REJECTION OF ALL BIDS AND AUTHORIZATION TO READVERTISE FOR STREET
AND TRAFFIC SIGNAL IMPROVEMENTS ON FIRST STREET, YORBA STREET AND
IRVINE BOULEVARD
RECOMMENDATION:
It is recommended that the Tustin City Council at their meeting of April 17,
1990, reject all bids and authorize Engineering staff and City Clerk to
re -advertise as required by law for the subject project.
BACKGROUND:
Two bids were received and opened on April 13, 1990 and are summarized as
follows:
Excel Paving Company, Long Beach $284,836.14
Baxter -Griffin Co., Inc., Stanton
$370,483.00
Both bids did not meet Caltrans requirements for completing the subcontracting
request form. In addition, the low bidder could not prove that he can perform
50% of the contracted work as a prime contractor, and the second bidder did not
meet the DBE's goal. This project requires both Caltrans and FHWA approval for
contract award. Caltrans has indicated that the bids must be rejected and
re -advertised due to the above mentioned irregularities.

SUBJECT: AWARD OF CONTRACT FOR STREET AND TRAFFIC SIGNAL IMPROVEMENTS
ON FIRST STREET, YORBA STREET AND IRVINE BOULEVARD
RECOMMENDATION:
It is recommended that the Tustin City Council at their meeting of April
17, 1990 award the contract to the low qualified bidder subject to
Caltrans' approval for the subject project.
BACKGROUND:
The City of Tustin has entered into District Agreement no. 12-028 with
Caltrans. The agreement provides for Tustin to install street and
traffic signal improvements in an effort to mitigate traffic congestion
that is anticipated as a result of the soon -to -start Caltrans project
for Phase 2 of the I-5/SR-55 interchange reconstruction. The agreement
provides for Caltrans to reimburse Tustin for the cost of the work
proposed.
The Engineering staff is recommending the award at the April 17th
Council meeting because of the importance of completing this project
prior to the closing of the Irvine bridge at SR -55 by Caltrans. Bids
will be received and opened on April 13, 1990 at 10:00 A.M. and another
report will be submitted that afternoon, summarizing the bid results and
recommending the qualified low bidder, subject to Caltrans' approval.
