SEVENTEENTH AND HOLT ANNEXATION HEARING HEARINGS ' Hearing opene8 at 7:36 P.M. Clerk reported one written protest received from Edna M. and Bernard E. Sievers of 13972 Laurinda Way. Mr. Richard Ottoson of 14691 Leon Place, and a member of the Red Hill Volunteer Fire Department, questioned the fact that the City could provide better fire protection for the area. There being no further comments or protests filed, it was moved by Ring, seconded b~ Klingelhofer, that this annexation hearing be continued to the next regular scheduled meeting, January 16~ 1967. Motion carried. Annexation procedure explained by Mayor Mack. VI. OLD 1. 1967 MUNICIPAL ACCOUNTING AWARD BUSINESS In answer to questioning by Councilman Ring, Mr. Gill stated that entering competition would be of vau'~ to the staff in codifying the information. He requested that if the City enters the competition it should be done as professionally as possible. ~ouncilman Ring stated the question arises as to how you evaluate the expenditure for something that seems nebulous. How can you weigh pride of City or team work of putting the entry together. The contribution of distributing ideas throughout the State is our part in contributing to other cities as we have gained from other cities~ publications and reports. Tustin could gain much recognition if we won, but the contribution to other cities far exceeds the expenditure. Council Minutes 1/3/67 Pg. 2 Moved by Ring, seconded by Miller, that the City Administrator be authorized to proceed with this matter at an expenditur~ of funds not to exceed ~1,000. Motion carried, Councilman Klingelhofer voting no. 2. FEATHER RIVER PROJECT ASSOCIATION On questioning by Councilman Klingelhofer, Mr. Gill said he did not see any direct benefit to the City from the Feather River Project, just a total water service to the entire State. Mr. Gill also stated that he had seen no information from the League Of Cities. Moved by Klingelhofer, seconded by Rin~, that the City Administrator be direated to contact the Tustin Water Works and advise them of Tustin's concern and recommendation that the Tustin Water Works become members of the Association. Motion carried. VII. NEW 1. ORDINANCE NO. 332 BUSINESS AN ORDINANCE OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING SECTION 2-36 OF THE CITY CODE RELATIVE TO THE POWERS OF THE DIRECTOR OF PERSONNEL. Moved by Klingelhofer, seconded by Miller, that Ordinance No. 332, amending Section 2-36 of the City Code relative to the powers of the Director Of Personnel, have first reading by title only. Carried unanimously. Council requested that a monthly report of personnel actions be presented by the City Administrator. 2. ORDINANCE N0 333 AN ORDINANCE OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING THE TUSTIN CITY CODE RELATIVE TO FEES FOR DANCE PERMITS. Moved by Miller, seconded by Klingelhofer, that Ordinance No. 333, amending the Tustin City Code relative to fees for dance permits, have first reading by title only. Carried unanimously. 3. BESOLUTION NO. 859 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, DESIGNATING AUTHORIZED OFFICIALS TO ACT FOR THE CITY UNDER CIVIL DEFENSE EQUIPMENT (PL 91-920) AND PERSONNEL AND ADMINISTRATION PROGRAMS (PL 85-606). Moved by Miller, seconded b Klin~elhofer, that Resolution No. 859 be read ~y title only. . Carried unanimously. Moved by Miller, seconded by Ring, that ~ No. 8~9, designating authorized officials to act for the City under Civil Defense Equipment and Council Minutes 1/3/67 Pg. 3 Personnel and Administration Programs, be passed and adopted. Carried by roll call. Ayes: Mack, Klingelhofer, Miller, Ring. Noes: None. Absent= Coco. 4. TRAFFIC SIGNALS AUTHORIZATION FOR MAYOR AND CLERK TO EXECUTE AGREEMENTS WITH COUNTY OF ORANGE FOR TRAFFIC SIGNALS AND APPROPRIATION OF $7,000 FOR THIS PURPOSE. Moved by Miller, seconded by Klingelhofer, that the Mayor and Clerk be authorized to execute an agreement with the County of Orange for traffic Signals at Laguna Road and Red Hill"Avenue and at Newport Avenue and McFadden Avenue and that the City appropriate $7,000 from the unappropriated reserve funds for the City share of these sig- nalizations. Motion carried~ The Council voiced their opinion that it appears the Red Hill and Bryan intersection is not far from a warranted signal and due to the accident rate, they would like to see this signal installed as soon as possible. Moved by Ring, seconded by Klingelhofer, that the ~ouncil authorize the installation of a signal at BrTan and Red Hill and the transfer of $12~000 from the unap~ropriated reserve for this purpose. Carried. Mr. Gill stated that a rough target date for the above signals is six months. 5. REAPPOINTMENT OF COUNCILMAN RING TO LEAGUE OF CALIFORNIA CITIES COMMITTEE ON ELECTRONIC DATA PROCESSING. Moved by Miller, seconded by Klingelhofer, that ~o~ncilman Ring be authorized to continue member- ship on Committee on Electronic D~ta Processing and incur any necessary travel expense at City cost. Carried. Councilman Ring pointed out that only four members of the Committee had been asked to serve again. With the new appointments, there is a predominance of councilmen involved occupationally in Data Processing on the Committee. 6. STATE EMPLOYEES RETIREMENT SYSTEM ACTUARIAL VALUATION' Moved b~ Ring~ seconded b7 Klingelhofer, that the City authorize the State Employees Retirement System to conduct an actuarial valuation of ~he city of Tustin to determine City and employee costs if entry is made into State Retirement System. Carried. Councilman Ring stated that the State will provide an actuarial valuation at a cost of $100.00 and that it is worth this expenditure to find out just Council Minutes 1/3/67 Pg. 4 what it will take to enter the State Employees Retirement System and their valuation would be of value as basis with private companies. The private companies he has checked with charge $1,000 to $1,500 for this service. 7. ORDINANCE NO. 334 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, REPEALING SECTION 17.3 OF THE TUSTIN CITY CODE. Moved b~ Klingelhofer, seconded by Ring, that Ordinance No. 334 have first reading by title only. Carried unanimously. 8. DANCE PERMIT REQUEST - The Holiday, 505 W. First St. Moved by Klingelhofer, seconded by Miller, that a Dance Permit be granted to the Holiday',' 505 W. First St., Tustin. Carried. 9. APPROVAL OF DEMANDS Moved by Miller, seconded by Klingelhofer, that demands in the amount of $23,423.43 be approved and paid. Carried. VIII. REPORTS 1. Rogers Company - Centennial Report & OTHER Submitted by James Williams, Finance Analyst BUSINESS 2. Orange County Water Districts Report Submitted by James Williams, Finance Analyst. 3. Plan Check Fees - Building Department Mayor Mack ordered that the revised plan check fees be submitted in Ordinance form at the next meeting. 4. Budget Analysis for Period July 1-Dec. 31, 1966 Councilman Ring complimented Mr. Gill on this report and stated he would like to see, as next step, a report on a month to month basis. After consideration of the work involved in preparing a month to month report including expenditures, it was suggested that a quarterly statement be submitted. 5. Article from Winter Issue of "Cry California.'t - zoning and rezoning. 6. What Does the Building. Department Do submitted by Fred Brook, Building Director The Mayor thanked Mr. Brook for his fine report. Mr. Gill explained to the Council that the Building Department personnel keep informed and educated on new construction methods and materials Council Minutes 1/3/67 Pg. 5 through monthly meetings, conferences, bulletins and subscriptions to a wealth of information. They now have quite a library of developments and a bulletin board for latest information and criteria published. 7. Request from Tustin Tiller Days Inc. for license fee refund of $175.00 Mr. Gill explained that this fee was for the carnival. Fee was paid by Tiller Days Inc. and not by the carnival company. Mr. Rourke suggested that a review be made of our ordinance covering licenses for non-profit organizations. Councilman Miller stated that it was his under- standing that a carnival fee was established to help defray the cost and expense to the City. $175.00 does not begin to cover these costs such as man hours by Police and Public Works Departments. Councilman Ring stated he could see no reason to refund the money. Mr. Rourke reiterated that action on this request could be deferred until further study of the --- existing ordinance can be made. Ma~or Mack directed that this matter be held in abeyance for study of the License Tax Ordinance, and requested that the City Administrator so notify Mr. Radomski. 8. Tree Maintenance ~ouncilman Rinq felt that a closer look should be taken of expenditures for tree maintenance by City forces and outside contractors. Councilman Miller stated that we should have a five year projection of tree maintenance costs so that we could budget effectively. Mr. Gill informed the Council that he intends to ~orm of a cost accounting system developed by July 1, 1967 for the Public Works Department. IX. CORRESPON- Following correspondence received - no action taken: DENCE ~ Resolutions of the City of San Juan Capistrano and the City of Brea supporting the establishment of a College of Medicine at the University of California, Irvine.
