HomeMy WebLinkAboutCC 7 WTR MAIN REPLACE 04-17-904 �0 CONSENT CALENDAR NO. 7 4-17-90 *< DATE: APRIL 10, 1990 ��t� Ro Inter - Com TO: WILLIAM HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: AUTHORIZATION TO ADVERTISE FOR BIDS FOR WATER MAIN REPLACEMENT IN EL CAMINO REAL, NISSON ROAD AND RED HILL AVENUE RECOMMENDATION: That the Tustin City Council at their meeting of April 17, 1990 take the following actions: 1. Pass and adopt the attached resolution approving plans and specifications for the replacement of water mains in E1 Camino Real, Nisson Road and Red Hill Avenue, and installation of street light conduit in E1 Camino Real and Nisson Road. 2. Authorize a supplemental budget appropriation in the amount of $99,500.00 in 1989-90 Water Fund budget for Red Hill Avenue water main construction. 3. Authorize a supplemental budget appropriation in the amount of $62,800 in the 1989-90 Capital Improvement budget for street light conduit installation along El Camino Real and Nisson Road. It is anticipated that sufficient cost savings will be available from current 1989-90 Capital Improvement projects funded with General Fund monies to cover the cost of the supplemental budget request. BACKGROUND: As a result of the Santa Ana (I-5) freeway widening by Caltrans, it will be necessary to relocate and reconstruct a -portion of E1 Camino Real between Orange Street and Red Hill Avenue, and a portion of Nisson Road between Browning Avenue to a point approximately 500 feet easterly of Red Hill Avenue. These street relocations will require the water mains in each street to be removed and reconstructed within the new street alignments. As a result of the reconstruction of Red Hill Avenue between Nisson Road and E1 Camino Real, staff is proposing to replace the existing 35 -year old, 6" diameter, steel water main within the roadway. This segment of water main was not included as eligible for Caltrans reimbursement and will require a supplemental 1989-90 Water Budget appropriation in the amount of $99,500.00. The water main replacements on both El Camino Real and Nisson Road will be funded by Caltrans per previous agreement in the estimated amounts of $135,600.00 and $137,400.00, respectively. WATER MAIN REPLACEMENTS APRIL 10, 1990 PAGE 2 In addition to the water main installations, staff is proposing to install conduit for future street lighting along both Nisson Road and El Camino Real. The estimated cost for these street light installations is $24,000.00 and $38,800.00, respectively. This work will preclude the necessity of re -excavating the street to install conduit when lights are installed in the future. DISCUSSION: The following is the anticipated schedule for construction which may be subject to change depending upon the date of final plan approval from Caltrans: Authorization to Advertise Bids ....... 4-17-90 First Legal Advertisement ............. 5-03 (or 5-10)-90 Second Legal Advertisement ............ 5-10 (or 5-17)-90 Open Bids ............................. 5-22 (or 5-29)-90 AwardContract ........................ 6-04-90 A construction start date for each segment of work will be dependent upon the construction windows provided by Caltrans' contractor. It is proposed to perform all .water main replacement work on Red Hili Avenue on weekends to minimize the impacts to traffic. Bob Ledendecker Director of Public Works/City Engineer BL: my Attachment 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 191 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 90-46 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE REPLACEMENT OF WATER MAINS ON EL CAMINO REAL, NISSON ROAD AND RED HILL AVENUE AND INSTALLATION OF STREET LIGHT CONDUIT IN EL CAMINO REAL AND NISSON ROAD AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS it is the intention of the City Council of the City of Tustin, California to contract construction for Replacement of Water Mains on El Camino Real, Nisson Road, and Red Hill Avenue; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; NOW THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer be and are hereby approved as the plans and specifications for: Water Main Replacement on E1 Camino Real, Nisson Road, and Red Hill Avenue and installation of street light conduit in E1 Camino Real and Nisson Road BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the doing of the work specified in the aforesaid plans and specifications; BE IT FURTHER RESOLVED that this project is categorically exempt from the requirements of the California Environmental Quality Act; Class I: Existing Facilities.
