APPROVAL OF Moved by Coco, seconded by Klingelhofer, that
MINUTES minutes of December 5th, 1966 meeting be approved
as mailed. Carried.

BUSINESS
AN ORDINANCE OF THE CITY OF TUSTIN, CALIFORNIA,
AMENDING THE ZONING ORDINANCE, ORDINANCE NO. 157,
AS AMENDED, TO ALLOW HOME OCCUPATIONS.
Moved by Miller, seconded by Coco, that Ordinance
No. 330 have second reading by title only. Carried
unanimously.
Moved by Klingelhofer, seconded by Miller, that
Ordinance No. 330, to allow home occupations, be
passed and adopted. Carried by roll call. Ayes:
Mack, Klingelhofer, Coco, Miller. Noes: None.

2. ORDINANCE NO. 331 - Second Reading
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, ADOPTING THE TUSTIN
AREA GENERAL PLAN.
Moved by Klingelhofer, seconded by Miller, that
Ordinance No. 331 have second reading by title only.
Carried unanimously.

Ordinance No. 331, adopting the Tustin Area General
Plan, be passed and adopted. Carried by roll call.

BUSINESS
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, ADOPTING COUNCIL
POLICY NO. 70-4, RELATIVE TO ADOPTION OF
WARRANTS FOR EMPLOYMENT OF SCHOOL CROSSING
GUARDS; AND COUNCIL POLICY NO. 90-2, RELATIVE
TO ADOPTION OF DEADLINES FOR SUBMISSION OF
ITEMS FOR THE CITY COUNCIL AGENDA.

Resolution No. 853 be read by title only. Carried,.

Resolution No. 853, establishing Council Policies
No. 70-4 and 90-2, be passed and adopted.

3. RESOLUTION NO. 855
A RESOLUTION OF TIIE CITY COUNCIL OF THE

RESOLUTIONS NO. 682 AND 848, DESIGNATING
INDIVIDUALS AUTHORIZED TO SIGN FOR AND
ACCEPT SURPLUS FEDERAL PROPERTY.
Moved by Miller, seconded by Klingelhofer, that
Resolution No. 855 be read by title only. Carried
unanimously.

Resolution No. 855, designating individuals
authorized to sign for and accept surplus federal
property, be passed and adopted. Carried by roll
call. Ayes: Mack, KlingelhOfer, Coco, Miller.

4. RESOLUTION NO. 856
A RESOLUTION OF THE CITY COUNCIL.OF THE CITY
OF TUSTIN, CALIFORNIA, REQUESTING THAT CERTAIN
AREA INCLUDED WITHIN THE TUSTIN LIGHTING DISTRICT
WHICH IS ALSO INCLUDED IN THE ORANGE COUNTY
STREET LIGHTING MAINTENANCE DISTRICT NO. 12
BE REMOVED FROM SAID ORANGE COUNTY STREET
LIGHTING MAINTENANCE DISTRICT NO. 12.

Moved by Klingelhofer, seconded by Miller, that
Resolution No. 856 be read by title only. Carried
unanimously.
Moved by Coco seconded by Klinqelhofer, that
Resolution No. 856., requesting that certain area
be removed from Orange County Street Lighting
Maintenance District No. 12, be passed and adopted.
Carried by roll call. Ayes: Mack, Klingelhofer,
Coco, Miller. Noes: None. Absent: Ring.
5. RESOLUTION NO. 857
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS FOR THE CONSTRUCTION OF TRAFFIC
SIGNALS AT FIRST STREET AND "D" STREET AND
FIRST AND PROSPECT AVENUE AND AUTHORIZING
AND DIRECTING THE CITY CLERK TO ADVERTISE FOR
BIDS.
Moved by Miller, seconded by Coco, that Resolution
No. 857 be read by title only· carried unanimously
Moved by Klingelhofer, seconded by Miller, that
Resolution No. 857, approving plans and specifications
for construction of signals at First and "D", and
First and Prospect, be passed and adopted. Carried
by roll call. Ayes: Mack, Klingelhofer, Coco,
Miller. Noes: None. Absent: Ring.
6. ATTENDANCE OF CITY ADMINISTRATOR AT SPRING
MEETING OF CITY MANAGERS' DEPARTMENT OF TllE
LEAGUE OF CALIFORNIA CITIES.
Moved by Miller, seconded b7 Klingelhofer, that
the City Administrator be authorized to attend the
Spring Meeting of the City Managers' Department
of the League of California Cities to be held
February 8-10, 1967, in Palo Alto, and to incur
all necessary costs at City expense. Carried-
7. SCHOOL CROSSING STUDY
Report presented by Mr. Gill. No action taken-
8. APPROVAL OF DEMANDS
Moved by Miller, seconded by Klingelhofer, that
demands in the amount of $26,681.27 be paid-
Carried.

OF TUSTIN, CALIFORNIA, PREZONING PROPERTY OF
FREDRICKS ON APPLICATION PR 66-101.
Moved by Klingelhofer, seconded by Coco, that
Ordinance No- 327 have second reading by title
only. Carried unanimously.

Councilman Miller stated that he had said before
that he did not think this zoning in the best
interest of the area and still feels that way.
Moved by Klingelhofer, seconded by Coco, that
Ordinance No. 327, prezonlng property of Fredricks
on Application PR 66-101, be passed and adopted.
Carried by roll call. AyeS: Mack, Klingelhofer,
Coco. Noes: Miller. Absent: Ring.
2. RESOLUTION NO. 858
A RESOLUTION DECLARING THAT PROCEEDINGS HAVE
BEEN INITIATED BY THE CITY COUNCIL OF THE
CITY OF TUSTIN TO ANNEX TO SAID CITY CERTAIN
UNINHABITED TERRITORY DESCRIBED HEREIN, AND
DESIGNATED AS "FREDRICKS ANNEXATION" TO THE
CITY OF TUSTIN AND GIVING NOTICE OF THE
PROPOSED ANNEXATION.
Moved by Coco, seconded.by Klingelhofer, that
Resolution No. 858 be read by title only. Carried
unanimously.
Moved by Klingelhofer, seconded by Coco, that
Resolution No. 858, initiating proceedings for the
property designated "Fredricks Annexation" be
passed and adopted. Carried by roll call. Ayes:
Mack, Klingelhofer, Coco, Miller. Noes: None.
Absent: Ring.
3. 1967 MUNICIPAL ACCOUNTING AWARD
Report from Mr. Gill presented.
Councilman Klingelhofer stated he could not at
this time see the justification of this expenditure
without real productive value.
Councilman Miller stated he was not ready to make
a decision. Community promotion is difficult to
assess and he would like time to consider this
further.
In answer to questioning by Councilman Coco,
Mr. Gill stated that the accounting policies are
developed but not all a part of one document and
that outside of entering and perhaps winning the
award, there was no additional benefit.
Councilman Ring arrived at the meeting.
Councilman Coco felt that theCPA Association
should have a budget to cover expenses and any
expense to the cities could be as an entry fee.
Councilman Klingelhofer suggested that if the
Council agrees to the negative, the California
Society for CPAs should be informed as to how
we feel.
Mayor Mack directed that this matter be deferred
to the next Council meetinq.

4. FEATHER RIVER PROJECT ASSOCIATION
Report on request for funds presented by Mr. Gill.
Mr..Henry D. Greene, Executive Manager Of the
Association, spoke explaining the different water
projects, effect of the State growth on water
consumption and economics of this project. Mr.
Greene also stated that this project is now over
one-half completed or under construction. The
name of the Association has been changed to
"California Water Resources Association" and is
the only ~Statewide citizens group dedicated
exclusively to water matters. Mr. Greene presented
copies of the Association's budget and other
~supporting literature.
Moved by Klingelhofer, seconded by Coco, that the
Council take this matter under advisement until the
next regular Council meeting to enable members to
study material presented. Carried.

ADJOURN- Mayor Mack announced that the next regular meeting
MENT of the City Council will be held Tuesday, January 3,
1967.

Administrator, City Attorney, City Clerk.

meeting be adjourned to Tuesday, January'3~ 1967
