HUSTON, CITY MANAGER COMMUNITY SERVICES DEPARTMENT CONSENT CALENDAR N0. 6 6/18/90 Inter - Com SUBJECT: ESTABLISHMENT OF AN AD HOC CHILD CARE COMMITTEE RECOMMENDATION Direct staff to establish an Ad Hoc Child Care Committee, as recommended by the Parks and Recreation Commission. The Committee shall be comprised of community members such as appointed or elected officials, Council Members, Commissioners, local child care professionals, City and School District staff, business representatives, parents and social services agency representatives. The mission of the Ad Hoc Committee would be to develop a comprehensive report on Child Care needs and resources in the Tustin area. BACKGROUND On February 5, 1990, the City Council acted on issues regarding the City sponsored Child Development Program. At that meeting, the Council directed the Parks and Recreation Commission to conduct a comprehensive study of child care issues in Tustin. At the April 19, 1990, Parks and Recreation Commission Meeting, the Commission determined that the scope of Child Care concerns in Tustin was not just a City issue, but an issue that impacts everyone in the community including local businesses, the School District, non-profit service agencies, and churches. In order to adequately address this, the Commission recommended that an Ad Hoc Child Care Committee, made up of various community members, be established to conduct a comprehensive study of Tustin's child care needs. AD HOC CHILD CARE COMMITTEE The Ad Hoc Child Care Committee would be formed to assemble a comprehensive report on current and future child care issues in Tustin. The report should contain: 1. An inventory of current programs and facilities; 2. An analysis of current formal and informal public policies as they relate to the delivery of child care services in Tustin; Page 2 Ad Hoc Child Care Committee 3. Identification and analysis of current unmet child care needs in Tustin; 4. A projection of future child care needs; 5. An analysis of Child Care Services Delivery Systems successfully used in other communities; 6. Identification of facilities and budgetary resources necessary to meet the present and future child care needs of Tustin; 7. A definition of the role of public agencies, private non- profit agencies, and local businesses within "Tustin's Child Care Network." This committee would be formed as a working group made up of local child care professionals, social services agency representatives, business representatives, Community Service organization members, and parents, as well as School District and City staff members. Staff has been contacted by several interested individuals who want to work on this committee. With Council approval, the committee can begin working immediately. The primary task of the Ad Hoc Committee will be to develop the necessary background information for the formulation of policy. Upon completion, the report will be presented to the Parks and Recreation Commission for review and comment. After the Commission has reviewed the Committee's report, the findings will be presented to the City Council. CHILD CARE POLICY COMMITTEE A Child Care Policy Committee should be established after the work of the Ad Hoc Committee has started. This seven member committee, made up of School District and City elected and appointed officials, as well as local business executives and School District and City staff, would review the findings of the Ad Hoc Committee. The Policy Committee would then make specific recommendations to the City Council and School Board regarding public policy, budgeting, and facilities necessary to meet Tustin's child care needs. Until the research is completed by the Ad Hoc Committee, the Policy Committee need not be established. Upon completion of gathering the necessary data, staff will notify the Council regarding the formation of the Policy Committee.
