This agenda contains a brief general description of each item to be
considered. Any person having a question concerning an item may call the
City Clerk's office for clarification. Except as otherwise provided by law,
no action shall be taken on any item not appearing in the following agenda.
Copies of staff reports pertaining to this agenda are available for public
use in the books located at the Police Department, Tustin Library and, on
the evening of the meeting, at the rear of the Council Chambers. Listening
devices for the hearing impaired are available upon request from the City
Clerk. Smoking is prohibited in the Council Chambers; however, if you
desire to smoke, an outside speaker has been provided.

V. CLOSED SESSION
The City Council will recess to Closed Session to confer with the
City Attorney regarding threatened litigation pursuant to Government
Code Section 54956.9 (b)(1). (In the rea-sonable opinion of the City
Council, based on an existing set of specific facts and circumstances,
the threat of litigation against the City is likely or would be likely
if discussed in an open and public meeting).
VI. PUBLIC HEARING
1. APPEAL OF PLANNING COMMISSION DENIAL OF CONDITIONAL USE PERMIT
90-08 (15642 PASADENA AVENUE)
Appeal of a request to approve construction of a two and one half
story, 11 unit apartment project on a parcel that is adjacent to
an R-1 (Single Family Residential) lot and within 150 feet of a
single family residence.
Recommendation: Pleasure of the City Council.

2. APPROVAL OF DEMANDS IN THE AMOUNT OF $1,0551196.75
RATIFICATION OF PAYROLL IN THE AMOUNT OF $252,117.68
3. SERVICES AGREEMENT WITH COAST COMMUNITY COLLEGE DISTRICT
Approve the Inter -agency Services Agreement between the Coast
Community College District and the City of Tustin Police
Department as recommended by the Police Department.
4. RESOLUTION NO. 90-60 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING FINAL PARCEL MAP 88-316
Approve Final Parcel Map 88-316 by adoption of Resolution No.
90-60 as recommended by the Community Development Department.
S. AUTHORIZATION TO PURCHASE 3/4 TON PICK-UP TRUCK
Authorize staff to purchase a 3/4 ton pick-up truck from Fuller
Ford in Chula Vista, California, in the amount of $14,708.81 as
recommended by the Public Works Department/Field Services.
6. RESOLUTION NO. 90-59 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING FINAL TRACT MAP NOS. 13701
AND 13990
Approve Final Tract Map Nos. 13701 and 13990 by adoption of
Resolution No. 90-59 as recommended by the Community Development
Department.
7. RESOLUTION NO. 90-62 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, ACCEPTING WORKS OF IMPROVEMENT AND
AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR STREET
WIDENING AND TRAFFIC SIGNAL IMPROVEMENTS AT THE NORTHEAST CORNER
OF RED HILL AND WALNUT AVENUES (AHFP #1218)
Adopt Resolution No. 90-62 accepting said work and authorizing
the recordation of the Notice of Completion as recommended by
the Public Works Department/Engineering Division.
8. RESOLUTION NO. 90-64 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR
THE REPLACEMENT OF WATER MAINS ON MALTA STREET, VALE AVENUE, HEWES
AVENUE AND "C" STREET, AND AUTHORIZING ADVERTISEMENT FOR BIDS
Adopt Resolution No. 90-64 approving plans and specifications
for subject project and directing the City Clerk to advertise
for bids as recommended by the Public Works Department/
Engineering Division.

9. RESOLUTION 90-63 -'A RESOLUTION OF JE CITY COUNCIL OF THE
CITY OF TUSI , CALIFORNIA, APPROVING PL, AND SPECIFICATIONS FOR
THE REPLACEMENT OF WATER MAINS ON PROSPECT AVENUE, GARLAND AVENUE,
WREATH PLACE AND CHAPLET PLACE, AND AUTHORIZING ADVERTISEMENT FOR
BIDS
Adopt Resolution No. 90-63 approving plans and specifications
for subject project and directing the City Clerk to advertise
for bids as recommended by the Public Works Department/
Engineering Division.
10. AUTHORIZATION TO PURCHASE RIDING MOWER AND TRAILER
Authorize staff to purchase a riding lawnmower and trailer from
Lawnmowers Plus, San Marcos, California, in the amount of
$10,406.44 as recommended by the Public Works Department/Field
Services Division.

XI. OLD BUSINESS
1. CARL'S JR. POLE SIGN
At their meeting of May 21, 1990, the City Council reviewed Carl's
Jr.'s request for a pole sign and directed staff to prepare a
resolution reflecting their action provided the City would not
incur any financial responsibility upon ultimate lowering of the
sign to a height yet undetermined.
Recommendation: Continue this item to allow the City Attorney
adequate opportunity to study the matter further as recommended
by the Community Development Department.
2. PLANNING COMMISSION APPOINTMENT
The City Council has received applications from candidates who
wish to be considered for the vacancy on the Planning Commission.
Recommendation: Pleasure of the City Council.
XII. NEW BUSINESS
1. RENT CONTROL FOR TRAILWAYS MOBILEHOME PARR
At the City Council meeting of May 21, 1990, a resident of the
Tustin Trailways Mobilehome Park requested that the City Council
agendize the issue of rent control for mobile home parks.
Recommendation: Pleasure of the City Council.
XIII. REPORTS
1. PLANNING COMMISSION ACTION AGENDA - MAY 29, 1990
All actions of the Planning Commission become final unless
appealed by the City Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of
May 29, 1990.

2. AB 939 STATT `,SPORT - CALIFORNIA INTEGF 'D WASTE MANAGEMENT ACT
OF 1989
Status report outlining the nine elements which are guidelines for
the City to achieve the 25% and 50% diversion of solid waste from
landfills and transformation facilities by 1995 and 2000
respectively.
Recommendation: Receive and file subject report as recommended
by the Public Works Department/Administrative Division.

XVI. CLOSED SESSION
The City Council will recess to Closed Session to consider personnel
matters pursuant to Government Code Section 5495.7; and pursuant to
Government Code Section 54956.9(a) to confer with the City Attorney
regarding pending litigation which has been initiated formally and to
which the City is a party. The title of the litigation is Harris vs
City of Tustin.
