Ordinance
No. 347' have second reading by title only. Carried
unanimously~
Moved by Coco, seconded by Ring, that Ordinance No. 347,
amending the Tustin City Code relative to entertain-
ment establishments, be passed and adopted as an urgency
measure. Carried by roll call. Ayes: Mack, Klingelhofer,
Coco, Miller, Ring. Noes: None. Absent: None.
3. APPOINTMENT OF LICENSE & PERMIT BOARD. '
Moved by Coco, seconded by. Ring that the City
Administrator, Chief of Police, and President of the
Chamber of Commerce be appointed to the License &
Permit Board with the City Administrator as Chairman
of the Board. Motion carried.
As suggested by Councilman Ring, the Mayor directed
that a copy of above Ordinances be sent to the League
of California Cities, Wm. Hirstein & the Board of
Supervisors, and all Orange County Cities.
Mayor Mack urged interested citizens to write Senator
Schmitz and Assemblyman Badham asking for return of
control to City Councils in these matters.
Councilman Ring appologized to County Area residents
who had called him and been told to call their County
representative. County residents should go to the
Board of Supervisors as they are their representatives.
IV. Moved by Klingelhofer, seconded by Coco, that meeting
ADJOURN- be adjourned. Carried.
